The Engineering Department has completed its review of the above referenced project.
Engineering staff does not have any comments to add to the project. Please add the following
conditions of approval to the approving resolution:
1. Prior to issuance of any building permit, the developer shall comply with the requirements of
the City's anti-graffiti program for wall treatments if and when such a program is formerly
established by the City.
2. Prior to hauling dirt or construction materials to or from any proposed construction site
within this project, the developer shall submit to and receive approval from the City Engineer
for the proposed haul route. The developer shall comply with all conditions and
requirements the City Engineer may impose with regards to the hauling operation.
3. Prior to issuance of a building permit for any buildable lot within the subdivision, the property
owner shall pay a one-time special development tax in accordance with City Council
Resolution No. 91-39.
4. The developer shall pay all current fees and deposits required.
5. The owner of the subject property shall execute an agreement holding the City harmless
regarding drainage across the adjacent property.

6. No cut or fill slope shall be steeper than 2 units horizontal to one vertical.

ISSUES REVIEW
Engineering Department staff has completed its second review of the above-referenced project. Staff
has conducted a review of the project for engineering issues of concern. Engineering issues which still
need to be resolved are minor. However, the issues still need to be addressed prior to staff finalizing
a decision on the proposed project. The issues are as follows:
1. The Pacific Bell easement indicated under No. 11 of the preliminary title report is plotted in the
wrong location. It is located on the east side of the property. More specifically, it is located within
the westerly 5 feet of the easterly 8 feet of the subject lot. This description also indicates that it is
5 feet wide. The latest site plan incorrectly indicates that it is 3 feet wide.
2. According to the site plan, approximately 6" of fill is proposed near the front yard wall. However,
Section A-A indicates that the fill is 1 '6" at this location. Please clarify discrepancy.
3. The proposed slope at the northeast corner of the lot appears to be directing surface drainage
across the neighbor's property. All drainage must be directed to the public right-of-way
(Franciscan St). Show base of slope and drainage direction at the base of the slope. The toe of
the slope must be 2 feet from the property line. Also, surface flow along the south side of the
property needs to cross to the driveway rather than across the sidewalk.
Please have applicant make these corrections. I've attached a redlined plan illustrating the above

the Development Coordinating Committee (DCC) meeting which will be held on

SUBJECT: CDP 99-22 - SHORES RESIDENCE
Your application has been tentatively scheduled for a hearing by the Planning
Commission on September 1, 1999. However, for this to occur, you must submit
the additional items listed below. If the required items are not received by July 30,
1999, your project will be rescheduled for a later hearing. In the event the
scheduled hearing date is the last available date for the City to comply with the
Permit Streamlining Act, and the required items listed below have not been
submitted, the project will be scheduled for denial.
1. Please submit the following plans:
A) One 81/>" x 11" copy of your reduced site plan, building elevation and
floor plans. These copies must be of a quality which is
photographically reproducible. Only essential data should be included
on plans.
2. As required by Section 65091 of the California Government Code, please
submit the following information needed for noticing and sign the enclosed
form:
A) 600' Owners List - a typewritten list of names and addresses of all
property owners within a 600 foot radius of the subject property,
including the applicant and/or owner. The list shall include the San
Diego County Assessor's parcel number from the latest equalized
assessment rolls.
B) 100' Occupant List - (Coastal Development Permits Only) a
typewritten list of names and addresses of all occupants within a 100
foot radius of the subject property, including the applicant and/or
owner.

C) Mailing Labels - two (2) separate sets of mailing labels of the Property
Owners within a 600 foot radius and Occupants within a 100 foot
radius of the subject property. The list must be typed in all CAPITAL
LETTERS, left justified, void of any punctuation. For any address
other than a single family residence, an apartment or suite number
must be included but the Apartment, Suite and/or Building Number
must NOT appear in the street address line. DO NOT type assessor's
parcel number on labels. DO NOT provide addressed envelopes -
PROVIDE LABELS ONLY. Acceptable fonts are: Arial 11 pt, Arial
Rounded MT Bold 9 pt, Courier 14 pt, Courier New 11 pt, and MS Line
Draw 11 pt. Sample labels are as follows:

D) Radius Map - a map to scale, not less than 1" = 200', showing all

the subject property. Each of these lots should be consecutively
numbered and correspond with the property owner's list. The scale of
the map may be reduced to a scale acceptable to the Planning Director
if the required scale is impractical.
E) Fee - a fee shall be paid for covering the cost of mailing notices. Such
fee shall equal the current postage rate times the total number of
labels. Cash check (payable to the City of Carlsbad) and credit cards
are accepted.

Department has reviewed your Coastal Development Permit, application no. CDP 99-22, as

ISSUES OF CONCERN
Planning:
1. The maximum height for walls or structures within the 20 foot front setback
is 42 inches. Please revise the wall heights and eliminate or relocate the
trellis structure.
2. The maximum height for the rear and side yard walls is 6 feet. This includes
the combined height of retaining and freestanding walls. Please be aware
that the height limit is not measured from the exterior of the property.
Please show the overall wall height on the cross-section. Please contact me
if you would like to discuss some alternative wall designs.
3. Please show the existing grade and finish grade on the building elevations.
Building height is measured from the lower of either finished/natural grade to
the point of the roof directly above.
4. Upon resubmittal of the plans, please Include only the project data sheet, site
plan, floor plans (including basement), roof plan, and building elevations.
Engineering:
1. Per the La Costa Downs Specific Plan, grading of the lot shall be limited
to that necessary to provide adequate drainage. All lots shall follow the
natural terrain to the most feasible extent possible. The amount of cut
and fill proposed exceeds that necessary to provide adequate drainage.
Please minimize the amount of grading.
2. Show how drainage from the adjacent lot to the west will flow across the
subject property. Placing a solid wall along the rear property line will
interrupt the natural flow from the adjacent lot.
3. A lawn drain curb outlet is proposed but no subterranean drain is
connected to it. Please explain why it is proposed. Also, the drain outlet
is not shown at the curb on the plan.
4. Plot the Pacific Bell easement indicated under No. 11 of the preliminary
title report.

Engineering Department staff has completed a review of the above-referenced project for
application completeness. The application and plans submitted for this proposed project are
considered complete. Additionally, staff has conducted a review of the project for engineering
issues of concern. Engineering issues which need to be resolved or adequately addressed prior
