Re: CDP 98-69 - Saxony Pump Station Rehabilitation
Dear Mr. Lynch:
In response to your letter regarding site landscaping dated 11/25/98, we are not planning
to create landscaping plans for the Saxony Pump Station Rehabilitation Project for the
following reasons:
1. There is not a potable water service to the pump station facility, nor is
there a potable water main to connect to in La Costa Ave for irrigation
purposes.
2. All of the property owned or leased by the Leucadia County Water
District at the project site will be paved, there will not be a suitable area
for planting.
3. The visual impact of the pump station will be decreased because the pump
station is being undergrounded. All of the above ground equipment shown
in the attached photo will be removed or undergrounded with the
exception of the electric motor control pedestal.
4. Screening of the pump station from motorists on La Costa Avenue using
flowering vines on the chaimink fence will be ineffective because the road
is over six (6) feet higher than the pump station site and the chainlink
fence surrounding the site is only six (6) feet high. The new pump station
structure will be flush with the ground. A better alternative would be for
the City of Carlsbad to plant trees in the slope bank between La Costa
Avenue and the pump station site. This slope bank is scheduled to be
landscaped as a part of the La Costa Avenue widening project which is
currently under construction.
5. Screening of the pump station from potential vantage points along the
north shore of the Batiquitos Lagoon is already in place with native trees
and bushes, see attached photo.
