HomeMy WebLinkAboutCDP 98-40; Severino Residence; Coastal Development Permit (CDP) (10)Memorandum TO: Assistant Planner, Van Lynch FROM: Engineering Technician, David Rick DATE: June 15, 1998 CDP 98-40: SEVERING CONSTRUCTION COMPLETENESS & ISSUES REVIEW Engineering Department staff has completed a review of the above-referenced project for application completeness. The application and plans submitted for this proposed project are considered complete. Additionally, staff has conducted a review of the project for engineering issues of concern. Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: 1. Show on the site plan and grading plan how vehicular access from Parcel 3 to Park Drive will be eliminated in the event that the driveway connects with the future installation of James Drive. 2. Remove note and illustration of "future gutter if surface drainage from Parcel 2 is directed to driveway" unless you intend to add such gutter and redirect drainage as a part of developing Parcel 3. Please add the following conditions of approval to the governing resolution: 1. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, the developer shall submit to and receive approval from the City Engineer for the proposed haul route. The developer shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. 2. The developer shall pay all current fees and deposits required. 3. The owner of the subject property shall execute an agreement holding the City harmless regarding drainage across the adjacent property prior to the issuance of building permits or grading plan approval, whichever occurs first. 4. Based upon a review of the proposed grading and the grading quantities shown on the site plan, a grading permit for this project appears to be required. The developer must submit and receive approval for grading plans in accordance with city codes and standards prior to issuance of a building permit for the project. 5. No grading for private improvements shall occur outside the limits of the project unless a grading or slope easement or agreement is obtained from the owners of the affected properties and recorded. If the developer is unable to obtain the grading or slope easement, or agreement, no grading permit will be issued. In that case the developer must either amend the site plan or modify the plans so grading will not occur outside the project site in a manner which substantially conforms to the approved site plan as determined by the City Engineer and Planning Director. 6. The owner shall enter into a lien contract for the future public improvement of the future construction of James Drive along the project frontage for a half street width of 30 feet. Public improvements shall include, but not be limited to, paving, base, sidewalks, curbs and gutter, and grading. Said improvements may also include clearing and grubbing, relocation of utilities, instillation of sewer lines, water lines, fire hydrants, street lights and/or retaining walls. 7. Prior to the issuance of a building permit, the applicant shall record an easement for joint access between the owners of Parcels 2 and 3 for the benefit of shared use of the proposed driveway connecting to Park Drive as shown on Exhibit "A". If and when access to the future portion of James Drive is provided as shown on Exhibit "A", rights of access to Park Drive must be relinquished for Parcel 3. Relinquishing access to Park Dive may be accomplished by either quitclaiming the aforementioned joint access easement by separate document or incorporating language into the joint access easement stating that access rights for Parcel 3 will automatically be relinquished once access to James Drive is established. 8. Prior to the issuance of a building permit, the applicant shall record an easement for cross drainage from Parcel 2 to Parcel 3. 9. As conditioned on Minor Subdivision No. 763, plans, specifications and supporting documents for all improvements shall be prepared to the satisfaction of the City Engineer. The developer shall install, or agree to install and secure with appropriate security as provided by law, improvements shown on the tentative parcel map and the following improvements to City Standards to the satisfaction of the City Engineer: Half street improvements to Park Drive along the frontage of Minor Subdivision No. 763.
