ENVIRONMENTAL REVIEW Submit Environmental Impact Assessment (EIA) Part I with Regular Coastal Development Permits; check with Planning Staff regarding Minor Coastal Development Permits and Single Family Regular Coastal Development Permits for any environmental review requirements. V. GENERAL APPLICATION REQUIREMENTS (For Single Family Regular and Minor Coastal Development Permits; Regular Coastal Development Permits covered under separate handout) A. Site Plan: Four (4) copies for a Minor Coastal Development Permit, four (4) copies for a Single Family Regular Coastal Development Permit prepared on a 24" x 36 sheet(s) folded to 81/2" x 11". Inc. Please describe fully the proposed project. Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: Request for an administrative Tentative Parcel Map and administrative Coastal Development Permit for Parcel C of the Poinsettia Properties Specific Plan. The proposed Tentative Parcel Map will allow for the subdivision of Parcel C into lots for Planning Areas 1 and 8 of the Specific Plan. Per the Poinsettia Properties Specific Plan, Planning Area 1 is designated for tourist/commercial development and Planning Area 8 is designated for residential development. The Parcel Map is for financial purposes only so that the individual Planning Areas can be sold separately and no development is proposed with the Parcel Map. Per Section 21.201.080 of the City of Carlsbad Zoning Ordinance, a minor coastal permit can be administratively approved for any development anywhere in the coastal zone costing less than sixty thousand dollars and which complies with the following criteria: 1) The development is consistent with the certified local coastal program as defined in Section 30108.6 of the Coastal Act; 2) The development requires no discretionary approvals other than a minor coastal permit; and 3) The development has no adverse effect individually or cumulatively on coastal resources or public access to the shoreline or along the coast. All of the findings can be made for administrative approval of a coastal permit since the project will be consistent with the certified local coastal program, will not require any other discretionary approval and will not adversely effect coastal resources or public access to the shoreline or along the coast. Parcel C is located within the Poinsettia Properties Specific Plan and Local Facilities Management Plan Zone 22 as depicted on the attached Location Map. A variety of existing and future land uses are adjacent to Planning Area 8.
