Dear Mr. Moffat: At the request and authorization of Mr. Don Mitchell, representing McMillin Companies, GeoSoils, Inc. (GSI), has prepared this report for a agricultural residue survey on the subject property in the City of Carlsbad, California. As required by the City of Carlsbad's Standard Agricultural Area Mitigation Condition (for agricultural sites}, the purpose of the survey was to delineate the areas in which soil removal is necessary for the mitigation of toxaphene impacted soil at the subject site o.e., Parcel1). The scope of work was based upon our knowledge ofthe property, our previous agricultural chemical residue surveys (GSI; 2002a, 2002b, 2001 a, 2001 b, and 2001 c), and conversations with Mr. Ewan Moffat of the County of San Diego Department of Environmental Health {DEH). Based upon information provided by Mr. Moffat, samples were collected to delineate limits of soil removal based upon chemical laboratory results from our previous pesticide surveys (GSI; 2002a, 2002b, and 2001b). ·-. - - --... ---- - - - ..... - -- - --- - -- - BACKGROUND Based upon our information provided in the referenced Phase I Environmental Site Assessment (ESA) report on historical land use (GSI, 2001c), the subject property was utilized for agricultural purposes from at least 1928 to the present. Based upon our previous chemical testing of near surface soils onsite (GSI; 2002a, 2002b and 2001 b), detectable concentrations of restricted agricultural residues exist within Parcel 1 of Robertson Ranch. Concentrations of toxaphene above the Preliminary Remedial Goal (PRG) of 0.44 milligrams/kilogram were encountered in locations which are actively cultivated or were in the past and several localized areas. Generally, the toxaphene was encountered within the upper 1h to 1 foot of soil. SCOPE OF WORK Based upon input from Mr. Ewan Moffat with the County Voluntary Assistance Program, 18 sample locations were chosen which included re-sampling of previous locations (ACRS- 1, ACRS-2, ACRS-3 ACRS-3, ACRS-5, and ACRS-6) which had only been sampled at a depth of 1 foot, and locations around localized areas with previous toxaphene concentrations (ACRS-7, RS-15, and RS-24) as well as new sample locations for purposes of delineating soil removal areas. The residue survey consisted of soil samples collected from depths of 1h foot and 1 foot at the 18 chosen locations. The 18 locations are provided on the attached Plate 1 . Holes were excavated utilizing a hand auger. Samples were collected, stored, and transported to a California Department of Health Services (DHS) certified laboratory the same day, following quality assurance/quality control procedures (QNQC) during all soil sampling activities. A Chain-of-Custody record was recorded with the laboratory and is included in the laboratory reports in Appendix B. Chemical analyses included Chlorinated Pesticides utilizing EPA test method 8081A. Laboratory Chemical Test Results Based upon the laboratory test results, concentrations of DDT/DDD/DDE (i.e., DDT (Tatar)) were detected at six (6) of the eighteen (18) sample locations during this survey, ranging from 0.092 mg/kg to 0.620 mg/kg. For comparison purposes, the regulatory action level for hazardous waste criteria (i.e., TTLC) for DDT (Total) is 1.0 mg/kg. Concentrations oftoxaphene (0.120 mg/kg to 2.200 mg/kg) were detected at fourteen (14) of the eighteen (18) sample locations during this survey. The regulatory action level for hazardous waste criteria (i.e., TTLC) for toxaphene is 5.0 mg/kg. Laboratory reports are provided in Appendix B. '· - ----- --------- - -.. --- ------ Provided below (Table 1) is a summary of the test results for the soil samples from this survey, as well as from our two previous surveys (GSi; 2002a, 2002b, and 2001 b), with concentrations of toxaphene reported as greater than the laboratory detection limits , as well as criteria limits for the preliminary estimate of risk to human health (i.e., Preliminary Remedial Goals-PRG's). PRG tables combine existing USEPA toxicity values with generally accepted exposure factors to estimate concentrations in soil that do not represent a cancer risk to humans greater than one-in-one million (i.e., 1 x 10~. Exposure pathways considered include ingestion, inhalation and dermal absorption. Chemical concentrations presented in the PRG tables, therefore, can be directly compared to the residue concentrations detected in soils within the property. The PRG tables may be initially used in lieu of a health based risk assessment to determine the need for further evaluation of sites with concentrations of known cancer-causing contaminants (i.e., site screening). It should be noted that human health based risk concentration levels, which are typically lower than hazardous waste criteria concentrations, will likely be the default factor regarding the depth and amount of remedial grading needed to mitigate concentrations of pesticide residues detected onsite. E3098-3·SC June 28, 2002 Page4 --... -------------... - - •• ... -- ---- - removal and burial of impacted earth materials at locations and depths with which will effectively eliminate future human