SUBJECT: CT 02-28/CP 02-131HDP 02-14 - La Costa Condominiums
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your request to develop a 58-unit condominium project, application no. CT 02-
28/CP 02-IYHDP 02-14, as to its completeness for processing.
The items requested from you earlier to make your application complete have been received
and reviewed by the Planning Department. It has been determined that the application is now
complete for processing. Although the initial processing of your application may have already
begun, the technical acceptance date is acknowledged by the date of this communication.
Please note that although the application is now considered complete, there may be issues that
could be discovered during project review andlor environmental review. Any issues should be
resolved prior to scheduling the project for public hearing. In addition, the City may request, in
the course of processing the application, that you clarify, amplify, correct, or otherwise,
supplement the basic information required for the application.
At this time, the City asks that you provide ten complete sets of the development plans so that
the project can continue to be reviewed.

ISSUES OF CONCERN Planning:
I. Please make corrections on the attached redlined plans.
2. As stated in our previous letter, a lighting plan will be required prior to Planning
Commission hearing.
Engineering:
Issues of concern from the Engineering Department will be transmitted in a follow-up letter.
Fire Department:
3. As previously mentioned, all buildings are to be protected by an Automatic Fire Sprinkler
system designed to NFPA 13-R, standards.
4. The proposed drive entrance indicates an approach angle in excess of 12 degrees. This
angle of approach or departure shall create significant difficulties for CFD equipment to
transition or traverse the steep drive. This fact may also relate to significant delays in
our response or ability to access to the site. Please revise or provide adequate
transition.
5. All structures or aspects of those structures within 100 linear feet of undisturbed natural
vegetation shall be required to design and build into those areas, I-hour fire rated
elements.
6. The Turning Radius exhibit does not demonstrate the Right-in/Right-out turns off of or
onto La Costa Av. 'The concern is our ability to turn off of or onto La Costa Av without
encroachment into the inside lane or median separation.
7. Question - Is it too late or inconceivable to loop the proposed water main by connecting
the two lines at end of run?
