(Application checklist for Non-Single Family Regular Coastal Development Permits covered under separate handout)
This supplemental application is to be filed for any development requiring a Coastal
Development Permit issued by the City of Carlsbad.
I. GENERAL BACKGROUND
A. Estimated Cost of Development:
Development costing $60,000 or more does not qualify as a Minor Coastal
Development Permit. The Planning Director shall make the final determination
regarding a project's cost of development.
The primary basis for determining cost of development will be the application of
dollar costs per square foot for different types of residential construction. These
costs are set by the International Conference of Building Officials (ICBO) and
are applied throughout San Diego County.
Please complete the following information to assist in the determination of this
project's cost of development (Contractor proposals may also be submitted for
consideration by the Planning Director).
=> New Residential Square Footage:
/ft STO square feet x $78.00/sq. ft. = $ ,
=> Residential Addition Square Footage:
square feet x $94.00/sq. ft. = $
=> Any Garage Square Footage:
square feet x $22.00/sq. ft. = $ 886O » oo
=> Residential Conversion Square Footage:
square feet x $26.00/sq. ft. = $
=> For Non-Residential Uses, use the following figures for calculations:
Retail/Store @ $38.00/sq. ft.; Restaurant @ $69.007 sq. ft.; Office @
$55.007 sq. ft.; Manufacturing/Warehouse @ $24.00/sq. ft.:

SUBJECT: CDP 98-49 - LA COSTA DOWNS LOT 11
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your application for a Coastal Development Permit, application
no. CDP 98-49, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, July 6, 1998, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.
Please contact your staff planner, Barbara Kennedy, at (760) 438-1161, extension 4325, if
you have any questions or wish to set up a meeting to discuss the application.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
No. CDP 98-49
Planning:
1. Please submit a Public Facilities Agreement and a $50.00 filing fee. The attached
agreement must be signed and notarized. Please submit the original and one xerox
copy.
2. Although you have already obtained approval of a variance for the front and rear
setback reductions through Administrative Variance 96-01, you will also need to
submit a letter requesting a sideyard reduction in accordance with section
21.10.040 Side Yards, subparagraph (2), (See attached). The La Costa Downs
Specific Plan requires a minimum side setback of 6 feet or 10% of the lot width,
whichever is most restrictive. However, such sideyard need not exceed ten feet. In
this instance, the lot width includes the easement area. The sideyard reduction is
an administrative action and has been granted to other properties in this subdivision.
3. Show both the gross and net lot area on the plans.
4. Please show the dimension of the front property line.
5. Show the square footage of the roof deck and the total roof area. The roof deck
area may not exceed 25% of the total roof area.
6. The interior garage dimension must be 20' x 20' clear. Either the post in the middle
of the garage must be eliminated or the garage spaces must be increased in size to
12'x 20'each.
7. The second floor balcony may not project more than 2 feet into the front yard
setback. Please show the dimension on the site plan and floor plan. Consider
redesigning the balcony with an open railing to help reduce the mass of the
structure within the front setback.
Engineering:
1. Add a note to the plans stating "no grading of the property is proposed".
2. Unless the surface drainage course is being altered, indicate that the
arrows represent existing drainage flow. Also, will runoff from driveway
sheet flow onto the lawn area?

ISSUES OF CONCERN
Planning:
The proposed architectural design does not appear to be consistent with the
Architectural Guidelines for the La Costa Downs Specific Plan. Although no one
style of architecture is required, certain architectural elements should be
incorporated into the design as illustrated in the attached guidelines. For example,
varied roof planes should be utilized rather than a flat roof design and the building
faces should be varied for architectural interest. Because setback reductions have
been granted for this property, it is important to integrate these design features to
help reduce the building mass and maintain the desired street character.

application completeness. The application and plans submitted for this proposed project are
considered complete. Additionally, staff has conducted a review of the project for engineering
issues of concern. Engineering issues which need to be resolved or adequately addressed prior

The Planning Department has completed a review of your application for a Coastal
Development Permit Extension, CDP 98-49x1 located at 6512 Surfside Lane. After
careful consideration of the circumstances surrounding this request, it has been

of the coastal zone and no agricultural activities, sensitive resources,
geological instability or coastal access opportunities exist on site.
2. The project is consistent with the provisions of the Coastal Resource
Protection Overlay Zone (Chapter 21.03 of the Zoning Ordinance) in that the
project will adhere to the City's Master Drainage and Storm Water Quality
Management Plan and Grading Ordinance to avoid increased runoff and soil
erosion, no steep slopes or native vegetation is located on the subject
property and the site is not located in an area prone to landslides, or
susceptible to accelerated erosion, floods or liquefaction.

Review of Required Coastal Findings
1. Conformance with the Certified Local Coastal Program and all applicable policies.
The project is located in the Mello II Local Coastal Program Segment.
The project proposes the construction of a single family residence in an area designated
for single family development. The LCP Land Use Plan designates the subject site for
RM (Residential-Medium) density development. Mello II is implemented in part by
City's zoning ordinance. The project complies with the zoning regulations as modified
by SP-201.
2. Coastal Overlay Zones.
The subject site is located in the Coastal Resource Protection Overlay Zone, however,
due to its location and the absence of slopes steeper than 25% inclination and/or native
vegetation, additional submittals, standards or requirements do not apply.
V. ENVIRONMENTAL REVIEW
This project is exempt from CEQA per the exemptions listed below:
(1) Section 15304 of CEQA exemptions (Class 4) exempts minor alterations to land
including grading on land with a slope of less than 10% from environmental
review.
