SUBJECT: COMPLETENESS REVIEW AND INITIAL ISSUES STATEMENT
Bressi Ranch Planning Areas 6 through 10 and 12, CT 02-14
The Engineering Department has completed its review of the above project for application
completeness. The application and plans submitted for this project are considered incomplete
and unsuitable for further review due to the following missing or incomplete items:
1. Provide a preliminary drainage study that identifies the development discharge flows and
preliminary recommendations on the anticipated storm drain infrastructure required as
part of the development. The report should include sizing calculations for any necessary
retention/detention facilities.
2. Poinsettia Lane (offsite) is required to support this project must be shown. The Engineer
can identify this road as "proposed per drawing # DWG ".
3. The Owner / subdivider and the Engineer should sign the map.
4. Provide an amendment to the approved preliminary storm water pollution prevention plan
(SWPPP) that identifies "pollutants of concern" that could be generated by this type of
project. The SWPPP should show how this project conforms to the SWPPP approved
with the Master Plan. The preliminary SWPPP shall address what structural and non-
structural best management practices BMP's are (or will be) implemented to capture and
treat storm runoff to ensure compliance with new NPDES regulations. We anticipate
private NPDES Basins or facilities to be located on property owned and maintained by
the Homeowners association.
5. The application submittal package needs to include a preliminary Geotechnical study that
identifies feasibility of, and recommendations for, the proposed development as it relates
to the site. I received a packet of 11"X17" locations of proposed borings, but nothing
else.
6. Traffic has raised the issue regarding semi truck access (Moving & Storage vans). Show
plan view details for traffic circles. Upon review of the recent plan, the truck turns do not
flow through the intersections without hitting and running over curb and in some cases
sidewalks. It looks like they could work if the intersections were wider, or opened up a
little.
7. Please include the approved "Utility Plan for street cross sections (sheet 2). Show the
locations of meters, cleanouts, SDG&E vaults, cable TV and phone vaults where service
is anticipated. The cross sections for streets built as backbone or "A" map infrastructure
can be screened back a little. We are very concerned with what is proposed with this
project.
8. The Knuckle return must comply with the approved livable street standard. The proposed
parking interferes with the corner sight distance corridor (sheet 2).
9. Complete the slope condition near each intersection. The slope lines disappear, a sight
distance corner issue is evident. Again include the intersection detail necessary to
support this design, pop outs, sidewalks, parking, and landscaped corners.
10. The proposed utility access and easements from planning area 9 and planning area 8
need to contain a detail of fencing and open status of the easements. The recycled water
lines need to be included as well. Check with Dexter Wilson for a copy of the (October
22nd) Water study for this project.
11. Show all corner cutoffs for intersections and for traffic circles.
12. Show alley type returns (GS20) where alleys meet streets I believe additional right of way
is necessary.
13. The Tentative Map must use numbered lots (no lettered lots will be permitted).
14. Consider Design Speed for profiles shown on sheets 10 through 12. Sight Distance
issues, street lighting and safety concerns will stretch out proposed vertical curves. The
design speed of local and cul de sac streets is identified, as 25 MPH. Corner sight
distance is 275'.
This review does not constitute a complete review of the proposed project and additional items
of concern, as well as comments on technical and design issues, will be identified upon
submission of the above items.

Bressi Ranch Planning Areas 6 through 10 and 12, CT 02-17
The Engineering Department has completed its review of the above project for application
completeness. The application and plans submitted for this project are considered incomplete
and unsuitable for further review due to the following missing or incomplete items:
1. Please list the CT number, CT 02-17, on all plan sets.
2. The legal description on the plans should be revised to reflect the map and lot numbers
from the final map (CT 00-06) once it has recorded.
3. Please submit a current title report along with a copy of all easements, agreements, and
other documents that encumber the property. A copy of Adjustment Plat 543 would help
with the boundary determination. If there are bonds or assessment district information for
the infrastructure a description of what is being constructed with a plat to detail the
obligations is recommended. This project should "Stand Alone" as far as improvements.
Sometimes doing this requires a double bond condition.
4. Poinsettia Lane is required, and other improvements needed to support this project must
be shown as "Existing" should be shown as "proposed per drawing # DWG ".
5. Please complete the Generation and demand information on sheet 1. The owner /
subdivider should include a name under the signature as well as a contact person with
phone number. The application numbers should also be filled in.
6. Provide an amendment to the approved preliminary storm water pollution prevention plan

project. The SWPPP should show how this project conforms to the SWPPP approved
with the Master Plan. The preliminary SWPPP shall address what structural and non-

vans) and for interface between Alicante as well as "D" Street. Show plan view details for
traffic circles.
9. Verify (with NCTD) and show locations of bus stops/turnouts on street system.
10. Please include retaining walls on typical cross section for proposed lots with a retaining
wall between them. It may affect all of the planning area typicals shown on sheet 2.
11. Please include the approved "Utility Plan for street cross sections (sheet 2).
12. Minimum text size is 1/10th (_' walls between lots sheet 2 is a good example, are too
small)
13. The Knuckle return must comply with the approved livable street standard. Show the

15. The street frontage width of panhandle style lots must be 32' wide (lots 8 & 56). Check
with Planning on this issue it may be 33' with a different width at the setback.
16. Show all corner cutoffs for intersections and traffic circles.
17. Show alley type returns where alleys meet streets (driveway ramp condition is not
supported).
18. Lot 76 and 77 must be redesigned to incorporate street frontage, an alley fronting lot is
not supported. Lot 76, 77 and 78 needs to have the minimum frontage required.
19. The Tentative Map must use numbered lots (no lettered lots will be permitted).
20. Consider Design Speed for profiles shown on sheets 10 through 12. Sight Distance
issues, street lighting and safety concerns will stretch out proposed vertical curves.

The Fire Hydrant (FH) in front of Lot (380) Street KK shall be relocated to the corner of Street KK and
Street L in front of Lot (348).
The FH in between Lot 2 and 3 on Street K shall be relocated to the corner in front of Lot (341).
Sheet 6
Shall add a FH at the corner of Street DD and Street V in front of Lot (92)
Sheet 7
Shall add a FH on Street I between Lots (253) and (252)
Shall add a FH on Street I between Lots (245) and (244)
