Bill Hofinan- (Introductions) Our project has not changed since we last met earlier this year. City originally wanted secondary access through the Marbella project. Marbella residents were adamantly opposed to that access. We have to shave back our slope to improve the sight distance. We were present at the City Council meeting in which Bob Johnson and Lloyd Hubbs discussed fimding for a consultant for traffic calming and the City Council decided not to spend money on a separate traffic study. Resident- We were told to move (if we did not agree with their decision). Bill Hofinan- Our visitor parking consists of 2 spaces per unit + a guest space and provides more parking above and beyond what the Marbella Townhomes provides. Resident- You will inherit Marbella’s problems, my biggest concern is parking in front of my house, blocking my driveway. The City rehses to paint the curbs. Resident- What about putting a traffic light on the street? Resident- There are deadly accidents on this street, the comer is deadly. Resident- We have no issues with your units. Resident- Our insurance has been impacted due to the 5 wrecks in 10 years. Resident- What is the purpose of your retaining walls? Bill Hofinan- They have been included as part of our design to shave back the slopes. Resident- What will the prices be for your units? 5900 Pasteur Court . Resident- Will there be a sidewalk? Bill Hofman- Yes there will be a sidewalk (discussion about pedestrian access). Resident- Was there a traffic study done, we don’t believe the City. Bill Hofman- The traffic study is not a full blown traffic study, it is only project specific for our project. We will provide you with a copy if you are interested. Resident- We have a concern with drainage. Bill Hofman- Everything drains onto our site. Drain pipes from the duplex residents above are causing erosion. There are 2 ancient landslides on our site. We will correct this problem by; 1) We will excavate and recompact the soils and 2) We will design our project so that the drainage (from the properties above) will flow into our system. We have to design our drainage to accommodate a 1 00-year storm and underground drainage will be used. Resident- Would a gate lessen traffic? Bill Hohan- The City discourages gates, especially the Fire Department. It is hard to put in one that works. We can look into the possibility of having a gate but the City doesn’t like them. Resident- Can you identi@ the area (in the northeast comer of the site). Bill Hofman- That is our recreation center. Bill Hofman- We have met with Karen Vaudreuil, Fire Marshal and have redesigned our project to address their safety concerns. Resident- What about color schemes? Jamie Starck (Architect)- There will be various colors, varying tiles (6 different), recessed windows, and wrought iron accents. Resident- Will your project accommodate SW’s? Bill Hofman- Yes. Resident- My only concerns are parking and traffic. Resident- I appreciate your project aesthetically, it is a well developed project. City needs to address center turn lane problem. Fax 760-438-2443 -3 c * Hofman Planning NEIGHBORHOOD MEETING NOTES Associates Planning Fiscal Analysis Environmental LA COSTA CONDOMINIUMS DATE: 10/23/03 TIME: 6:OOPM LOCATION: Hofman Planning Associates DUPLEX OWNERS Bill Hofman- (Introduction) Tonight’s session is the follow-up meeting to our previous meeting earlier this year and prior to our Planning Commission hearing most likely in January. Resident- Why don’t you put up a traffic signal? There will be accidents there. Bill Hofinan- We will be pulling back the slope (on La Costa Avenue) to increase site distance. Bill Hofinan- There is an existing drainage problem and two landslides have been discovered on the site. The site has been previously graded when it was still under County’s jurisdiction, is poorly drained since at the time, the County had no requirements for drainage. The soils are particularly poor for drainage (clay soils) and over time, this situation is only going to get worse. Grading of the site and the addition of a buttress will stabilize the existing slope and provide a benefit for the homes above. Resident- Will there be wood or gas burning fireplaces? Bill Hofman- Typically, they will be gas burning. Resident- If it will be wood, we will get your smoke. Resident- The residents were told that the site would not be built over two stories by realtors. (Discussion) “No guarantee that you will keep your view, it is an inconvenience but the view will still be there but maybe not exactly the same. Resident- What can you do to guarantee my peace and quiet? Three stories seems too much, can you put in smaller units? Bill Hofman- (Explanation of buttress mechanics) There will be no charge to the residents for the excavation of the landslides. Bill Hofman- Thank you for attending our neighborhood meeting.
