Response to Comment from CiQ of Carlsbad
Dear Mr. Publico:
The Leucadia Wastewater District (LWD) has reviewed the tentative map for the proposed La Costa
Condominiums project in the City of Carlsbad. The following comment was made by Frank Jimeno, City
of Carlsbad:
“Provide written documentation from LWD stating they do not object to the sewer design
of this project. In certain areas the sewer is more than IO-feet deep, but is only contained
within an easement located 5-feet from the facility. This is not sufficient room to access
and repair the sewer without significant shoring. Is this acceptable to LWD?”
LWD approves of the proposed location of the sewer, provided that a non-exclusive sewer easement is
recorded with at least 10 feet from center of pipe to edge of easement. If the submitted alignment is
maintained, this would require the sidewalk area to be included in the easement. The easement granting
language or separate encroachment permit language will require the Condo Association to be responsible
for replacement of all improvements installed in the easement, including the sidewalk, in the event that
the sewer requires excavation for repair or replacement in the fhture.
Separately, please be aware that LWD requires a separate sewer lateral for each living unit. The developer
must also submit improvement plans for a formal engineering plan check prior to final LWD approval.
