The recycled water irrigation plans for the above project have been received and reviewed by the County
of San Diego Department of Environmental Health (DEH). The purpose of the review by DEH is to
determine compliance with good public health engineering practices, applicable rules and regulations as
applied to the use of recycled water for irrigation purposes.
The following corrections/comments must be incorporated into the plans prior to approval being granted
by DEH:
1. Sign and date the engineer/architect's stamp.
2. On the recycled water note # 2, add "designated eating areas" so the note reads, "Drinking fountains
and designated eating areas ..."
3. Include a "DO NOT DRINK" sign on the corner of La Costa Ave and El Camino Real.
4. Show locations of domestic water meters, and feeds to buildings.
5. Show the fire laterals and fire hydrants on the irrigation plans.
6. Include the following note in the quick coupler detail: "Quick coupler valves shall be of a type
approved for recycled water use". -
7. The lower left corner of sheet 3 shows planters. Indicate where these planters.drain to with a note or
diagram.
8. Indicate if there are any wall/turf located air intakes on the buildings. If there are, verify air intakes
are protected against recycled water overspray, mist or runoff.

RECYCLED WATER STANDARD PLAN NOTES
1. All work shall be done in accordance with the NAME OF WATER DISTRICT'S
Rules and Regulations.
2. Drinking water fountains and designated outdoor eating areas shall be protected against
contact with recycled water spray, mist, or runoff. '
3. Best management practices shall be used to eliminate or control to the best extent
possible ponding, run-off, over-spray and misring.
4. Hose bibs are strictly prohibited.
5. Cross-connections between recycled water lines and potable water lines are strictly
prohibited.
6. No substitutions of pipe materials will be allowed without prior approval of the NAME
OF WATER DISTRICT.
7. All mainline pipes shall have warning tape per NAME OF WATER DISTRICT'S
Rules and Regulations.
8. Hours for irrigation with recycled water are from 10:00 p.m. to 6:00 a.m. The hours
for irrigation with disinfected tertiary recycled water may be modified by the local
authority. Irrigation during public use periods with disinfected tertiary recycled water
shall be under the supervision of the designated user supervisor. Irrigation with water
of a lesser quality than disinfected tertiary recycled water shall be between the hours of
10:00 p.m. and 6:00 a.m.
9. Burial of all wiring and piping shall meet NAME OF WATER DISTRICT'S Rules and
Regulations.
"10. Non-designated use areas shall be protected from contact with recycled water, whether
by windblown spray or by direct application through irrigation or other use. Lack of
protection, whether by design, construction practice or system operation, is strictly
prohibited.
11. Irrigation heads shall be relocated or adjusted to minimise or eliminate over-spraying
on sidewalks, streets and non-designated use areas.
Recycled water quick coupling valves shall be of a type designed for the use on
recycled water distribution systems per NAME OF WATER DISTRICT'S Rules and
Regulations.
13. On recycled water systems, all appurtenances (sprinkler beads, valve boxes, etc.) shall
be color-coded purple per AWWA guidelines and Section 116815 of the California
Health and Safety Code.
14. All irrigation pipes shall be stenciled with the warning, "NON-POTABLE or
RECYCLED WATER,* color-coded (purple) and laid with warning tape and stenciling
oriented toward the top of the trench per the NAME OF WATER DISTRICT'S Rules
and Regulations.
15. On new on-site systems (post-meter), potable water, constant pressure recycled water
and sewer lines should be placed a minimum of four feet apart or as directed by the
project engineer and/or regulatory agency. Measurements shall be between facing
surfaces, not pipe center lines.
16. -Constant pressure recycled water lines shall cross at least twelve inches below potable .
water lines and maintain at least twelve inches crossing separation between other
utilities.
17. If a constant pressure recycled water line must be installed above a potable water line or
less than twelve inches below a potable water line, then the recycled water line shall be
installed within an approved protective sleeve as per the NAME OF WATER
DISTRICT'S Rules and Regulations.
18. Developer/contractor shall conduct a cross-connection test and coverage test as directed
by the NAME OF WATER DISTRICT and/or the San Diego County Department of
Environmental Health prior to any use of recycled water.
19. The required cross-connection inspection shall be done by either the NAME OF
WATER DISTRICT and/or the San Diego County Department of Environmental
Health. Copies of inspection reports will be forwarded to the non-inspecting party.
20. The design and locations proposed for recycled water "Do Not Drink" signs shall be -
called out on the plans.
21. When recycled water becomes available, an on-site user supervisor shall be designated
in writing. This individual shall be familiar with plumbing systems within the
property, with the basic concepts of backflow/cross-connection protection, the recycled
purveyor's rules and regulations and the specific requirements of a recycled water
system. Copies of the designation, with contact phooe numbers shall be provided to the
NAME OF WATER DISTRICT and/or the San Diego County Department of
Environmental Health.

