Milich CATELLUS RESIDENTIAL GROUP 5 Park Plaza, Suite 400 Irvine, CA 92714 CT 93-09/09(A): OCEAN BLUFF ADVANCED GRADING PERMIT "PUNCH LIST" In accordance with discussions at a meeting held on Tuesday, June 30, 1998, with staff from Catellus Residential Group, Henthorn and Associates, Hunsaker and Associates, Berryman and Hennigar and the City Engineering and Planning Departments, staff has compiled a list of items which must be completed before Catellus Residential can potentially acquire an advance grading permit for the above-referenced project. Items which must be completed prior to potential issuance of an advance grading permit are as follows: Engineering Department Items: 1. The attached fees must be paid prior to issuance of an Advanced Grading Permit for the project. 2. All bonds and agreements must be executed and submitted to the City. 3. The SDG&E "Joint Use Agreement" must be executed and submitted to the City. Staff submitted the Joint Use Agreement to SDG&E in March 1998. It seems, for some reason, that SDG&E has some hesitancy in executing this Agreement. Please be advised, however, it is the developer's responsibility to resolve this issue. 4. Planning Commission Resolution 3869, Condition #38 discusses an "infrastructure improvement plan," for adjacent property access along the Poinsettia corridor, which must be submitted and approved by the Planning Director and City Engineer. I do not believe that this was ever done. Since the Poinsettia Lane plans are almost complete, it may be somewhat late in the process to submit an "infrastructure plan." Technically, the Poinsettia plans function as an "infrastructure plan" as long as adjacent property access is adequately addressed on the plans. I know that this has been discussed in the past with the engineer of work, however, staff is not completely assured that this item has been addressed. Access to adjacent properties still is a major staff concern (for both reaches of Poinsettia), and therefore, must be clearly shown on the Poinsettia plan set. MILICH; JULY 16,1998 Planning Department Items (Planning Commission Resolution 3869V. 1. Condition #3 - The Planning Director will have to waive the approval of the tentative map conforming mylar (although the conforming mylar must still be submitted prior to final map). 2. Condition #14 - All landscape plans must be approved. 3. Condition #18 - Mr. Bill Ponder from the Coastal Commission was to determine if a coastal permit needs to be issued for the amended project. Brian Milich is to submit correspondence to the Planning department to resolve this issue. 4. Condition #34 & 35 - Notice of "noise impacts" regarding the Poinsettia Lane corridor. Forms sent to Ray Martin of Hunsaker & Associates on July 14, 1998, for their action. 5. Condition #39 - Notice of "agricultural operations" regarding the surrounding area. Form sent to Ray Martin of Hunsaker & Associates on July 14, 1998, for their action. Brian, I fully expected to get this letter out at the beginning of the week, but due to some other work commitments, that was not possible. In any event, many of planning staff's outstanding issues were resolved in the interim (so it makes this "punch list" even shorter).
