HomeMy WebLinkAboutCP 97-02; Calavera Hills Village L-1; Condo Permit (CP) (6)MEMORANDUM DATE: 4-24-97 TO: Chris DeCerbo and Clyde Wickham CC: Don Clurman and Lex Williman FROM: Mike Howes SUBJECT: MEETING NOTES FROM APRIL 16, 1997 MEETING REGARDING VILLAGEL-1 This memo contains the meeting notes that I took at our meeting on Wednesday, April 16, 1997 to discuss Village L-1 of Calavera Hills. If disagree with anything in these notes or find any inaccuracies, please let me know. ATTENDED: Chris DeCerbo Clyde Wickham Don Clurman Lex Williman Mike Howes Parking spaces - Chris would like to have them dimensioned on the private driveway to show dimensions. Spot elevations - Clyde: we can just show a typical on the front sheet. Where a lot would not meet the typical show how it will work on the plan. Chris suggested that the biologist look at the pad again and that we contact the wildlife agencies to determine if any mitigation would be required. Setback dimensions can just be shown on the site plan and not the tentative map. We need to submit a letter from soils engineer including landscape drains and deepened footing to address the drainage issue. Open space easement can be shown on the tentative map as we have already done. Hydrology - Clyde will go with the existing hydrology study if we can find it. Height and material of walls can be shown on the landscape plans, put a note on the tentative map - 'Walls and Materials Shown on Landscape Plans' Street grade - just reference the drawing number for Edgeware and Harwich. Usable 10' sideyards - Chris directed Lex to look at possible solutions for sideyards adjacent to streets. Lot 16 - emergency gate would have to swing inwards against the deadwall of lot 16. Since this is an emergency access driveway, there is no setback issue. Clyde suggested making the emergency access 18* instead of 20' and pulling the unit on lot 17 back a little away from the emergency access. Chris suggested swapping the units on lots 15 and 16 to improve setbacks. Lex will look at this possibility. Handicapped space will be moved to address the setback issue between units 9 and 10. Parallel spaces - one can be 20' and one can be 24'. Engineering Issue 6 - slope setbacks - Lex believes we meet the City requirements. Clyde will take another look at what we are proposing and the City standards. Clyde - a brow ditch should be provided between our sliver fill slope and the boundary of the natural slope. Lex will review standards and provide detailed written justifications. Sight distance - 25' corner cutoffs will be used for internal driveway to open the corners. We meet this in only 2 of the corners. Lex will show what has been provided. Edgeware - Lex needs to show the sight distance at the project access. Clyde: delete the reference to modified knuckle. Rolled curbs - City will not support rolled curbs. Lex suggested just adding a little flare to the driveway edges. This solution was acceptable to Clyde and Chris. Anita M. Hay worth Biological Consultant May 2, 1997 Mr. Don Clurman The Clurman Company 455 Linden Street Laguna Beach, CA 92651 Re: Tfte Brush Management Impact for Calavera Hills Village L-l Project Dear Mr. Clurman: As requested in a letter from the City of Carlsbad, a biological assessment was made of the 6.3-acre Calavera Hills Village L-l project site. A visit was made to the site by Anita M. Hayworth, a biologist certified by the City of Carlsbad, on April 13, 1997. The purpose of the visit was to identify the extent and location of native habitats on the property and determine the impact to those habitats as a result of the development of and brush management for the project. The property is located on Harwich Drive adjacent to the proposed Edgeware Way in Carlsbad, California. The lower slope of the property is adjacent to Tamarack Avenue. Most of the project site is cleared of vegetation and has been graded. The edges of the slopes below the graded portion are also either cleared or contain non-native plant species such as wild fennel, grasses such as brome and wild oat, or acacia. Below the cleared area and on the remaining portion of the slope (as seen in the accompanying exhibit) the vegetation community consists of coastal sage scrub (CSS). The vegetation is dominated by California sagebrush (Artemisia califomica), flat-topped buckwheat (Eriogonum fasciculatum), laurel sumac (Malosma laurind), black sage (Salvia melliferd), California encelia (Encelia califomicd), coyotebrush (Baccharis pillularis var. consanguined), and lemonadeberry (Rhus integrifolid). The patch of CSS habitat shows little, if any, signs of previous disturbance. The patch is contiguous with additional habitat along the slope both north and south of the project site. A total of 1.7 acres of CSS is located on the property. No impacts to native vegetation communities or biological resources would occur as a result of the development of the site. The area proposed for development is currently disturbed habitat and contains little to no vegetation and no native plants or vegetation communities. The brush management analysis included a zone 60-feet wide from structures. It was assumed that all vegetation within the 60-foot zone would be impacted even though not all of it would be removed. The overlay of the CSS habitat mapping with the area to be disturbed by the brush management for the project indicates that no CSS habitat will be disturbed as a result of the brush management. CSS habitat is considered a sensitive habitat by the resource 1235 Meadow Wood Place / Encinitas, CA 92024 / (760) 753-2301 agencies because of its decline in recent years and the fact that it may be occupied by the federally listed threatened California gnatcatcher. Impacts to CSS habitat would be considered significant and would require mitigation. A total of 1.7 acres of CSS habitat will remain on the property outside of the development and the brush management zone. This area is proposed to be placed in an open space easement.