22. All public and private potable water mains including fire mains and any water wells and
water courses within the recycled water project shall be shown on the plans.
23. Call out on the plans if there are or are not drinking fountains and/or designated
outdoor eating areas on this site.
24. Educate all maintenance personnel on a continuous basis of the presence of recycled
water. Personnel must be informed that recycled water is meant for irrigation purposes
only, and is not approved for drinking purposes, hand washing, cleaning of tools, etc.
Given the high turnover rate of employees in the landscape industry it is important this
information be disseminated on an almost daily basis.
25. A physical separation shall be provided between adjacent areas irrigated with recycled
water and potable water. Separation shall be provided by distance, concrete mow strips
or other approved methods.

Dear Sandra:
Upon review of the portion of the proposed site plan for the property on the northeast
corner of La Costa Avenue and El Camino Real which is within the Carlsbad Municipal
Water District, your request for a quitclaim of existing easements will be considered.
The process involved in acquiring a quitclaim is as follows:
1. A meeting with the District to review the preliminary water system plan will be
necessary to review what your needs or requirements may entail.
2. It is our understanding that you intend to remove existing structures and replace
them with new construction.
3. Since the new construction will require new easements for waterlines to the new
construction, these new easements will need to be processed through plan

easements may begin process.
4. Upon final inspection, the project will be placed on the agenda for final approval and
acceptance of the water system improvements to become a part of the public
system by the District Board of Directors.
5. When the water system is accepted, the quitclaim deeds for existing easements no
longer containing water system facilities may be placed on the agenda for
acceptance and approval of the quitclaim deeds reverting title to the current vested
interest by the District Board of Directors.

when the proposed project becomes a reality is the last step in the process for the CMWD. At

for and in consideration of the sum of One Dollar and other
valuable consideration paid by CARLSBAD MUNICIPAL WATER DISTRICT,
a municipal water district, .ss Grantee, receipt whereof is hereby
acknowledged, does hereby grant to said CARLSBAD MUNICIPAL WATER
DISTRICT, its successors and assigns, an easement of right of way
in, upon, over, under and across the lands hereinafter described,
to erect, construct, reconstruct, replace, repair, maintain and
use a pipeline or pipelines for transportation of water, together
with their necessary fixture:; and appurtenances, including but
not limited to, underground conduits and cables for power trans-
mission and commurication purposes, at such locations and eleva-
tions, upon, alont), and u.,.!er the hereinafter described right of
way as Grantee may now or hereafter deem convenient and necessary
from time to time, together with the right of ingress thereto and
egress therefrom, to and along said right of way by a practical
route or routes in, upon, over and across the hereinafter described
lands, together with the right to clear and keep clear said right
of way from explosives, buildings, structures, or any other sub-
stance which interferes with the normal ingress and egress rights
and the accessibility of the pipeline for maintenance and repairs.
The lands in which said easement of right of way is hereby
granted are situated In the County of San Diego, State of Cali-
fornia, and are hereinafter particularly described.
Grantor and its successors 1n estate reserve the right to
full use of and enjoyment of said property herein conveyed, in-
cluding but not limited to, to construct, erect and maintain
private rights of way, necessary appurtenances, and landscaping,
so long as such use and enjoyment does not interfere with the Im-
provements of the Grantee for the transportation of water.
Grantor and its successors 1n estate shall not erect orconstruct or permit to be erected or constructed, any building or
ether structure, plant any tree or trees, drill any well or wells,
or cause directly or Indirectly any modification of the right of
way which* increases the burden of Grantee's right of Ingress and
egress and the accessibility of the pipeline for maintenance and
repair, within the limits of said right of way.
Gra.itee shall have the right to erect, maintain and i:se
gates in all fences which now cross or shall hereafter cross said
route or routes, and to trim and cut and clear away trees and
brush whenever in Its judgmert the same shall be necessary for the
convenient and safe exercise of the rights hereby granted, the
right to transfer and assign this easement 1n whole or in part
being hereby granted to the Grantee.

All of that portion of the Northwest 1/4 of the Southeast
1/4 of Section 35, Township 12 South, Range 4 Wait, S.B.B.&H.
lying within a strip oC land 55.00 feet wide lying contiguous
to and Northeasterly of a line described as follows:
Beginning at Engineer's Station 151+00 of Road Survey 1800-1,
a plat of which 1s on file in the office of the County Surveyor
of San Diego County, said point of beginning being a point
on a curve concave Northeasterly and having a radius of 3400
feet; thence Northerly along the arc of said curve 319.97
feet through a centrnl angle of 5°23'31" to Engineer's Station
154+19.97 said point b«1ng the end of curve; thence continuing
along the centerli., • Of R.S. 1800-1 North 8°47'11" West
396.03 feet to Engineer's Station 158+14.00.
Excepting therefrom that portion lying within Road Survey

State or City for road purposes, provided, however, if It becomes
necessary to Improve said right of way before the same will be
accepted by the City, County or State, and such improvements re-
quire the relocation of any of Grantee's Improvements theretofore
constructed In the right of way, the entire cost of such relocation
shall be borne by Grantor before this subordination to the right
to dedicate to City, County or State shall be effective.

the Grantor and its successors or assigns, shall not Increase or
