HomeMy WebLinkAboutCP 94-02; Poinsettia Shores PA B-2; Condo Permit (CP) (8)Mestre Greve Associates June 29, 1994 Report #94-111 Mr. Brian Murphy Kaiza Poinsettia Corporation 7220 Avenida Encinas, Suite 200 Carlsbad, CA 92009 SUBJECT: Interior and Exterior Noise Assessment for Poinsettia Shores, Planning Area B-2 City of Carlsbad Dear Brian, The purpose of this letter is to demonstrate compliance of the Poinsettia Shores Planning Area B- 2 in the City of Carlsbad with the noise related Conditions of Approval placed on the project. The project site is located in an incorporated area of the City of Carlsbad. The project will be located adjacent to Windrose Circle and Navigator Circle which are the collector streets in the project vicinity. The vicinity map is shown in Exhibit 1. The project site plan is shown in Exhibit 2. The project site will be exposed to traffic noise primarily from these interior roadways. The project will not be exposed to any aircraft or train noise. The City of Carlsbad specifies outdoor and indoor noise limits for residential land uses. These standards are in terms of the Community Noise Equivalent Level (CNEL) scale. CNEL is a 24 hour time weighted annual average noise level based on the A-weighted decibel. A-weighting is a frequency correction that correlates overall sound pressure levels with the frequency of the human ear. Time weighting refers to the fact that noise that occurs during certain sensitive time periods is penalized for occurring at these times. The evening time period (7 PM to 10 PM) penalizes noises by 5 dB while nighttime (10 PM to 7 AM) noises are penalized by 10 dB. These time periods and penalties were selected to reflect peoples sensitivity to noise as a function of activity. The City of Carlsbad noise standards require that outdoor living areas not exceed a noise level of 60 CNEL and that the indoor areas not exceed a noise level of 45 CNEL for residential areas. The nearest roadways to the project site are Windrose Circle and Navigator Circle. These roadways will be interior collector streets, and therefore, will not have sufficient traffic volumes to create significant noise impacts. Since the homes in the project will experience traffic noise levels of less than 60 CNEL, the buildings will also meet the interior noise standard of 45 CNEL. The results of the analysis indicate that the homes in the Poinsettia Shores Planning Area B-2 will comply with the City of Carlsbad exterior noise standard of 60 CNEL and interior noise standard of 45 CNEL with no exterior or interior noise mitigation measures required.
