Wayne Assistant Planning Director City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009-1576 Dear Mr. Wayne: The California Department of Transportation (Caltrans) is proposing to construct a wet basin along Interstate 5 at the northbound off-ramp to La Costa Avenue. This basin is part of the Best Management Practice Retrofit Pilot Program. The purpose of the wet basin is to remove sediment, organic nutrients, particulate trace metals, and oxygen-demanding particles from storm water runoff. The wet basin is similar to a dry basin, except that a permanent volume of water is incorporated into the design. Biological processes occurring in the basin aid in reducing the amount of soluble nutrients present in water. The basin site is an upland area predominately non-native grasses, eucalyptus trees, lemonade berry (Rhus integrifolia), and various upland flowering plant species. A concrete lined drain is east of the basin site. This site does not provide habitat for any plant or animal species of concern. To minimize any short-term impacts to any species in the area, all equipment will be confined to the minimum area necessary for construction of the wet basin. Construction is to begin on 29 March 1999 and completion is anticipated 31 May 1999. The cost of this project is $685,000. This project is categorically exempt pursuant to Section 15301c of the State CEQA Guidelines. DISTRICT: 11 PROPOSAL DESCRIPTION AND PURPOSE: (Briefly describe proposal, purpose, location, and limits, right of way requirement, and any changes In access control.) As a result of litigation between Caltrans and (he National Resources Defense Council, a Concent Decree was reached outlining the development of a Best Management Practice (BMP) Retrofit Pilot Program In Caltrans District 11. One of the types of BMPs to be evaluated are wet basins. The wet basin site is located within the area created by Piraeus Street to the east; La Costa Avenue to the north; and the northbound off-ramp from I-5 at La Costa Avenue to the west. The site may be accessed from La Costa Avenue. The project involves the installation of a wet basin, which will utiltee flows from an existing concrete lined trapezoidal channel and V- ditch. The wet basin will also use riparian type species. The proposed facility will evaluate the removal of both soluble and small participate constituents from storm water runoff. All facility construction will occur within Caltrans right-of-way, Project implementation will not affect access control to existing facilities. CATEGORICAL EXEMPTION (CEQA) - See attached Preliminary Environmental Studies form for additional discussion. 1, Does this project fall within exempt class 1,3,4, 5,6, or 11, and might it impact on an environmental resource of hazardous or critical concern where designated, precisely mapped, and officially adopted pursuant to law? No major structures are located within the vicinity of the proposed wet basin. Project Description: The tributary drainage area to the proposed wet basin site is approximately six (6) acres t of the 1-5 southbound area and approximately 140 acres of offsite area; 80 acres of an off-site residential area and 6 acres of 1-5 northbound runoff area. The existing drainage system consists of an existing trapezoidal channel and one v-ditch inlet. The wet basin will utilize flows from this existing trapezoidal channel (refer to the attached plan). The site supports non-native grasses, eucalyptus trees, lemonade berry, and various upland flowering plant species. These biological resources do not have a significant habitat value. In addition, the site does not provide habitat for any plant or animal species of concern (refer to the attached biological letter report prepared by JNE & Associates). Archaeological resources will not be impacted since the project area has been substantially disturbed by prior grading and construction activity for existing Caltrans facilities.
