NOTICE OF PROPOSED PERMIT AMENDMENT

Original Description:
for Rehabilitation of a sewer pump station to include construction of an
approximately 500-foot long asphalt access road, undergrounding
the existing sewer pump station facilities and existing electric and
phone utilities and the addition of a stand-by generator on an
existing 900 sq.ft. site.
at On the north side of La Costa Avenue, west of Saxony Road,
Carlsbad (San Diego County)
The Executive Director of the Coastal Commission has reviewed a proposed amendment to
the above referenced permit, which would result in the following changes:
Revise Special Condition #8 to allow construction activities to occur
during the period of February 15 to May 30,2000 with incorporation
of mitigation measures approved by the California Department of
Fish and Game (DFG).
FINDINGS
Pursuant to Title 14, Section 13166(b) of the California Code of Regulations this
amendment is considered to be IMMATERIAL and the permit will be notified accordingly if no
written objections are received within ten working days of the date of this notice. If an
objection is received, the amendment must be reported to the Commission at the next
regularly scheduled meeting. This amendment has been considered IMMATERIAL for the
following reason(s):
Because the site is adjacent to sensitive habitat used by several
senstive bird species, construction activities were restricted to occur
outside the nesting season of the birds. Due to delays in
construction and the need to complete work on the pump station to
avoid potential sewege spills, DFG has approved the applicant's
request to allow construction to occur up to May 30,2000 provided
certain mitigation measures are implemented. With implementation
of the mitigation measures required by DFG, no adverse impacts on
coastal resources are anticipated.
