RE: PROJECT DESCRIPTION/EXPLANATION
Dear Christer:
This letter accompanies the following discretionary applications for development of
Planning Areas 6-10 & 12 of the Bressi Ranch Master Plan:
Tentative Map
Planned Development Permit
Minor Master Plan Amendment
Conditional Use Permit
Environmental Impact Assessment Part I
Tentative Map
The Tentative Map will allow Planning Areas 6-10 & 12 and Open Space Area 2 of the
Bressi Ranch Master Plan to be subdivided into 526 lots. 505 of which will be residential
lots, while the remaining 21 lots will be open space Homeowner Association lots. Some
of these Homeowner lots such as Open Space Area 2 will contain active and passive
recreational facilities to serve the needs of the future residents of the Master Plan. Other
Homeowner lots will consist of slopes between the various Planning Areas.
The residential lots created by the Tentative Map will range ins size from 3500 square
feet to over 9000 square feet. All of the lots will gain access from public streets and be
designed in accordance with the requirements of the Bressi Ranch Master Plan.
Planned Development Permit
The Planned Development Permit will allow for the creation of lots less than 7500 square
feet in size. The Master Plan allows for delayed architectural review for lots in excess of
5000 square feet in size. As we have discussed previously, it is Lennar's intent to process
floor plans and elevations for all of the lots created by this Tentative Map concurrently
with the Tentative Map.

Lennar is in the process of having the floor plans and elevations prepared and will be
submitting them when we respond to comments from the City's review of the Tentative
Map.
Minor Master Plan Amendment
A Minor Master Plan Amendment is being processed per the requirements of Section
VI.G.of the Bressi Ranch Master Plan which requires the processing of a Minor Master
Plan Amendment concurrently with all Tentative Maps requesting less than 10% above or
below the number of anticipated dwelling units in each Planning Area. The proposed
number of units in each Planning Area is within 10% of the number estimated in the
Master Plan therefore a Minor Master Plan Amendment is being processed with the
proposed Tentative Map. Upon approval of the Tentative Map, the Master Plan
Amendment Log, Chapter XIV will be revised to reflect the actual number of units
approved in each Planning Area.
Conditional Use Permit
A Conditional Use Permit is being processed per the requirements of the Master Plan,
which requires approval of a CUP for the site design and any structures in Open Space
Area 2. the Village Green. The active and passive recreational facilities that will be
provided in this area will satisfy the active and passive common recreational area
requirements of Carlsbad's Planned Development Ordinance.
Environmental Impact Assessment Part I
The EIA Part I is being submitted in conformance with the City's requirements for
environmental review of all major discretionary projects.
