1.0 INTRODUCTION
This report presents the findings of a Phase II Baseline Environmental Site Assessment
(ESA) conducted by Vinje & Middleton Engineering, Inc. (VME) on the 10.36 acre Tabata
Famris property with street address of 2311 Camino Hills Drive, Carlsbad, California.
Subject property is approximately 3.30 miles east of the Pacific Ocean, approximately 900
feet north ofthe intersection of El Camino Real and College Boulevard. Site is located on
west side of El Camino Real on gentle northeast sloping terrain. Properties regional
[ocation is illustrated on attached Figure 1.
This initial baseline assessment was authorized by Mr. Greg Harrington on behalf of the
Tabata Family Trust (Client). Analysis of surficial soils was authorized by Client following
recommendations presented in VME' Phase I ESA Report, 2311 Camino Hills Drive,
Carlshad, California dated April 27, 2006. Past agricultural land use and present storage
of one (1) above ground fuel tank are the focus of this assessment
2.0 SITE BACKGROUND
Geologically the upper elevations of the project area are mapped as Tertiary Santiago
Formation, a pale grey clayey sandstone, clayey siltstone, and claystone. The lower
elevations, adjacent E) Camino Real are underlain by recent alluvial stream and valley fill
deposits associated with the confluence of Letterbox Canyon and Agua Hedionda Creek,
and consist of a brown silty sandy clay with angular 3" minus rock. Clays were stiff to very
stiff and expansive.
Subject property is located within the Los Monos hydrologic sub-area of the Carlsbad
Hydrologic Unit. Surface water within the Lbs Monos hydrologic sub-area has beneficial
uses for: municipal, industrial, agricultural, Recreation 1 & 2, warm water habitat, and
wildlife.
Groundwater within the Los Monos hydrologic sub-area also has beneficial uses for:
municipal, agricultural and industrial applications. Research reported no groundwater wells
within a one-mile radius ofthe subject property.
A concurrent geotechnical investigation conducted to identify engineering conditions for
grading recommendations identified groundwater in two soil borings. Soil borings B-2 and
B-3 encountered groundwater at 32 and 33 feet below the surface, respectively. Borings
are located between the existing house and El Camino Real.
Surrounding land use is residential on the north, south and west sides. El Camino Real
bounds the property on the east. Land east of El Camino Real is zoned commercial and
is vacant as of this writing.
Review of historical photographs showing past land use referenced in the April 27, 2006
Phase I ESA, identifies agricultural activity on the nearly 10 acre parcel prior to Tabata
Farms ownership (1985). It is estimated that the site has been used for propagation of

various crops for approximately 70 years. In addition, the property has been occupied
since the early part ofthe 20'^ Century by a residence, barns, and sheds.
A 200-gaIlon steel above ground storage tanks mounted on a single axle frame with ball
hitch yoke. Mr. Noboru Tabata told VME during performance of the Phase I ESA that the
tank is moved periodically to different sites and has been historically used for fueling farm
equipment. Tank contents were identified as diesel fuel. No soil staining, nor distressed
vegetation were observed.
Based on the properties past land use (agricultural) and its proposed conversion to single
family residential lots, the sites past agricultural activity represents a potential
environmental concern to future residence. It was VME' recommendation to analyze soil
for organochlorine pesticides due to their environmental persistence and negative concerns
to acute and chronic human exposure.
Analysis of soil forthe carbamate and organophosphorus class of insecticides/herbicides
was not recommended by VME due to their relatively short half-life compared to the
chlorinated pesticide compounds. Carbamates and organophosphorus pesticides typically
break down to inert compounds quickly.
3.0 FIELD WORK
On October 23, 2006, VME collected seven (7) soil samples from depths of 0.5 - 2 feet
below surface grade. Soil samples SS-1 through SS-7 area located on the attached site
plan map as Figure 2. Chlorinated pesticides have a strong bond to soil grains and
generally remain where applied. Vertical movement typically occurs within the tillable zone
of land farmed, usually restricted to the upper 2-3 feet of soil.
It should be noted that VME observed dense soils throughout the site at an approximate
depth of 6-8 inches below the surface. It did not appear the site had been disced to
significant depths.
Tools used in sample collection were cleaned each time before re-use using the 'triple
bucket method'. Samples were placed in laboratory provided jars with Teflon lined lids,
sealed, labeled, and stored in a cooler at 4°C. Samples were taken by courier with chain-
of-custody documentation to a state certified analytical laboratory for analysis. Six of the
samples were analyzed for Chlorinated Pesticides using EPA Method 8081 A. One sample
was analyzed for Petroleum Hydrocarbons in both the gasoline and diesel ranges using
DHS Method 8015B.

The laboratory results posted no detectable concentration of 21 chlorinated pesticides in
the six (6) near surface soil samples analyzed. Analysis of one (1) soil sample for gasoline
and diesel fuels below the steel above ground storage tank (AST) also reported no
detectable concentration for either gasoline or diesel within their respective carbon ranges.
The laboratory results with depth of sample are tabulated below.

5.0 CONCLUSION
Based on historical land use as agricultural property, a total of six surficial soil samples to
a maximum depth of two feet below surface grade were evaluated for twenty one (21)
persistent compounds in the chlorinated pesticide group. In addition, one soil sample
beneath an above-ground fuel storage tank was evaluated for both gasoline and diesel
content at a depth of Yz foot below the surface.
It is the judgement of VME that we have performed an adequate baseline assessment of
surficial soil given historical land use and the potential environmental concerns associated
with the chemicals of concern and the planned development ofthe property into residential
building lots. Sample locations were randomly chosen to provide aerial coverage of the
site.

This limited assessment, performed on October 23, 2006, of near surface soil at the 2311
Camino Hills Drive property did not identify the presence of chlorinated agricultural
chemical residue nor petroleum hydrocarbons. The findings of this assessment does not
warrant further evaluation of site soils at this time.
6.0 LIMITATIONS
This report was prepared for the exclusive use by our client, Tabata Family Trust, and their
designated assignees. The findings of this report are valid as of the date of this report.
It should be noted that changes within the condition of a site can occur with time due to
natural or man created conditions, either on-site or from adjacent properties. In addition,
changes in the standard-of-practice and/or government codes and regulations may occur.
These circumstances may result in the invalidation of this report, in part or whole, which
may be beyond our control.
