APN: 207-150-71 Preliminary review of your project was conducted on February 2, 1990. Detailed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The preliminary review does not represent an in-depth analysis of your project. Additional issues of concern may be raised after your application is submitted and processed for more specific and detailed review. As we discussed previously, each condominium unit is required to have two covered parking spaces. Neither of these spaces can intrude into the front, side or rear yard setbacks. Your submitted plans show a duplex with only three covered parking spaces. Therefore conversion to condominiums would require a variance to the Planned Development development standards. This variance application would accompany a Condominium Permit application and be taken to the Planning Commission for discretionary approval. The Planning Department staff cannot predict decisions of the Planning Commission however, considering the large number of existing condominium duplexes in the neighborhood, staff would recommend approval of this variance to the Planning Commission. Shinn 2854 Cacatua Street La Costa, California 92009 SUBJECT: Preliminary Review Condo Permit § Tenative Parcel Map LOCATION: Lot 26, Bristol Cove 4537 Cove Dr, Carlsbad, California 92008 Map 5162, APN 207-150-71 BACKGROUND: The project has been approved as a duplex by the City, Coastal Commission, and Bristol Cove Association, but we are interested in the possibility of converting to condos at a later date. Welwish to proceed with construction of the project as a duplex, while keeping open the potential to convert to condos. Addressed below are some matters concerning the parking and storage requirements. PARKING The plans provide for a total of six parking spaces, three of which are in the garages and three which are partially covered by a deck extending ten feet over the driveway; Unit A has two garaged spaces and two partially covered. Unit B has one garaged and one paratially covered. The lot width with sideyard setbacks of four feet, does not allow for four spaces, all side by side. Pacific Paragon with lots 63 § 64, were recently declined a condo permit, according to our lending institution, which also financed their project. Apparently, parking was one of their problems, but they only had a ten foot front yard setback, and no attempt was made to cover part of the driveway spaces. There may have been other problems with an adjustment to the property line between the lots, thus affecting a grandfather clause. The garages for this project are also twenty four feet deep. Bristol cove also has common area parking for boats and trailers,one for each unit (please see attachments). This particular lot also is provided with four boat slip permits, which may help free a parking space for cars by not having a boat and trailer in the driveway. Attached are some photographs of other condos on Bristol Cove and the parking they provide. We hope you will find that we have matched or exceeded these other attempts to meet parking needs in the area, especially partially covered. STORAGE The garages are twenty four feet long and nine feet high. When considering the four feet in addition to the required parking space length and the overhead storage available, we believe you will find that the storage requirements are met.
