The Planning Department has reviewed your Coastal Development Permit, application no. 98-69, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. Please see attached list of items that need to be addressed. These issues must be addressed before this application can be scheduled for a hearing. The Planning Department will begin processing your application as of the date of this communication. D., of Drawing Number G-2, permits the contractor to discharge dewatering flows into the Batiquitos lagoon with permits issued from the Regional Water Quality Control Board. The environmental document does not address the discharge of dew&ring flows into the Batiquitos Lagoon but states that the dewatering flows will be discharged into the nearest storm drain structure (5.4 Water). Please indicate the location and size of storm drain structure and delete the General Notes reference to discharge dewatering flows into the Lagoon. The project will be conditioned to provide copies of required agency permits prior to grading or co”structlo”. Please provide structural drawing that shows the acoustical material on the inside of the retaining walls for the emergency generator, as required noise mitigation per the negative declaration. (structural plans not provided with plan check set) Show top and bottom wall heights on driveway entrance. (drawing C-3, enlarged grading plan “B”) How is access gained to the staging area during construction of improvements? It appears that the driveway will be blocked by the work being performed. Please provide any information possible as to the location and status of the mitigation land. Engineering: 1. At the present time the La Costa Avenue widening project is underway. Expected completion date is June 1999. No construction access to the project site will be available until completion of the street widening project. 2. The construction of a traffic signal is part of the street widening project. Detector loops at the pump station driveway will be required. 3. Please clarify Sheet C-3 construction item 17. 4. Please submit documentation establishing the new property line. 5. Show in the site plan an environmental fence to be used for the protection of sensitive areas that are not to be disturbed.
