E6211.1-SC Subject: Limited Phase II Site Characterization, Agricultural Residue Survey, 2373 and 2375 Pio Pico Drive, APN(S) 156-351-03, -07, -08, Carlsbad, San Diego County, California 92008 Dear Mr. Miles: In accordance with your request and authorization, this report presents the results of our Limited Phase II Environmental Site Characterization for the subject site located at 2373 and 2375 Pio Pico Drive, APN(S) 156-351-03, -07, -08, Carlsbad, San Diego County, California 92008 (see Figure 1, Site Location Map). This study was conducted to evaluate the presence of restricted agricultural residue contamination within the proposed residential development areas of the property, and should be reviewed in conjunction with our Phase I Environmental Site Assessment (ESA) report (GSI, 2011 [see Appendix A]). This current evaluation included the following: • • Collection of 18 surficial soil samples for chemical analysis of Chlorinated Pesticides utilizing EPA test method 8081A, within the proposed residential development areas; Data analysis; and, • Preparation of this report. As indicated in the Phase I Environmental Site Assessment (GSI, 2011}, the overall area was utilized for agricultural purposes from at least 1939 to present. Photographs from 1939 indicate the site and surrounding areas show features that are consistent with agricultural use. In the 1953 photograph, the single-family residence is noted in the same area as observed in GSI's recent site reconnaissance, and Interstate 5 is under construction. In the 1963 photograph, the sounding property is developed with residential homes and agricultural land. In the 1974 photograph, it appears that greenhouses have been utilized on the site for agricultural. According to Mr. Miles (of Miles-Pacific, LP), the organization purchased the nursery portion (APN(s) 156-35-03, and -08) in 1991. In 1995, the remainder of the subject property (APN 156-35-07), was purchased. Mr. Miles indicated that to the best of his knowledge, the property was also utilized as a nursery before acquiring the property in 1991. Site conditions, as observed during our recent site reconnaissance on March 10, 2011 were found to be generally as described in the recent GSI report (2010). Between the months of May and June 2011, GSI was initially onsite in several phases to collect surficial soil samples for discreet chemical analyses within the proposed 17-lot residential subdivision. Based on the initial laboratory test results (first phase), a second phase of sampling and laboratory testing was conducted. Similarly, based on the second phase laboratory test results, a third phase of sampling and laboratory testing was performed. The samples were initially obtained at a depth below existing grade of 8 to 10 inches (first phase); then%, 1, and 2 feet (second phase); and, finally 3 and 4% feet (third phase). The location of these samples is shown on Figure 2. Test holes were excavated utilizing a hand auger. Samples were collected, stored, and transported to a California Department of Health Services (DHS) certified laboratory the next day, following quality assurance/quality control procedures (QNQC) during all soil sampling activities. To minimize the chance of cross-contamination between samples, all sampling equipment was decontaminated prior to it's use in the following manner: • Wash with water and trisodium phosphate (TSP) solution. • Rinse twice with distilled water. A Chain-of-Custody record was recorded with the laboratory and is included in the laboratory report in Appendix B. LABORATORY CHEMICAL TEST RESULTS Initial chemical testing was performed on samples collected in the upper 10 inches of soil below existing grade. Except for DDE, DDT, and Toxaphene, no constituents of the Chlorinated Pesticides were reported above the laboratory detection limits (i.e., non-detect). In the upper 10 inches of depth, concentrations of DDE (ranging from 0.0058 mg/kg to 1.60 mg/kg), DDT (ranging from 0.160 mg/kg to 1.30 mg/kg), and Toxaphene (ranging from 0.350 mg/kg to 15.0 mg/kg). For comparison purposes, the California Human Health Screening Levels ([CHHSL] 2005), developed by the California Environmental Protection Agency (Cai/EPA, 2005), uses generally accepted exposure factors to estimate chemical concentrations in soil or soil gas that are below thresholds of concern for risks to human health, including a cancer risk to humans greater than one-in-one million (i.e., 1 x 10-6), and a hazard quotient of 1.0 for non-cancer effects (a hazard quotient of one or less is generally considered "safe"). In contrast, Toxaphene was detected well above the CHHSLs and may possibly represent a risk to human health and groundwater, if not mitigated. Mitigation may include utilizing the affected soils as fill onsite so as to not impact health and the environment. Typically, this is performed under the purview and approval of the lead agency (Department of Environmental Health [DEHJ) for the Regional Water Quality Control Board (RWQCB), by burying soil onsite with elevated concentrations of constituents above CHHSL levels, such that it is isolated from human contact and does not impact (i.e., leach into) groundwater. GSI has previously demonstrated to DEH (File No. H02725-001), that Toxaphene does not leach, and the DEH has approved burial of such; however, DEH may require additional testing in this regard. Subsequent to mitigation during grading, the ~emaining surficial soils with those constituents (DDE, DDT, and Toxaphene), would be at or sufficiently below the CHHSL, developed by the California Environmental Protection Agency (CEPA, 2005), so as not to represent a risk to human health; however, since residues were detected, additional sampling and testing will be reguired by the lead agency and/or RWQCB for a grading permit, based on past experience. • If required, the appropriate regulatory agencies should be provided with a copy of this report for their review and comment. E6211.1-SC August 4, 2011 Page6 I I I I I I I I I I I I I I I I I I I • • • Based on the concentration levels DDE, DDT, and Toxaphene at 2 feet across the majority of the site, approximately ± 17,500 cubic yards of affected soil may require special handling and disposal at the site by the controlling authorities. GSI has previously recommended, and the governing agency has approved, that affected soil be excavated, and on-site burial of impacted soils be performed to mitigate potential human health risks associated with the inhalation of and/or dermal contact with the pesticide Toxaphene. The remedial activities would be completed prior to construction of the proposed residential development. On a preliminary basis, on-site burial typically would most likely be restricted to selective placement of impacted soils to depths no greater than about 1% feet below the lowest utility in the street areas, no greater than 7 feet below residential slabs, side yards, and front yards, and no greater than 12 feet below planned grades within the backyards within the development. Affected soils should be buried within the property boundary only, and placed so as not to adversefy affect groundwater or surface water. Based upon recent chemical testing of near-surface soils onsite, detectable concentrations of restricted agricultural chemical residues do exist within the subject site. Based upon our knowledge of the subject property collected during our previous environmental site assessment of the property(GSI, 2011), as well as upon our experience with the City requirements and recommendations of the County of San Diego DEH Voluntary Assistance Program (V AP), additional sampling and testing is likely warranted. A detailed restricted agricultural chemical residue survey will likel be required by the City prior to the start of earthwork. A requesr should be made to the DEH for the site to be under their AP at t a me. LIMITATIONS GSI has performed the services for this project in accordance with the terms of a contract between GSI and Client and in accordance with current professional standards for investigations of this type. The conclusions presented in this report are based on the information collected during the study, the present understanding of the site conditions, and professional judgment. The interpretations and recommendations of GSI are based solely on information supplied by the Client. Findings of this investigation based on data provided by others carries no warranty, express or implied, as a result of the usage of such data. It is possible that future investigations may reveal additional data or variations of the current data that may require the current conclusions and recommendations to be re-evaluated.
