RE: CDP 98-69 - SAXONY PUMP STATION REHAB
Dear Mr. Harry:
The Planning Department has received comments back from our landscape consultant
regarding the Saxony pump station rehabilitation project. The plan set submitted did not
include a landscape plan. For the next submittal package, or shortly thereafter if it will
delay the resubmittal, please include a landscape planting plan. The planting plan should
address the screening of the pump station from La Costa Avenue and from the north
shore of the Batiquitos Lagoon. It is suggested to use all native plants suited to the
wetland environment, however, flowering vines on the chain link fence can be non-
natives. Also reference the planting plan on the title sheet (i.e. sheet no. 33, drawing
number L-l). Attached is a copy of the conceptual landscape plan requirements.

LANDSCAPE CONCEPT PLAN
Projects requiring discretionary approvals or as otherwise required by the City.
These plans are to be submitted along with other required plans and documents
at the time of application for project approval.
This plan will provide the City with a clear impression of how a proposed
development will look. work, and be maintained.
The plan will depict in a general way how the proposed project will conform to
the policies and requirements of the following sections of this document.
A3-1 Plans shall be prepared by a landscape architect registered in the State of
California or as specified in A3-2.
A3-2 Plans may also be prepared by a civil engineer, architect, or contractor licensed
by the State of California to the extent his or her license allows.
A4-1 PLAN SIZE
A4-2 Size may be variable as long as the presentation clearly portrays the design
concepts.
A4-3 Special areas may require enlargements as requested by the City.
A.44 After the project has been approved by the City, the applicant must provide the
City with the approved plan on mylar [24”x36” sheet(s)1 or microfilm (as specified
by the City).
To include but not be limited to:
A.51 GENERAL
a. existing conditions (grades, plants. etc.)
b. existing improvements
c. property lines and existing easements
d. project address and vicinity map
e. north arrow and scale
1. proposed grading consistent with grading plans for the project
g. proposed planting (see A.52)

PLANTS
Identitication and general location of proposed plantings on plan
A plant palette list indicating:
a. tree types and quantities
b. shrub types and quantities (approximate)
c. ground cover types
d. proposed plant sizes (either by number or 96 of total quantity)
Generally identify all existing woody plant material to be removed or retained.
Trees over 12” in caliper diameter shall be identified on the plan individually as
to caliper size and type and labeled to be retained or removed.

Approximate contours at 1’ intervals for slopes less than 5%; 2’
intervals for slopes between 5% and 10%; and 5’ intervals for
slopes over 10% (both existing and proposed). Existing and
proposed topographic contours within 100’ perimeter of the
boundaries of the site. Existing onsite trees; those to be removed
and those to be saved.
Earthwork volumes; cut, fill, import and export.
Spot elevations at the comers of each pad.
Method of draining each lot. Include a typical cross section taken
parallel to the frontage for lots with less than standard frontage.
Location, width and/or size of all watercourses and drainage
facilities within and adjacent to the proposed subdivision. Show
location and approximate size of any proposed detention/retention
basins.
Clearly show and label 100 year flood line for the before and after
conditions for any project which is within or adjacent to a FEMA
flood plain.
8. LANDSCAPE PLAN: Ten (10) copies on 24” x 36” sheets drawn to the same
scale as site plan (See ‘LA” on page 1). Fifteen (15) copies of the landscape
plans shall be submitted by the applicant upon request of the project planner
prior to approval of the project. Each landscape plan shall include the following
information:

Landscape zones per the City of Carlsbad Landscape Manual.
Typical plant species, quantity of each species and their size for each
planting zone (use symbols).
An estimate of the yearly amount of irrigation (supplemental) water
required to maintain each zone.
Landscape maintenance responsibility (private or common) for all areas.
Percent of site used for landscaping.
Water Conservation Plan.
