PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: CAS A LAGUNA Recorded Final Map 14538

Please describe fully the proposed project by application type. Include any
details necessary to adequately explain the scope and/or operation of the
proposed project. You may also include any background information and
supporting statements regarding the reasons for, or appropriateness of, the
application. Use an addendum sheet if necessary.
Description/Explanation:
CURRENT STATUS;
The project has been approved by the City of Carlsbad and building permits have been
issued. Currently we have completed sewer, water and storm drain. The street
improvements are scheduled to start March 27, 2003.
REQUEST:
The requested revisions pertain to only one (1) of six (6) duplex buildings, and is building
three (3), the affordable housing units. We are requesting that Plan D, of building three
(3), a one (1) bedroom, be modified to a two (2) bedroom unit. We are designing the
interior with "Universal Design" features to accommodate a wheel chair user. The
purpose for this request is to make the unit usable for a caregiver and a wider range of
lower income users:
1) Wheel chair users
2) Seniors
3) Single parent with children
The requested change has a minor effect on the exterior layout of the building pad. The
Plan D building foundation will be extended five (5) feet on the west side The two (2)
car garage will be extended five (5) feet and still meets the Cities 20'x20'foot standard
with suspended storage. There are no changes in required parking or required set backs.
One of the most important things we want you to evaluate is that the requested change for
an additional bedroom has no impact on contiguous properties. Our company, Merit
Group, owns the westerly contiguous property, which is being designed with homes
similar to Casa Laguna. The South property line is contiguous to Laguna Drive; the East
property line is continuous to a private alley and garages for an apartment complex; the
North property line is contiguous to the backyards of older homes, fences and block
walls.
This is a minor change in the overall scope, (less than 1%), of the total project. Therefore,
we request that this be approved by the Planning Department, and if needed, the Planning
Department recommends this be a consent item by the Planning Commission or City
Council.
We are enclosing the following:
1) Colored renderings of exterior elevations and landscaping
2) Two (2) copies of the site/condominium approved plan; (hash marked) for
proposed change;
3) Two (2) copies of the floor plans;
4) Two (2) copies of the building elevations;
5) Two (2) copies of final recorded map;
6) Two (2) preliminary title reports.
