HomeMy WebLinkAboutCT 03-09A; Ocean Bluff; Tentative Map (CT) (21)CATELLUS June 17, 1998 Don Rideout Principal Planner City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009 SUBJECT: POINSETTIA LANE REACH No. 2-4d MITIGATION Dear Don: As you are aware, the Oceanbluff Project, CT93-09(A), has agreed (under the approved Poinsettia Lane Reimbursement Agreement) to construct Poinsettia Lane from the Oceanbluff entry street to Blackrail Road, also known as Poinsettia Lane Reach No. 2. As part of the Poinsettia Lane Reach No. 2 project, we have submitted an application under the Interim Take Provision of the 4d Rule. Pursuant to Condition Number 5 of CT93-09 (A), Oceanbluff is required to mitigate impacts to Coastal Sage Scrub and Southern Maritime Chaparral prior to the issuance of a grading permit for Poinsettia Lane Reach No. 2. Inasmuch as the construction of Poinsettia Lane (from Aviara Parkway to Blackrail Road) is a high priority project for the City, we currently believe that mitigating the "Take" in the Manchester Avenue Conservation Bank is the most cost effective and expeditious way to handle the mitigation and thereby allow us to proceed with the grading of Reach No. 2 concurrent with the grading of Reach No. 1. If this form of mitigation is acceptable to the City, please so indicate by signing this letter and returning to me. We will then proceed to acquire the requisite mitigation credits. The cost for the mitigation is a reimbursable expense under Bridge & Thoroughfare District No. 2. and is addressed in the Poinsettia Lane Reimbursement Agreement. Thank you for your assistance.