contact, as well as eliminate potential impacts to surface water and groundwater. CONCLUSIONS AND RECOMMENDATIONS Conclusions Based upon the information obtained during the course of this study, as well as information provided in the referenced texts, GSI presents the following summary of findings, conclusions, and recommendations: • • • • In our previous surveys (GSI; 2002a, 2002b, and 2001 b), toxaphene was the only restricted agricultural chemical residue encountered in surficial soils onsite, with concentrations above the PRG. Generally, toxaphene was encountered at a depth of% foot in locations which are actively being cultivated or were in the past. During this survey, soil samples were collected to delineate locations in which surficial soil has been impacted by toxaphene. Based on our previous surveys, eighteen (18) locations were chosen for soil sample collection at a depth of % foot within the subject property. Soil samples collected were analyzed for Chlorinated Pesticides (EPA test method 8081 A). Sample locations are shown on the enclosed Agricultural Chemical Residue Survey Sample Location Map, Plate 1. Laboratory reports are provided in Appendix 8 . Concentrations of toxaphene (0.130 mg/kg to 2.200 mg/kg) were detected in fourteen (14) of the eighteen (18) sample locations. Concentrations of DDT (Total) were detected at six (6) of the eighteen (18) sample locations during this survey, ranging from 0.092 mg/kg to 0.620 mg/kg. For comparison purposes, regulatory action levels for hazardous waste criteria (i.e., Total Limit Threshold Concentration) for toxaphene is 5.0 mg/kg and 1.0 mg/kg for DDT (Total)· Detected concentrations of toxaphene and DDT (Total) onsite are considerably lower than the TTLC criteria . Where applicable, GSI has used existing regulatory data as a screening tool for the detected concentrations of pesticides and other contaminants within the property. Preliminary Remedial Goals (PRGs), which combine existing USEPA toxicity values with generally accepted exposure factors to estimate concentrations in residential soil that do not represent a cancer risk to humans greater than one-in- one million (i.e., 1 x 10~, are 1.7 mg/kg DDT (Total) and 0.44 mg/kg for toxaphene. Concentrations of DDT (Total) were found to be less than the criteria established as a potential risk to human health (Smucker, 2000). Based on our previous surveys (GSI; 2002a, 2002b, and 2001 b) and this survey, concentrations of toxaphene County of San Diego W.O. The three localized areas are at sample location ACRS-7 @ 1 foot, RS-15 @ %foot, and AS-24@% foot (locations presented on Plate 1) . • The regulatory action levels for hazardous waste criteria (Total Threshold Limit Concentration-TTLC), the Preliminary Remediation Goals (PRGs) for chemical residues (detected and non-detected on site), and the chemical laboratory detection limits were compared. In summary, detection limits utilized by the testing laboratory were overall at least an order of magnitude (i.e., 10 times) below TTLC and PRG levels for all constituents. It appears, therefore, that detection limits utilized by the laboratory are suitable for agricultural-use chemicals. Recommendations Based upon the work completed, GSI concludes that the concentrations of DDT CTotaJ> detected in earth materials on the subject property are sufficiently below Preliminary Remedial Goals (PRGs) so as not to represent a risk to human health. For these concentrations, remedial earthwork is not recommended. Remedial earthwork is recommended, however, to mitigate areas with reported concentrations of toxaphene above PRGs, which potentially represent a risk to human health. GSI's recommendation for burial of effected soils are to significantly limit the overall impact chemical residues of the buried soils have on surface waters, groundwater(s), and/or human health, both on the subject property and the immediate area. Based upon the information obtained during the course of the assessment, GSI presents the following recommendations: • Surficial soils with concentrations oftoxaphene greater than the PRG criteria shall be placed within street areas only, and should be placed below 5 feet of subgrade to mitigate the potential for human contact. Soils requiring remediation should not be placed in canyon bottoms or below subdrains, where there is potential contact with groundwater. Affected soils should be buried within the property boundary only, and placed so as notto adversely affect surface water. Recommended depths of removal at the four locations with elevated toxaphene are 2 feet near ACRS-7 and 1 foot below existing grade for the eastern portion of the property and near RS-15 and RS- 24. Estimated limits of removals for the four locations are provided on Plate 1 . LIMITATIONS GSI has performed the services for this project in accordance with the terms of a contract between GSI and Client and in accordance with current professional standards for investigations of this type. The conclusions presented in this report are based on the information collected during the study, the present understanding ofthe site conditions, and professional judgment.
