The Planning Department has reviewed your application for a Coastal Development Permit, application no. CDP 98-72, as to its completeness for processing. INCOMPLETE The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. AH list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, October 1,1998, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Please provide a preliminary grading plan and include quantities of cut/fill, indicate the slope of the driveway, and include spot elevations (existing and proposed) around the perimeter of the proposed residence. 2. Please indicate if the first floor bathroom projects into the 10 foot setback along Acacia. The floor plans do not indicate that it projects into the setback, however, the building elevations show a projecting element. Please clarify. 3. A total of 3 parking spaces are required for this proposal. Two spaces may be within the 20 x 20 garage. One additional guest parking space (minimum 8 x 15) must also be provided. Please dimension the additional guest space within the garage. 4. Please indicate the depth of the roof overhang. 5. Please indicate the square footage of the existing residence to be demolished. The request to demolish the existing residence will be included in your Coastal Development Permit application. 6. Please correctly identify the Assessor's Parcel Number on the Plans as 204-233-10. Engineering: 1. City standards require a triangular area for vehicular sight distance purposes at the corner of Carlsbad Boulevard and Acacia Street. This area is to be measured 25' back from the beginning of the curb return and is to be free of any obstructions 42" in height as measured from the pavement elevation on Acacia Street. It appears the proposed planter wall encroaches into this area. 2. The location of the existing sidewalk on Acacia Street is incorrectly shown on the plans, as there is a parkway area between the curb and the sidewalk. There is also an existing pedestrian ramp at the corner. Finally, please note if the existing palm trees in the parkway will require removal in order to accommodate the driveway apron. 3. Please show on the plans how drainage is to be handled from the garage area. 4. Attached is a redlined check print set of the project. Please forward this plan set to the applicant for corrections and changes as noted. The applicant must return this plan set with the corrected plans to assist us in our continued review. If you have questions regarding any of the comments above, please contact Ken Quon at extension 4380. ISSUES OF CONCERN Planning/Engineering: 1. It appears that the driveway slope will exceed the 15% maximum slope allowed by the Engineering Department. The slope down to the driveway may not extend into the public right-of-way. Please indicate the percentage of driveway slope and any modifications to the proposed finished floor elevations. Indicate the height of retaining walls (if any) used to retain slopes adjacent to the driveway. The Beach Area Overlay Zone permits only two stories and a 30 foot height limit. Therefore, the garage must be designed to meet the definition of a basement so that it does not qualify as a third story. Please contact the Engineering Department to obtain the driveway slope standards.
