Project Description 10/96 Pa9e 1 of 1 La Costa Fairway/ C0nd<?rr>!fliu.ms APN 216-310-04, 05 Project Description/Explanation Condominium Permit Tentative Tract Map November 5, 2002 Introduction This application is for a 10-unit condominium development, with units located in four buildings. The discretionary approvals necessary for this project include a Condominium Permit and a Tentative Tract Map. The property consists of 1.15 acres located along the north side of La Costa Avenue, between El Camino Real and Viejo Castilla Way. This property was previously graded into large, stepped pads, and the existing topography slopes downward from La Costa Avenue towards the La Costa Golf Course. The property overlooks the first hole of the golf course. The La Costa Fairways project has been specifically designed to follow the site topography. The buildings are designed in three levels which allows for grade to be taken up within the structures and the open space areas and building separations to be maximized throughout the site. The buildings have been positioned to preserve the views of the golf course to the north from the most number of units. The project design is compatible with the neighborhood and surrounding uses. The General Plan designation is Residential High Density (RH) with a corresponding Zoning designation of Residential Multiple (RD-M). The City's General Plan establishes a density range of 15-23 dwelling units per acre, with a Growth Control Point of 19 dwelling units per acre. The proposed density of the project is 8.7 dwelling units per acre. Surrounding land uses include multi-family condominiums to the east and west, open space comprised of the La Costa Golf Course to the north and multi-family condominiums on the south side of La Costa Avenue. Subdivision and Grading The existing 1.15-acre site includes 2 existing parcels, which were previously graded by a prior owner. The proposed project will combine these two parcels into one underlying lot, with 10 residential condominiums within the four buildings. The elevation differential across the property ranges from elevation 54 feet above MSL at La Costa Avenue to 18 feet above MSL along the northern property line. The site plan is arranged so that the four three-level buildings will be constructed in three horizontal tiers as the property slopes downward from the south to the north, minimizing steepness in the driveway and open areas. Grading for the project includes 3,935 cubic yards of cut and 2,590 cubic yards of fill, with a net export of 1,345 cubic yards. La Costa Fairways Project Description/Explanation Page 1 November 5,2002 Wet Utilities On site surface water will be directed toward storm drain inlets located on either side of the cul-de- sac bulb at the terminus of the private driveway. It will then be carried underground beneath the driveway where it will resurface amidst a boulder-lined streambed. The streambed, located between the two buildings at the northern end of the site, is designed to slow the velocity of the water and will give the impression of a waterfall during periods of heavy rain. It then gives way to an on-site detention basin lined with turf, cobble and stone. The project will be served by public water and sewer lines which will extend from south to north. The sewer will tie into an existing main that falls within a ten-foot existing sewer easement running in an east/west direction along the northern property boundary. Access and Parking A 24-foot private driveway provides access into the site from La Costa Avenue along the western side of the property. The private driveway design is allowed since this project includes less than 12 units, and because it is slightly narrower, the amount of pavement within the project has been limited. A five-foot wide sidewalk is proposed along the eastern side of the driveway, and has been located to provide convenient pedestrian access to each building. Parking for each unit includes a 2-car garage, all with automatic garage door openers. The five required visitor parking spaces are distributed in bays between the buildings. Architecture The architectural theme for this project is Spanish Colonial Revival. It utilizes classic elements and design features to provide the homes with a special, high quality sense of place, that will be architecturally compatible with the surrounding neighborhood, and will make a aesthetically pleasing contribution to the community. The design uses a variety of window styles and sizes, recesses, massing and entries, as well as architectural and trim details which contribute to the individuality of the proposed units. The architectural styling is further enhanced by the landscape materials, which were selected and placed to complement the overall project. There are four three-story buildings comprised of two different building types and unit types, as shown on the table below. The plant pallette includes species that have been selected for their aesthetic value, as well as for their ability to thrive on the existing solar, wind and water conditions within the four planting zones of the site. Ground covers will be planted to fill in between the shrubs over time. All planting areas will be prepared with soil amendments, and proper landscape maintenance will reduce water usage and evapotranspiration. The planting materials used for the site are in compliance with the provisions of the City's Landscape Manual. A complete plant pallette can be found on the Landscape Concept Plan. Inclusionary Housing In conformance with the City's inclusionary housing requirements, this project proposes to purchase two units offsite in the Villa Loma Affordable Housing Project. Summary The classic elements and design features of La Costa Fairways have been combined to express an attractive, high quality project that is compatible with the surrounding neighborhood development. Views of the golf course and common landscape areas have been maximized and the topography of the site respected in creating high quality units. The units themselves are spacious, offering usable living areas and a variety of convenient amenities. The project is in compliance with all applicable development standards of the PD regulations contained in Chapter 2145 of the Zoning Ordinance. La Costa Fairways Project Description/Explanation Page 4 November 5,2002 STATEMENT OF AGREEMENT TENTATIVE SUBDIVISION MAP CITY OF CARLSBAD The Subdivision Map Act and the Carlsbad Municipal Code sets a fifty (50) day time restriction on Planning Commission processing of Tentative Maps and a thirty (30) day time limit for City Council action. These time limits can only be extended by the mutual concurrence of the applicant and the City. By accepting applications for Tentative Maps concurrently with applications for other approvals which are prerequisites to the map; i.e., Environmental Assessment, Environmental Impact Report, Condominium Plan, Planned Unit Development, etc., the fifty (50) day time limits and the thirty (30) day time limits are often exceeded. If you wish to have your application processed concurrently, this agreement must be signed by the applicant or his agent. If you choose not to sign the statement, the City will not accept your application for the Tentative Map until all prior necessary entitlements have been processed and approved. The undersigned understands that the processing time required by the City may exceed the time limits, therefore the undersigned agrees to extend the time limits for Planning Commission and City Council action and fully concurs with any extensions of time up to one year from the date the application was accepted as complete to properly review all of the applications.
