HomeMy WebLinkAboutCDP 98-39; Faraday Road Extension; Coastal Development Permit (CDP) (8)March 11,1999 TO: CITY MANAGER FROM: ASSOCIATE VIA: PUBLIC WORKS DIRECTO 3593 - FARADAY AVENUE EXTENSION GNATCATCHER HABITAT IMPACTS TO COASTAL SAGE SCRUB 5% ALLOCATION SECTION 4(D) PROCESS An additional take of 0.6 acres of coastal sage scrub is required to construct Faraday Avenue. A memo from the engineer is attached describing the additional take. The City Council reserved the remaining 4.77 acres of coastal sage scrub from the 5% allocation in an previous action. Final design has been completed and the coastal sage scrub lake" has been determined to be 0.6 acres. Removal of the 0.6 acres from the 5% Allocation reserved for various Capital Improvement Projects leaves 4.17 acres. The attached table has been updated to reflect this allocation. The Mitigated Negative Declaration for the project requires 2:1 mitigation through the purchase of land from an established mitigation bank. Staff is proposing to purchase the 1.2 acres from the Manchester Avenue Mitigation Bank. It is recommended that the City Manager approve the permanent deduction of 0,6 acres from the City's 5% allocation for the Faraday Avenue Extension project. Attachment: 1. During the request for information process a potential bidder identified a problem with the 1%:1 slopes proposed on the north side of the road. The deep stabilization fills required by the soils engineer for these slopes creates backcuts that encroach beyond the limit of work line and into the Diegan Coastal Sage Scrubb (DCSS). The encroachment is similar to that of using 2:1 slopes thus erasing the benefit of using 1 V&1 slopes to minimize impacts to DCSS. It is also true that the stabilization fills for the 1 V4:1 slopes require the placement of geogrid reinforcement at a significant cost again without the benefit of reduced impacts. As a design solution we have identified that we can return to 2:1 slopes with rounded slopes which will result in taking 0.4 acres of additional DCSS. We have also identified that the height of these 2:1 slopes will require a 15' backcut at the top resulting in an additional removal of 0.2 acres of DCSS for a total taking of 0.6 acres. This will require creating an additional 1.2 acres of DCSS onsite with the current mitigation program. It is our opinion that the cost for the additional take and resulting mitigation will be far less than the cost for the steeper slopes with stabilization. It is also true that the amount of total excavation in these areas will be less because the reduction in backcut quantities offsets the increased excavation for the flatter slopes.
