On Monday, September 15, 1997, you and Mrs. Bea Hammidi met with me at the Community
Development offices to discuss your home purchase efforts with Watt Homes in Planning Area
B-2 of the Poinsettia Shores Master Plan.
The purpose of this letter is to document the fact that the City has never required Planning
Areas B-1 and B-2 to be processed under one grading permit. These areas are two distinct
planning areas and each must receive separate grading permits. Area B-2 received a grading
permit from the City on May 27, 1997 (GR 97-13). There are no conditions of approval or
anything else to indicate a connection between B-2's grading permit and the pending B-1
project.
Area B-1 is currently in process for a condominium permit amendment (CP 94-01 (A)). It was
submitted on June 13, 1997 and received an incomplete letter on July 14, 1997. As of this
date, the application package for B-1 is incomplete.
Based on comments you made to me, Watt Homes alleges that the City's inefficient and/or
incorrect processing of permits for Areas B-1/B-2 has caused you to be in your current
situation. Upon review of these projects, standard processing did and continues to occur.
Watt Homes is invited to submit a letter to the City, addressed to my attention, that clearly and
succinctly outlines their allegations, if any. I will respond to such a letter in writing.
I hope this clarifies for you, the City's involvement with the processing of Planning Areas B-1
