. • TENTATIVE SUBDIVISION MAP
Subdivision and development shall meet all requirements of the
subdivision, zoning, building codes, and General Plan and other
laws, ordinances or regulations of the City of Carlsbad,• and other
governmental agencies. Some of the more pertinent requirements
and procedures of the City are listed below for your information
and concurrence. Please read this list carefully and feel free
to ask for further information or explanation.
1. Final Map shall be completed within 18 months from the
date of final CityCouncil action on the Tentative
Subdivision Map. Two extensions of one year each may
be approved by City Council upon staff review of the
original decision.
2. The Final Map shall substantially conform to the
Tentative Subdivision Map. If otherwise, the Final Map
^ will be rejected and new Tentative Subdivision Map
hearings will be required for the revised plan.
3. All public improvements shall be made in conformity with the
Subdivision Ordinance and other City Standards, to the satis-
faction of the City Engineer, without cost to the City of
Carlsbad and free of all liens and encumbrances.
4. Prior to any construction, the applicant shall submit plans
to the appropriate entity providing domestic water to the
proposed development, for its approval of the location,
type and adequacy of water lines.
5. Prior to any construction, the applicant shall obtain approval
from the City Fire Department of the location and size of
fire hydrants.
6. The applicant shall install all required fire hydrants and
dry-stand pipes prior to framing construction, and said
fire appurtenances shall be functional prior to commencing
such work.
7. Street trees, as required by the City, shall be installed
by the applicant at his expense. Trees shall be of a
type approved by the Parks Department and shall be installed
to their specifications. If removal of any existing trees
is required by the City, said removal shall be at the
applicant's expense. It shall be the responsibility of
the applicant to make all arrangements with the Parks
Department concerning the requirements of this condition.
8. A detailed grading plan which includes proposed drainage
and erosion control landscaping and for other measures
such as desilting basins shall be approved by the City
Engineer prior to Final Map.
9. Immediately after grading, erosion control landscaping
and/or other measures such as desilting basins shall
be installed. This control may be the final landscaping,
if so approved.
10. A dp>taiied landscape and sprinkler plan shall be sub-
...itteci for Planning Director's approval for a^l graded
slopes 5' or greater in height and any other areas re-
quired by the City.
11. Prior to final building inspection clearance, all land-
scaping shall be installed or adequate bonding accepted.
Said landscaping shall be maintained in a manner accept-
able to the Planning Director.
12. No signs or advertising of any type whatsoever shall be
erected or installed until plans thereof have been approved
by the City of Carlsbad.
As part of the approval process, the City may modify these conditions
or add others, especially those of a more specific nature. The sub-
divider will bo notified of these modifications or additions by
Resolution.

STATEMENT OF AGREEMENT
TENTATIVE SUBDIVISION MAP
CITY OF CARLSBAD
The Subdivision Map Act and the Carlsbad Municipal Code sets a
fifty (50) day time restriction on Planning Commission processing
of Tentative Maps and a thirty (30) day time limit for City
Council action. These time limits can only be extended by the
mutual concurrence of the applicant and the City. By accepting
applications for Tentative Maps concurrently with applications
for other approvals which are prerequisites to the map; i.e..
Environmental Assessment, Environmental Impact Report, Condominium
Plan, Planned Unit Development, etc., the fifty (50) day time
limits and the thirty (30) day time limits are often exceeded.
If you wish to have your application processed concurrently,
this agreement must be signed by the applicant or his agent. If
you choose not to sign the statement, the City will not accept
your application for the Tentative Map until all prior necessary
entitlements have been processed and approved.
The undersigned understands that the processing time required by
the City may exceed the time limits, therefore the undersigned
agrees to extend the time limits for Planning Commission and
City Coiancil action and fully concurs with any extensions of
time up to one year from the date the application was accepted
as complete to properly review all of the applications.

The subject condominium project has recently been processed by
your department and we have determined that there has not been
a formal statement in behalf of the Costa Real Municipal Water
District. Accordingly, we advise you at this time that the
proposed development can be provided with public water service
pursuant to the rules and regulations of the Water District.
Of particular importance is the requirement of the Water Dis-
trict for individual water service where the condominium devel-
opments are, in fact, individual dwelling units. At such time
the development submits all its plans to the District we shall

Based on the findings and tests conducted during our preliminary soils investiyattorj for La Costa
South Unit Nos. 5, 6 and 7, our Project No. 69-9-8D, dated November 7, 1969, and the results
of tests oprd observations made during the site grading, presented In our reporl on Project No,
70-1-5D, cared October 19, 1970, it is concluded that expansive soils exist on certain portions
o? the site, ond that these lots were cut to the proposed finished rough grodcs. Retaining woll
footings should therefore be fourxded at least two feet bslow the lowest adjacent ground

V/here any permanent loads or foundation loads are located above a 45 degree line projected
upward and outward from o lower footing, then additional contributory loads should be added
to the active pressures presented in determining the total earth pressures. The above assumes
that all retaining walls will be protected from hydrostatic pressure by providing a perimeter
perforated pipe with gravel backfill outside the wall at 6 inches or mote lov/er than the fnsida
concrete slab on grade, qnd that this v/ill discharge into an on-site storm drain that directs ^
the water to the front of the lots. It is also recommended that all basemait walls be waterproofed.

An allowable passive pressure of 400 pounds per square foot may be used at a dapth of one
foot below the surface of the firm undisturbed natural soils, and this may be increased at the
rate of 200 pounds per square foot for each additional foot of depth below ono foot.

In accordance with the request o' rhe Building Inspection Department of tho City ofCarlsbad,
v/e have made an inspectio.": of the soil conditions existing on the subject lots.
An inspection wrjs made by a representative of our organization on May 1.5, 1980, and Jt
is concludecJ that t'le soil conditions are essentially the same as presented in our report
on the grading of this subdivision dated October 19, 1970. The soils in the upper ttiree feet
below finis'^cd grade v/ere classified as Type A on Lot 333 and Type B on Lot 384. Tiierefore,
-'e re comn"-do tions for special design and precautions presented in the above datcKl report
snouid be i.-corporated in the plans and specifications for any proposed ccnstruction on these lots,

runoff from roofs and conduct the v/ater in v/atertight pipos either into the streets
or storm draini. All surface drainage should ba prevented from ponding adjacent
to or running over the tops of slopes. Inlet boxes and watertight pipes should be
instcillod when necessaty to comply v/ith thci abova requirements.

Based on our teleplione conversation tills morning it is my under-
standing that when we make the following changes to our plans
and submit 18 prints of each revised sheet, the processing of
the subject project will resume:
1. eliminate the walkway and stairs along the northern
end of the site and terminate the easterly walkway
that leads to it with a 3'± high block wall from the
building to the retaining wall.
2. relocate the trash enclosure into the southwesterly
corner of the garage area and revise the affected
parking spaces, as discussed at out meeting of July
29, 1980.
3. show the two standpipes the Fire Department is
requiring on the site (the architect or the owner
will contact you for the locations).
If the above is incorrect or incomplete please call and let me
know, since we want to make the revisions and submit the revised
prints to you as soon as possible.
I trust that our ongoing efforts to satisfy the city staff's
concerns regarding this project have resulted in a mutually
satisfactory design that can now proceed rapidly and smoothly
through the public hearing process and on to construction.
