Lennar feels that the objectives of Policy 16 have been met with the final approvals of the Bressi Ranch final engineering documents imminent, all potential environmental, aesthetic and erosion control problems have been addressed. We are currently addressing City staff comments from the second submittal of the grading plans for Planning Areas 6, 10, and 12 of CT 02-14 (DWG# 411-3A, 413- 1A, and 413-2A respectively). We have requested final bonds and agreements for these Planning Areas, in addition to the bonds and agreements for the Planning Areas 7, 8, and 9 (DWG# 411-4A, 413-8A, and 413-7A respectively). It is Lennar's intent to record these maps concurrently and in consecutive order. The Bressi Ranch community received our mass grading permit in January, 2003. As part of the grading and construction operation, Lennar has focused our construction efforts on the delivery of the Assessment District roadways, Poinsettia Lane, El Fuerte Street, and El Camino Real. In addition to the delivery of these arterials to the City, the Bressi Ranch project is working in concert with the City to facilitate the construction of important CIP improvements including a recycled water pump station and associated lines, and a recycled water pressure reducing station. The additional grading operation within each of the planning areas will assist Lennar in the early delivery of these improvements, allowing us to continue to grade the project in a balanced condition, requiring no import or export. We anticipate delivery of a majority of these improvements to be in the second quarter of 2004. In addition to delivery of City improvements, Lennar is continually focused on the ability to improve our erosion control efforts, better manage our SWPPP/BMP compliance, and provide greater protection to adjacent properties and roadways. The ability to commence grading within each planning area will allow for the construction of early infrastructure prior to the rainy season, including backbone storm drain, permanent detention basins, and installation of CDS units. Additionally, Advance Grade Ltr 6,10, 12.doc 5780 Fleet Street, Suite 320, Carlsbad, California 92008 — (760) 918-7765, Fax (760) 918-8868 c • Qlennor ••••Communities I all permanent slopes within each planning area can be constructed and will be landscaped prior to the heavy rains. The ability to commence grading within the planning areas, additionally allows Lennar to manage the earthwork in a manner that does not require heavy construction equipment hauling upon or crossing newly constructed backbone streets. Again the focus of Lennar to deliver the roadways and improvements to the City in the most expeditious manner possible, without impacts from ongoing construction activities in each of the planning areas. Lennar anticipates that the majority of our onsite grading operations would be completed by February, 2004, leaving the project site secure for the rainy season with significant infrastructure in place and permanent slopes and landscaping installed. Based on these merits above, Bressi Ranch now requests your approval to issue an advance-grading permit. Thank you for you consideration of this request. If you have any questions or concerns, please do not hesitate to contact me at (760) 918-7770. Respectfully, Kristihe Zortman Lennar Communities cc: Clyde Wickham Doug Helming Westman
