Dear Clyde:
This letter accompanies the resubmittal of Calavera Hills Village L-l. Sine you are unable to
meet with us for the resubmittal, this letter describes how the resubmittal addresses the issues
in the April 4, 1997 incomplete letter (attached):
Planning:
Item 1: 0^' The Project Summary Table on the Site Plan has been revised to show percent
of site proposed for landscaping. Please see the front sheet of the Site Plan.
Item 2: The Site Plan and Tentative Map has ben revised to show the parking space

Item 3:, ,', We have provided typical spot elevations for the comer of the pads on the front
sheet of the Site Plan and Tentative Map. Five lots do not conform with these
typical elevations; lots 24, 25, 33, 34, and 35. The spot elevations for these
lots are shown on sheet 2 of the Tentative Map.
Item 4: 7 i(/ The landscape plans specify the quantity and size of each species.

Item 6: 1 Setbacks are not shown on the Tentative Map, but they are shown on the Site
Plan. The typical setbacks are shown on the front of the Site Plan, and the
setbacks for each unit is shown on sheet 2 of the Tentative Map.
Item 7: 0 \' Sheet 3 of the Tentative Map shows the existing easements. Sheets 2 of the
Tentative Map and Site Plan show the proposed easements.

Engineering:
Item 1: All facilities are shown as 'existing' or 'proposed1
Item 2: The height and material of proposed walls are shown on the landscape plans.
This is referenced on the Tentative Map.
Item 3: Existing improvement drawings are referenced on the Tentative Map.
Item 4: Sheet 3 of the Tentative Map shows the existing easements. Sheet 2 of the
Tentative Map shows the proposed easements.
Item 5: All existing and proposed utilities are shown on the Tentative Map.
Item 6: We have provided typical spot elevations for the corner of the pads on the front
sheet of the Site Plan and Tentative Map. Five lots do not conform with these
typical elevations; lots 24, 25, 33, 34, and 35. The spot elevations for these
lots are shown on sheet 2 of the Tentative Map.
Item 7: A letter from the soils engineer, and a soils report is provided. Deepened
footings are shown on the plans.
Item 8: The elevations are shown on the landscape plans. Additional elevations have
been provided.
Item 9: We have provided typical spot elevations for the corner of the pads on the front
sheet of the Site Plan and Tentative Map. Five lots do not conform with these
typical elevations; lots 24, 25, 33, 34, and 35. The spot elevations for these
lots are shown on sheet 2 of the Tentative Map.
Item 10: We are submitting the original hydrology map and report obtained from the
City.
ISSUES OF CONCERN
Planning:
Item 1: A biological resources survey and analysis of site is provided by Anita
Hayward.
Item 2: The Site Plan and Tentative Map provide minimum 10' usable side yards for

Item 3: Unit 35 is shown to comply with the minimum 10' front yard setback.
Item 4: The side yard for this lot is 8'. Since lot 16 is adjacent to an emergency access
driveway; the 8' side yard exceeds the requirements of the code. The , fe
emergency access gate will swing inward against the deadwall of lot 16.
Item 5: The handicap parking stall has been relocated. Units 9 and 10 now comply ;
with the minimum 5 foot setback.
Item 6: This has been done. Please see sheet 2 of the Tentative Map and Site Plan. .--•./'
Item 7: Guest parking has been deleted from these streets. OjU
Item 8: The rolled curbs have been deleted. f}\\,,
Item 9: Enhanced paving is shown on'A'Street. &(.,.
Item 10: A detailed site plan of the recreation area is shown on the Landscape Plans.
The area has been amended to include more active recreation facilities. ,:/,
Engineering:
Item 1: Since this is an entirely new application, only the proposed grading is shown.
Item 2: A letter from the soils engineer, and a soils report is provided which supports
the proposed design.
Item 3: The site distances are shown for the corners of all interior streets.
Item 4: The rolled curbs have been deleted.
Item 5: The "modified knuckle" has been deleted.
Item 6: As shown on the sheet 2 of the Site Plan, slope and building setbacks conform
to the manufactured slopes per GS 14 &15.
Item 7: The typical section has been revised. Where the side walk meets the access
ramp, the ADA standard, as shown on the ADA enclosure, will be met.

Th ank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
hajs reviewed your Tentative Map, Condominium Permit, Site Development Plan application no.
97-04/CP 97-02/SDP 97-03, as to its completeness for processing.

Th 3 application is incomplete, as submitted. Attached are two flats. The first list is information
wrich must be submitted to complete your application. This list of Items must be submitted
dleectly to your staff planner by appointment. All list items must be submitted
sinultaneously and a copy of this list must be included with your submittals. No
prc icessing of your application can occur until the application is determined to be complete'. The
se ;ond list is issues of concern to staff. When all required materials are submitted the City has
30 days to make a determination of completeness. If the application is determined to be
co nplete, processing for a decision on the application will be initiated. In addition, please noie
ttut you have six months from the date the application was Initially filed. March 8, 1997, to
eitier resubmit the application or submit the required information. Failure to resubmtt the
ap plication or to submit the materials necessary to determine your application complete shall be
de *med to constitute withdrawal of the application. If an application is withdrawn or deemed
wit idrawn, a new application must be submitted.
