The BMP Retrofit Pilot Program includes the design, construction and monitoring of BMP pilot projects within the urbanized areas of San Diego County. The types of proposed BMP pilot projects within the District include extended detention basins, infiltration basins, biofiltration strips/swales, a wet basin, trapping catch basins, catch basin inserts, multi-chambered treatment train (MCTT), infiltration trenches, biofilters, oil/water separator and media filter. Three types of these BMPs (infiltration trench, infiltration basin, and media filter) will be located within Caltrans right-of-way at four locations within the City of Carlsbad. These four locations fall under the jurisdiction of your Local Coastal Plan. Based on conversations with your staff, Caltrans would like to seek, if possible, a waiver (or exemption) to the requirements associated with a Coastal Development Permit. Please note that Caltrans has determined that these four sites are categorically exempt (Class 1, Section 15301(c) of the State CEQA Guidelines). The site is bounded by Paseo Del Norte to the west and commercial and industrial uses to the south, east and north. Project Description: The site includes a vehicle maintenance shop, fueling island, wash rack and storage areas for maintenance equipment and supplies. Site drainage is sheet flow to concrete swales and gutters, concentrating along a gutter in the entrance drive to the station and ultimately discharging to Paseo Del Norte. An infiltration trench and biofiltration filter strip will be installed along the southern boundary of the site (refer to the attached Preliminary Concept Map). Inflow monitoring, infiltration trench outflow monitoring and biofiltration outflow monitoring will be provided using automated equipment. The tributary areas for the infiltration trench and the bio-filter strip are 1.72 acres and 0.66 acres, respectively. The design storm runoff of approximately 1.60 for the infiltration trench is conveyed by the proposed concrete swale and routed through the BMP trench. The infiltration trench BMP is sized to contain the total design storm volume of 83.3m3. The existing concrete gutter, AC paving and AC berm will be removed in the southern portion of the maintenance yard, east of the entrance road. An existing AC structural section will be removed and reconstructed in this area as well. A type A2 curb and gutter will be installed along the existing landscaped hump west of the proposed BMPs. A concrete gutter with a level spreader and a root barrier will be installed adjacent to an existing palm tree west of and adjacent to the proposed BMPs. Runoff will be directed in a southwest direction across the project site to the biofiltration filter strip and infiltration trench, where it will be processed and discharged into a permanent overflow channel and out to Paseo Del Norte. The site proposed for installation of the BMPs is currently paved. Infiltration Trench (Biofiltration Swale): Interstate 5 South/Palomar Airport Road Project Estimated Cost: $64,000 Referred to as Site #4 in the Overall Study Project Location: The project site is located along the 1-5 southbound shoulder, north of the southbound I-5/Palomar Airport Road offramp. The proposed location for the biofiltration swale is along the area of Caltrans right-of-way parallel to the 1-5 freeway shoulder. c o Mr. Michael Holzmiller Page 4 August 6, 1998 Project Description: The area contains a longitudinal slope of approximately 1 to 2 percent and a cross slope of 2 percent. The site receives approximately 2.32 acres (0.92 hectares) of runoff from the 1-5 southbound mainline. The site currently consists of a 30- foot shoulder, which drains freeway runoff via sheet flow to an adjacent frontage road storm drain. A biofiltration swale will be installed along a portion of the shoulder (refer to the attached plan). The biofilter swale will be a trapezoidal-shaped channel with 2:1 side slopes. The channel will be lined with grass using a hydroseed mix. Outflow monitoring will be provided at both ends of the swale. A 450 millimeter outflow pipe will be installed at the southern end of the swale. A 2-meter-wide by 0.15-meter-deep AC north of the biofiltration swale will be provided to direct runoff to the swale. Excavating during construction may include brushing existing vegetation and minimal excavating. Shallow groundwater should not be a problem during construction. Since the proposed BMP site is located adjacent to Interstate 5, the bio-filter swale was designed in such a manner that it will not pose any significant hazard to the driving public. The site is characterized by non-native eucalyptus trees, grasses, and small plants, none of which appear to be unique or of significant habitat value. Infiltration Basin: Interstate 5/La Costa Boulevard Project Estimated Cost: $242,000 Referred to as Site #6 in the Overall Study Project Location: The proposal site is located along the shoulder of the 1-5 southbound offramp at La Costa Avenue, in the City of Carlsbad. The site is located in a basin south of the Batiquitos Lagoon. The site is bounded by a gas station to the south, a hillside residential area to the west, Batiquitos Lagoon to the north, and southbound 1-5 and the southbound 1-5 offramp to La Costa Avenue to the east. Project Description: The site receives approximately 5.5 acres (2.2 hectares) of drainage area from 1-5, the southbound offramp at La Costa Boulevard and some adjacent slope areas. Drainage flows from the 1-5 southbound to an existing overside drainage inlet. Runoff from the offramp also flows through this overside drain. An earthern swale will be constructed to direct runoff flows to the proposed infiltration basin. The basin was designed as an offline facility to capture the tributary watershed for water quality purposes. The rim of the basin has been set at the 1-year, 24-hour storage elevation. Ground stabilization will be provided on the grassy area south of the proposed infiltration basin. The infiltration basin will include a concrete headwall with RSP (refer to attached plan). A maintenance access road will be constructed between the southbound 1-5 offramp and infiltration basin. Discharge from the basin at high flows will exit into an existing open channel to the shore of the Batiquitos Lagoon. The southern portion of the site is characterized by several grasses, brush, and scattered palm and eucalyptus trees, none of which appear to be unique or of significant habitat value. JNE (a biological consultant) and RBF determined the presence of wetlands areas north of the proposed infiltration basin and southwest of and adjacent to the existing start Mr. Michael Holzmiller PageS August 6, 1998 of the 1-5 southbound off-ramp at La Costa Avenue. The proposed improvements will not impact these areas. Media Filter: La Costa Park and Ride Project Estimated Cost: $133,000 Referred to as Site #9 in the Overall Study Project Location: The La Costa Park and Ride is located just east of southbound 1-5 and south of La Costa Avenue in the City of Carlsbad. The facility is located in a grassy area by an existing catch basin. Project Description: The project consists of a media sand filter structure located within the La Costa Park and Ride area (refer to the attached plan). The facility is located in a grassy area along an approximately 15 foot (4.6 meter) high, 2:1 horizontal to vertical slope adjacent to Batiquitos Lagoon and by an existing catch basin. This site is on a possible fill brought up to grade to construct the parking area. Approximately 2.78 acres of paved area drains into the proposed facility. The total design flow for the 1-year storm event is 2.3 cfs. In order to avoid construction within the Batiquitos Lagoon, an inlet channel was designed to intercept and convey the design storm flows. Storm flows greater than the 10 year storm event will flow into the proposed overflow channel and will be discharged into the existing drainage culvert. In order to provide positive drainage towards the proposed inlet channel, pavement reconstruction will be performed immediately adjacent to the media sand filter site. Storm water samples will be taken using automated equipment at both the inflow and outflow points of the facility. During construction, there will be minimal excavating. Excavating is expected to consist of brushing existing vegetation and excavating a small pit. Shallow ground water is not anticipated to be a problem during construction. The project will require the removal of three existing non-native trees.
