Faraday Avenue would provide the connection from its existing westerly terminus
to Cannon Road through Macario Canyon Park (also known as Veterans
Memorial Park). The property the right of way will run through is owned entirely
by the City of Carlsbad (Macario Canyon Park). Although park plans have been
prepared in the past, environmental considerations have caused a total
rethinking and redesign of the park. The Parks and Recreation Department does
not have a revised site plan available at this time.
Faraday Avenue will extend 5,400 feet from its existing terminus to Cannon
Road. Faraday Avenue through Macario Canyon Park is classified as a collector
street in the City of Carlsbad Circulation Element. Sixty feet of right of way in
addition to slope construction easements is required for road construction. Since
the property owner is the City of Carlsbad and the land is designated for a park
site, approval of the road alignment and easement requirements will need to go
through the Parks and Recreation Commission.
ISSUE: Since Faraday Avenue is a secondary arterial to College Blvd. and
connects to a major arterial (Cannon Road), bicycle lanes should be
required. An additional 5 to 8 feet on each side should be required for
bicycle lanes. Bicycle lanes should have been required the entire length of
Faraday Ave.
A preliminary road alignment has been proposed by Rick Engineering. It is
dated 2-4-88.
Faraday Avenue has a 40 foot paved section with curb, gutter and sidewalk
adjacent on both sides. The project will include streetlights, fire hydrants, water,
sewer, reclaimed water and dry utilities are not included.
The site currently consists of rolling hills and is currently farmed. The underlying
soils consist mainly of claystone and siltstone. These are interspersed with
terrace deposits. The claystone and siltstone have a high mudflow potential and
the terrace deposits have a high compressibility potential. Several faults have
been mapped through the area. These faults are not part of a major faulting
system and the site is not in or adjacent to an alquist-priolo special study area.
The soils investigation for the project will need to include a detailed subsurface
investigation and a detailed analysis of the engineering geology, soils and
foundation design, slope stability, seismic hazards and erosion control.

The project is in the Mello II Local Coastal Program. Erosion Control measures
to prevent siltation of the lagoon will be required. Construction of the road alone
should not significantly change the hydrology. The park will most likely be
required to install some type of retention basin. The City should be taking over
Coastal permitting authority by October 21, 1996.
No known historical or paleontological sites jsxist within the graded area for
Faraday Avenue. One site of archaeological significance is located at the head
of the canyon and will be impacted by the construction of Faraday Avenue. This
site will require monitoring during construction and most likely some form of
recovery program. Typically, environmental reports require that a paleontologist
observe the grading operation even though there are no significant sites of
record.
Some environmental impacts will occur at the head of the Macario Canyon.
Biological analysis of the area is necessary to determine habitat type and
mitigation requirements.
Discretionary Actions Required for the Project:
A General Plan Consistency, Coastal Development Permit and Environmental
Impact Report are required for the project.
Permits Required for the Project:
This project is located within the California Coastal Zone so a Coastal Permit is
required for the project. The City will have permit authority before the project is
completed. (10-27-96).
The estimated construction costs are approximately $1.8 million and
approximate total project cost is $2.4 million.
