Description/Explanation: (See Attached Sheet) Project Description 10/96 Page 1 of 1 ENCINA WASTEWATER AUTHORITY PROPOSED ENCINA TEMPORARY MODULAR OFFICE PROJECT DESCRIPTION/EXPLANATION Ref: 4363 July 6, 1998 The Encina Wastewater Authority (EWA) is a public agency located in Carlsbad, California that provides wastewater treatment services to approximately 250,000 North San Diego County residents. The EWA is a joint powers agency that is owned by six member agencies including: the City of Carlsbad, City of Vista, Leucadia County Water District, Vallecitos Water District, Buena Sanitation District and the City of Encinitas. The EWA proposes to locate a temporary modular office unit on its wastewater treatment plant property at 6200 Avenida Encinas, Carlsbad, California 92009 The EWA is presently developing expansion plans for its existing Administration/Operations Building When complete, this building will better support both administration and operations personnel The modular office unit, for which this permit is requested, will allow the relocation of six administrative personnel from their current work spaces at 703 Palomar Airport Road to the Avenida Encinas site during the construction of the new Administration/Operation Building. The 24' x 40' modular unit will be located within the Encina Facility boundaries (see enclosed site plan). The unit will have 5/8 "plywood grooved siding painted to match existing structures. Key points associated with this proposal are: • This modular office unit will provide temporary office space for administration employees during the construction period. It will allow all EWA employees to be co- located at the main plant facility and preclude dual site locations • No more than six employees will be working in this modular office unit These employees will remain in the unit until their work spaces in the new Administration/Operations Building are complete. It is the Planning Director's determination that the project request to install a 960 square foot temporary modular office building, CDP No. 98-51, is consistent with the applicable City's Coastal Development Regulations (Chapters 21.201 - 21.205) and with all other applicable City ordinances and policies. The Planning Director, therefore, APPROVES this request based upon the following: Findings: 1. That the total cost of the proposed development is less than $60,000. 2. That the proposed development requires no discretionary approvals other than a Minor Coastal Development Permit. 3. That the development has no adverse effect individually or cumulatively on coastal resources or public access to the shoreline or the coast, in that the proposed temporary structure is located within a previously developed site. 4. That the proposed development is in conformance with the Mello II Certified Local Coastal Program Segment and all applicable policies in that the project site is designated for Public Utility land uses and the project is not disrupting agricultural land uses; developing slopes with gradients of greater than 25%; removing natural habitat; disrupting wetland or riparian resources or developing in an area that will cause coastal erosion or slope instability.
