Please find enclosed 10 sets of plans/exhibits for CITY SIDEWALK PROJECT NO. 6, a Carlsbad
Capital Improvement Project. The project consists of four (4) sidewalk improvements in various
locations as shown on the attached information. ,
You advised that the earliest Planning Commission Agenda that this project could be included is
October 6, 1999.

SIDEWALK PROGRAM NO. 6
As per our discussion, the palms located on the east side of Jefferson St.
between Tamarack Ave. and Magnolia Ave. in my opinion should be removed
and disposed of as part of the city project.
Over the last several years we have lost at least half of the palms on Jefferson
St. due to bud rot. Several of the remaining trees are in decline and will need
removal in the near future.
Should the decision to transplant some of the healthier looking trees become a
priority, it would be costly and I blieve there is no guarantee the trees would
survive.

Please find enclosed the submittal documents for a coastal permit application for CITY SIDEWALK
PROJECT NO. 6, a Carlsbad Capital Improvement Project. The project consists of five (5) sidewalk
improvements in various locations as shown on the attached information.
These projects were determined to be "Categorically Exempf'from CEQA as indicated in the attached
memorandum from Greg Fisher of the Planning Department dated December 31, 1997.
The Coastal Permit application documents consist of the following:
1. Land Use Review Application
2. Supplemental Application Form for All Coastal Development Permits
3. A 100 foot radius map for each location
4. A 600 foot radius map for each location
5. One set of 100 foot radius occupant labels
6. Two sets of 600 foot radius owner labels
7. Four sets of improvement plans, folded

Re: Sidewalk Program Design Project No.3391 -6
The Planning Department has reviewed the 30% submittal for the Sidewalk Program
Design Project No.3391-6 and has determined it to be "Categorical Exempt". We
will be recommending that any "significant tree" that is being removed to be
transplanted to another location. If you have any questions, please call me at 438-

I attended the PC briefings today and some questions came up regarding the Sidewalk Program/CIP
project along Jefferson Street. This project is going before the Planning Commission because it needs a
Coastal Permit. Anyhow , here are the questions:
1) A number of trees/palms are being removed. Why aren't these trees/palms going to be replaced with
the project? (I heard that the palms are sick.)
2) Why aren't the overhead utilities going to be placed underground with the project?
3) Will the front yards/parkways be replaced/matched for the residents?
4) How did the overhead utilities along Monroe Street at the high school get placed underground when
that sidewalk project was done about a year or two ago?
I tried to answer the questions, but didn't really know the particulars. So I told the Planning Commission
that staff would have the answers by the Hearing.
Dick Jacobs is the Plan Check engineer administering the project. However, the City's Sidewalk Program
project engineer should attend the Planning Commission meeting on Wednesday night and be able to
answer the above questions. The project engineer should also attend tomorrow's briefings at 9:00am and
3:00pm in the Planning Conference Room.
I may or may not be attending the Commission meeting because of a conflict; and depending on what I do,
Bob W. may or may not be attending. I won't know until tomorrow.
I cc'd Joe Parco because I thought he may be overseeing the project.
You can have the project engineer talk to me tomorrow if he has any questions.
