PROJECT NAME: Tallman Property
APPLICANT NAME: Jeffrey C. & Pamela Tallman
Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for , or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
This Coastal Development Permit (CDP 99-18) and Hillside Development Permit (99-09)
is being submitted in conjunction with Adjustment Plat 538 (ADJ - 538) for property north
of Las Flores on the west side of the north end of Pio Pico in Zone 1 of northwest
Carlsbad.
The applicant owns two separate adjacent parcels (AP No.'s 156-350-08 and 09).
Parcel 08, which is currently and irregular shaped long parcel, is partially being made into
a standard shape lot fronting on Pio Pico and is re-named parcel B. The remaining
triangular portion of parcel 08 is being combined with parcel 09 into a large parcel (re-
named parcel A) with the triangular portion set aside as the buildable portion of the lot.
Old parcel 09 which is part of parcel A now is being set aside as open space. New parcels
A and B are reserving 10 feet adjacent to Pio Pico for future street dedication. Also, the
southerly 4.9 feet of parcel A and additional area is being reserved for future street
dedication along with a 20 foot radius at the southeast corner of parcel D.
On parcel A, a new two-story 4,707 sq. ft., four bedroom, four bathroom, three car garage
home is being proposed. In addition, a wall is being proposed on the north edge of the
home along the proposed open space portion of parcel A. An area adjacent to the new
house within the open space area would be kept clear and thinned of brush per the
Carlsbad Landscape Manual "Condition B" for Native Slope Fire Sections. The applicant
has recently thinned the old olive grove north of the proposed house and will maintain it
based on City requirements.
This application includes a Hillside Development Permit in addition to the Coastal
Development Permit. Building plans on parcel B will require a separate Coastal
Development Permit and will be processed later by others.
