Description/Explanation: Project Description 10/96 Page 1 of 1 VILLA FRANCESCA PROJECT DESCRIPTION / EXPLANATION VILLA FRANCESCA This 51-unit senior citizen condominium project is intended to provide outstanding housing at reasonable prices for older citizens of Carlsbad. Unlike some recent elderly developments approved by the city, which have been designed to appeal to a more affluent constituency in Carlsbad, the proposed Casa Francesca project is aimed more at middle and lower-income seniors. The Villa Francesca provides for a mix of lower priced as well as standard housing. Half the project has been designated as either affordable housing for those less well off financially, or for those who fall into the moderate-income category. These two elderly groups have been particularly hard hit by the rising cost of housing in California. The remaining half of the units will be sold at standard market rates. The intent of the project is to allow Carlsbad seniors from all economic strata to live together and to enjoy the same amenities as are usually available only in more exclusive upscale senior housing. It is not an assisted living facility, but is being built for healthy seniors who can care for themselves. The project is in accord with the goals recently called for by the Carlsbad Senior Commission to provide more owner-occupied senior housing within the city. The architect and developer of Villa Francesca feel that the building is a handsome and well- designed one, done in a warm modern Mediterranean design and colors, and could help draw other new projects to an area that the city is hoping to redevelop and upgrade. -1- I. A PRIVATE DEVELOPMENT The 51-unit Casa Francesca project as now designed replaces that for a 70-unit senior rental development originally approved for the site by the Carlsbad Housing Authority. Because of certain federal and state regulatory requirements, as well as for financial reasons, the rental project proved to be unfeasible. It should be noted that the Casa Francesca condominium project is a purely private development. There are NO subsidies or funds or low-interest loans being requested to construct the project, either from the city or from the county and state, as would have been required with the 70-unit project. H. HANDY DOWNTOWN LOCATION Villa Francesca will be located on a site approximately 0.85 percent of an acre (150 x 245 feet) at 2642-44-46 Jefferson Street in downtown Carlsbad. It will be located two blocks from the downtown shopping area, and is on a bus line that directly connects with the Carlsbad Senior Citizen facility four blocks to the south on Jefferson. The area is a mixed one, containing a number of two-story and three-story multi-family housing developments, as well as older single-family residences. The site currently contains three single-family residences approximately fifty years old, with three rental units. The third story of Villa Francesca has been set back 45 feet from the front property line, so that from the street the building gives more the appearance of a two-story structure. -2- HI. COURTYARD DESIGN The Villa Francesca is a handsome three-story residential building constructed over a subterranean garage. The building contains eight one-bedroom units and 43 two- bedroom units. After numerous reviews with city agencies and city planning staffs, the project has been redrawn a number of times and reduced in size from the original 70 units planned there. Late in 2001, a 54-unit project was submitted for a formal Preliminary Design Review. Following that review in early 2002, and at the suggestion of Planning Department staff, further considerable revision was made that resulted in the deletion of three more units and the resulting present 51-unit configuration. Chief among the changes was the setting back of the third-story portion of the building to provide for more of a two-story look from the street front. The building had already been set back 30 feet from the front property line, instead of the usual 20-foot setback for buildings along Jefferson Street. This extra frontage will allow for more landscaped area along the street and provide for a more attractive setting. In addition, the top story has been set back an additional 15 feet along the front, or a total of 45 feet from the front property line. At the rear, the top story has been set back 10 feet, or a total of 30 feet from the rear property line. The building as now designed surrounds a well-landscaped courtyard with fountain and benches to provide a pleasant outdoor area for gathering and relaxation. There are other smaller gathering spots on the second and third floors. -3- Numerous recreational amenities are provided, including a large indoor recreation area with dance floor, exercise facilities, kitchen, library, chapel, arts and craft room, etc. There is a large 20-foot-wide landscaped area at the rear of the building that is being set aside for horseshoe pits, and lawn bowling and bocci ball courts. There are other smaller and more intimate gathering spots on the second and third floor. IV. QUALITY OF LIFE FOR SENIORS OF ALL ECOONOMIC STRATA This project is intended to offer those senior citizens of Carlsbad who are less well off financially an opportunity to live in an environment tht is rich in social and recreational opportunities. Numerous amenities, noted below in Section V, are offered that would provide activities daily to make their older years more meaningful and enjoyable. The objective is to provide many of the same types of amenities for folks from all economic strata as would usually be offered in upscale housing. This is to be no box to warehouse older folks just putting in their time before passing on. Interestingly enough, the developer feels these goals can be all be met, given the economic mix of units and sizes to be offered at Villa Francesca. Both the developer and the architect are older citizens themselves and have tried to incorporate numerous features to make this