PROJECT NAME: SEA BISQUIT (2609 Ocean Street)
APPLICANT NAME: Patrick McGuire
Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for. or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation. ,
The current property exists with a small single family dwelling and attached garage
(appro*. &5O s.f.). a small concrete patio supported by a low retaining mall, a "rip-rap"
sea wall revetment with concrete stairs leading to the beach.
The existing dwelling, garage and patio structures will be demolished and removed
for the construction of the proposed project.
Proposed is a two-story ("with mezzanine and roof sun-deck; over basement
structure comprising 2 residential condominium units, 4 car garages and one
covered visitor parking space,
The following "special" conditions occur and are respectively requested for
variances-.
A Front Yard setback requested to O'. Reasonable and has been standard
variance due to City request for Increased Ocean Street Right of KXay
requiring &-O" dedication of owner's property.
B one 10' x 2O' tandem parking space within "owner's" garage. Provides for
standard q' x 2O' covered visitor parking without occurring In sideyard.
Several other projects in the neighborhood have met the parking
requirements only by having tandem parking - In particular, the Klett property
has b tandem spaces for 3 units plus 2 tandem visitor spaces. A variance for
the one tandem space is respectfully requested.
C. In respect to the Roof Sun-Peck. The basic roof configuration consists of
a sloped roof (3.5: 1 2 pitch; with a "cut-out" on the westerly side for view
lines to the ocean. The height of this portion of the "Roof Sundeck" Is SO' (&
over the otherwise 24' ht. limit for flat roofsj The sloped roof line which this
area is "cut-out" of falls within the height limit of 3O' In all situations, xse
believe there is intent of the ordinance to create well designed and executed
structures and the proposed design meets these standards, if a variance Is
required for this portion of the Roof Sundeck. there are several precedents
set In the surrounding neighborhood where heights far exceeding SO' have
been constructed under variances granted by the City of Carlsbad.
For your review and as suggested, we have reviewed several files where variances
have been granted for conditions similar and exceeding the proposals within our
project. The attached "EXHIBIT 'A" lists a number of the properties and associated
variances granted.
