If you challenge the Negative Declaration, Tentative Tract Map, Condominium Permit, Coastal Development Permit and Hillside Development Permit in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Carlsbad prior to the public hearing. 1. Appeals to the City Council: Where the decision is appealable ‘to the City Council, appeals must be filed in writing within ten (10) calendar days after a decision by the Planning Commission. 2.
