Hay worth Biological Consultant MEMORANDUM TO: Ellen Berryman, USFWS Terri Stewart, CDFG FROM: Anita Hay worth DATE: July I, 1997 RE: CaJavera Hilh Village L-l Enclosed are documents and maps for the Calavera Hills Village L-l project. I have included the following for your review: Califoma gnatcatcher survey report Brush Management letter and discussion Map of habitat and brush management line Tentative Map Site Development Plan I contacted Chris Decerbo, Planning Director, City of Carlsbad to determine what issues he has and requires your assistance on. He indicated that he would like to receive concurrence from the resource agencies that there is no mitigation required for the development of Village L-l. I have visited the site to view the brush management zone and to conduct a Californa gnatcatcher survey. Brush management is based on the standard required for the permit under which the project is operating, that is, 60 feet of fuel modification zone from the structures on the lots, i have assumed that within the fuel modification zone, all vegetation would be impacted even if it is not all removed. The fuel modification zone is located within the previously graded pad or on the top edge of the slope which is currently disturbed habitat. No coastal sage scrub would be removed or otherwise impacted as a result of the project or brush management. The Califoma gnatcatcher survey results indicate no occupation by gnatcatchers, However, gnatcatchers are located within Village K which is across the street. The habitat on Village L-l is high quality habitat however it is a relatively narrow band between the existing development and Carlsbad Village Drive. It is likely that gnatcatchers use the habitat for dispersal although I'm not sure where it leads them. 1235 Meadow Wood Place / Encinitas CA 92024 / (760) 753-2301 s/9-d S3ibioossd « xaana wyes:90 2.6, QI mr Page 2 Because you have seen the project site and the habitat that is located on it, have the site development plan, the results of the Califoma gnatcatcher survey, and can see from the brush management letter that no coastal sage will be impacted, we would like to get concurrence from you that no mitigation is required for the development of Calavera Hills Village L-I. If it is easier for you and acceptable to do so please sign your concurrence with this letter below. If that is not possible, please respond in writing to me so that 1 may submit it to the City of Carlsbad along with other supporting material.