as desirable a project as possible for other senior citizens of Carlsbad. -4- ;• ""•:;• • ' • • .' I V. CONVENIENT AND SAFE LOCATION ADJACENT TO THE DOWNTOWN REHABUJTATION AREA The proposed seniors residence's location is immediately adjacent to the Downtown Rehabilitation Area.. The site, zoned medium-density residential, is on the east side of Jefferson. In that part of downtown the rehabilitation area begins just across the street on the west side of Jefferson. The site is just three doors away from Laguna Avenue to the south, where the rehabilitation area also begins. This location is attractive for such a senior project because it offers access to many of the downtown areas favored by residents in this seaside area. It just two blocks from Carlsbad Village Drive, with its shops and supermarket Jefferson is on a bus line, and there is a bus stop only a few feet from the front entrance of the proposed building. The bus tine connects directly to the Carlsbad Senior Citizen Center four blocks sway on Jefferson Street to the south. The site is also three blocks fronpt the train station, which offers access to numerous recreational and cultural areas in Southern California, and four blocks from Carlsbad Avenue, which to the south runs along the beach. The site is located of downtown. It is a mixed area containing single-family dwellings and numerous multi-family residences. On the lot immediately adjacent to the south side there is a two-story six-unit apartment building. On the north side there is an older single-story frame residence, which is typical of much of the kind of single-family residences in this area. Across the street on the west side of Jefferson in this block, the area is almost solidly composed of two-story and three-story multi-family dwellings. Laguna Stree, just to the south, also is heavily built out with apartment buildings, mainly of the one-story and two-story variety. A long block or so to the east on Laguna, there is a large three-story senior citizen residential project.A block further down on Jefferson to the south, there are numerous two-stony and some three-story apartment and commercial buildings as one approaches Carlsbad Village Drive. ,.*..*». ..«.., .-*>>..'i.-i.—..^....!Uk,,i ,j. .......... .., ... ,.. . ._*.,.-., »'--W.^*^l^-^)lU*k^4.ijM.,VM^^^;.l-^^^^^ _,, VL AMENITIES A lull program of amenities will be offered to enhance the quality of life for those older folks residing at the Jefferson Senior Residence. The whole idea of having such a wide variety of social amenities is to give the residents a sense of freedom and mobility so that they can move around the building to different gathering points throughout the day and evening, and not feel they are being confined to one or two areas. A. RECREATION CENTER There is a 2,400-sqare-foot recreation center which will be the center of social life at this apartment project. There are chairs and sofas and sitting areas for informal social gatherings. The rec center contains a hardwood dance floor with sound equipment and a large television set. The dance floor can be used for aerobic and jazzercise lessons during the day. Dance instruction will also be offered, and is available for dance parties in the evening. : There is a fully equipped kitchen 10 feet by 20 feet with pass-through for special parties and holiday events. One end of the rec center is set aside for a reading/library area, with bookshelves for shared reading material. A large laundry facility is adjacent to the rec room, so that tenants can relax in the rec center while waiting for their laundry to be done. EXERCISE ROOM I There is a thousand-square-foot exercise facility on the third floor with views of the lagoon for those working out, a juice bar, and an outdoor seating area for tenants to relax I or cool down after a workout The room contains such equipment as exercise bikes, walkers, and other exercise equipment B. NON-DENOMINATIONAL CHAPEL There is small chapel with stained glass windows where residents can go to spend a few ! quiet moments in reflection and meditation. j C. ARTS AND CRAFTS/COMPUTERS * } There is space set aside for arts and crafts devotees can meet The room is furnished with tables and chairs, as well as several computers for those residents wishing to improve 1 their cyber skills. . D. INFORMAL SOCIAL GATTHERING AREAS In planning for this development, it was felt that residents should also be able to meet and mingle quietly outside the major high-traffic centers of activity. A great deal of attention was paid to provide numerous areas throughout the premises where residents could meet and sit and talk or just relax. There is, of course, the seating areas around the fountain in the well landscaped courtyard. This area also will have a shuffleboard court and a putting green. -7- The lobby will have another seating area, and there is a covered veranda-style front porch in front of the building furnished with wicker chairs and sofas. There are also small patios balconies on the second and third floors for more intimate gathering spots. VDL THE DEVELOPER This project is being done by a private developer^ •' -" .Mir. DeLeonarids has been a developer for 39 years. He has been a registered California General Building Contractor for 31 years, and personally monitors all construction activities on his projects. He has built numerous multi-family rental projecrts, as well as commercial and industrial ventures. He also developed and built a 20-\init family project under the Section 8 program for use by the Long Beach, CA Housing Authority. vm. CONCLUSION Both the architect and the developer are older citizens themselves, and they have put a lot of effort into trying to provide a project that they feel that both senior residents of Carlsbad and the Carlsbad Housing Authority would respond to. We believe that the building as designed would make an attractive addition to this section of downtown and would enhance redevelopment efforts in this general location.
