The proposed improvements consist of construction of a new access road and turnaround area undergrounding the existing sewer pump station faciliries and existing electric and phone utilities and the addition of a stand-by generator. The proposed project will expand the area occupied by the existing sewer station from approximately 02 acres to 0.16 acres for the pump station, generator enclosure and a new truck turnaround area said 0.13 acre for a new twelve-foot wide paved access road. Hie project will impact 0.14 acres of southern willow scrub habitat and .04 acres of coastal sage scrub. The City's approval is inconsistent with the provisions of the certified East Batiquitos Lagoon/Hunt Properties LCP segment. Specifically, the LUP provides that all uses proposed within a wetland must be consistent with Section 30233 of the Coastal Act. . The City found that the proposed 0.14 acres of impact to riparian resources resulting froi i (A the sewer pump rehabilitation could be justified under Section 30233 as an incidental ! public service project; however, it appears there are other alternatives available that *d would either reduce or eliminate wetland impacts. The impact is driven by the need to | extend a new 400-foot long access road and paved turnaround for fire department vehicles. The facility is unmanned and only requires periodic monitoring to assure fy satisfactory operation. No analysis was done addressing whether the access road and fej turnaround could be eliminated in favor of a smaller access/parking area which would tj provide access to the facility without resulting in impacts to sensitive vegetation. Also, no finding was made that the project represented the least environmentally damaging /; alternative, which is also required under Section 30233. Additionally, although 3; 1 mitigation for impacts to riparian resources was approved, no mitigation plan has been prepared and approved by the California Department of Fish and Gume as required in thi LCP. Finally, revegetation/enhancetnent of riparian habitat is proposed as mitigation foi wetland impacts rather than creation of new habitat.
