Description/Explanation: Project Description 10/96 Page 1 of 1 ' SCOPE OF WORK FOR POINSETTIA LANE OVERHEAD WIDENING PROJECT NO. 3551-1 Project Description Poinsettia Lane crosses over the San Diego Northern Railroad (SDNR) between the intersections with Carlsbad Boulevard and Avenida Encinas. When this stretch of Poinsettia Lane was constructed, the embankments were constructed across the entire Poinsettia Lane right-of-way width. The existing bridge was constructed to a 44'8" width in the southerly half of the Poinsettia Lane right-of-way. It carries two traffic lanes, a bicycle lane and a sidewalk along it's 142.2-foot length over the railroad. The bridge is constructed of prestressed concrete slabs and crosses the railroad at a skew. The combined new bridge and existing bridge should carry four 12-foot traffic lanes, two 8-foot bicycle lanes, two 5-foot sidewalks and a raised center median. Based on the existing license with the railroad and other recent overcrossings, it is anticipated that the widening can be accomplished with the same clearance to the tracks as the existing bridge. The median width will be slightly reduced over the bridge to maintain the new improvements on the existing graded embankment. At the intersections with Avenida Encinas and Carlsbad Boulevard, Poinsettia Lane improvements are constructed to full width. Existing curb and gutter, sidewalk, and guard rail will have to be removed on the east side of the overcrossing. Curb inlets will also have to be relocated. When the project is complete, Poinsettia Lane will be fully improved from Avenida Encinas to Carlsbad Boulevard. Median landscaping will be installed with the widening project to avoid future pavement cuts. Parkway landscaping will be installed with adjacent development. Included in the widening will be construction of a 12" waterline in Poinsettia Lane connecting the existing 12" waterline in Avenida Encinas with the existing 10" waterline in Carlsbad Boulevard. An 8" reclaimed waterline will be extended from Avenida Encinas and stubbed to a future connection in Carlsbad Boulevard. A temporary 24" storm drain system was constructed with the first phase of the overcrossing. When Poinsettia Properties develops, this storm drain could be connected to the new facility the Poinsettia Properties project will be constructing in the railroad right of way.
