SUBJECT: MS 93-08/CP 93-05 - COVE CONDOS 'STIPE CONVERSION"
Planning staff has completed a review of the above referenced applications for a two-unit
condominium development located at 4549 Cove Drive.
It is the Planning Director's determination that, based on the attached conditions, the
project is consistent with the City's condominium regulations (Chapter 21.45) and with
all other applicable City Ordinances and Policies. Further, the project has been found
to be categorically exempt from environmental review according to Section 15301(k) of
the California Environmental Quality Act.
Attached is our letter, including the necessary findings and conditions, which constitutes
approval of CP 93-05. These conditions of approval should be made a part of any
approving conditions for MS 93-08. Therefore, we request that approving conditions of
MS 93-08 include the following condition:
Ail conditions of CP 93-05 are incorporated herein by reference and shall be
complied with in their entirety.
Please note that our approval letter to Mr. Stipe is dated September 3, 1994. This is
because ZCA 93-08 (R-W Zone Parking Requirements) has an effective date of
September 2, 1994, and must be in effect prior to approval of the CP.

SUBJECT: CP 93-05 - COVE CONDOS 'STIPE CONVERSION"
Dear Mr. Stipe:
Planning staff has completed a review of the above referenced application for a two-unit
condominium development located at 4549 Cove Drive.
It is the Planning Director's determination that, based on the attached findings conditions,
the project is consistent with the City's condominium regulations (Chapter 21.45) and
with all other applicable City Ordinances and Policies. Further, the project has been
found to be categorically exempt from environmental review according to Section
15301(k) of the California Environmental Quality Act.
This letter, including the listed findings and conditions, constitutes APPROVAL of CP 93-
05.
Findings:
1. The project is consistent with the City's General Plan Land Use Element, and with
all other elements of the City's General Plan because the existing residential
uses and the current density are appropriate for the RH (high density
residential) General Plan designation on the site.
2. Adequate public facilities necessary to serve this project will be provided as
required by the City Engineer in conjunction with the approval of the parcel map
required for this project because all public utilities and services required are
already serving the site and the conversion to condominium status will not
result in any Increased requirements.
3. The project is consistent with the design criteria and development standards of
Chapter 21.45 (Planned Development Ordinance) of the City's Zoning Code
because It provides adequate resident and guest parking, provides all
required private and common recreation areas, and complies with all other
applicable development standards.

Conditions:
1. Approval is granted for CP 93-05 as shown on Exhibit A, dated August 29,1994,
on file in the Planning Department and incorporated herein by reference.
2. A copy of the final planned development site plan, incorporated all conditions of
approval, shall be submitted to and approved by the Planning Director prior to
final map approval of MS 93-08.
3. All conditions of MS 93-08 are incorporated herein by reference and shall be
complied with in their entirety.
4. Unless otherwise stated herein, this condominium project shall comply with all
applicable City Ordinances and requirements.
