SUBJECT: Request for Advanced Grading Permit for Bressi Ranch; Tract CT 02-14 Dear Bob: Please allow this letter to serve as a formal request for your approval to issue an advance-grading permit. Lennar feels that the objectives of Policy 16 have been met with the final approvals of the Bressi Ranch final engineering documents imminent, all potential environmental, aesthetic and erosion control problems have been addressed. We are currently addressing City staff comments from the second submittal of the grading plans for Planning Areas 6, 10, and 12 of CT 02-14 (DWG# 411-3A, 413- 1A, and 413-2A respectively). We have requested final bonds and agreements for these Planning Areas, in addition to the bonds and agreements for the Planning Areas 7, 8, and 9 (DWG# 411-4A, 413-8A, and 413-7A respectively). It is Lennar's intent to record these maps concurrently and in consecutive order. The Bressi Ranch community received our mass grading permit in January, 2003. As part of the grading and construction operation, Lennar has focused our construction efforts on the delivery of the Assessment District roadways, Poinsettia Lane, El Fuerte Street, and El Camino Real. In addition to the delivery of these arterials to the City, the Bressi Ranch project is working in concert with the City to facilitate the construction of important CIP improvements including a recycled water pump station and associated lines, and a recycled water pressure reducing station. The additional grading operation within each of the planning areas will assist Lennar in the early delivery of these improvements. We anticipate delivery of a majority of these improvements to be in the second quarter of 2004. In addition to delivery of City improvements, Lennar is continually focused on the ability to improve our erosion control efforts, better manage our SWPPP/BMP compliance, and provide greater protection to adjacent properties and roadways. The ability to commence grading within each planning area will allow for the construction of early infrastructure prior to the rainy season. Lennar anticipates that the majority of our onsite grading operations would be completed by February, 2004, leaving the project site secure for the rainy season and significant infrastructure in place.
