HomeMy WebLinkAboutCT 80-47; Andrex Development Company; Tentative Map (CT)STAFF REPORT (^) DATE: February 25, 1981 TO: Planning Commission FROM: Planning Department SUBJECT: CT 80-47/PUD-28 - ANDREX DEVELOPMENT COMPANY - Request for approval of a tentative subdivision map and Planned Unit Development to create and develop six industrial lots and buildings, in two phases, on the south side of Corte de la Pina between Yarrow Drive and El Camino Real in the P-M zone. I. PROJECT DESCRIPTION The applicant is requesting approval of a tentative subdivision map and Planned Unit Development to create and develop six industrial lots and buildings on a 15.96 acre parcel, located, as described above. The proposed development would be constructed in two phases, comprised of three buildings each. The first phase would include an internal cul-de-sac and three industrial lots and buildings (see exhibit D). These buildings would total 139,200 sq.ft. Each of the three buildings would be 30 feet in height, consisting of a main floor and mezzanine. The second phase of the project would include three additional lots and buildings. Two of the proposed buildings would be 30 feet in height, constructed with a main floor and mezzanine, totaling 74,500 sq.ft. The third building would be 43,000 sq.ft. constructed in three stories. II. ANALYSIS Planning Issues 1) Does the project satisfy the development standards and design criteria of the P-M zone and PUD Ordinance? 2) Is the overally circulation system well designed and capable of efficiently handling traffic generated by the project? III. DISCUSSION The purpose of a Planned Unit Development is to facilitate the development of comprehensively planned projects, emphasizing imaginative and innovative design, coupled with individual building ownership. A Planned Unit Development also allows some flexibility in the application of basic zoning and subdivision regulations to the particular property. Applying the standards of the P-M zone and PUD Ordinance to the entire property, the project would satisfy all basic development standards. As permitted by the PUD process, setbacks have been modified to reduce grading, preserve existing slopes and maximize landscaped areas. All lots created by this subdivision would exceed minimum lot area requirements for this zone. The buildings themselves would appear to be well-integrated to the internal street system, parking and loading areas and landscaping. Minimum parking requirements, for the P-M zone, would be exceeded for each building. The project would be adequately served by an internal cul-de-sac. This street would include two, eighteen-foot wide travel lanes and twelve foot wide landscaped medians. No parking would be permitted on the private street and signs would be posted to this effect. Staff has added, as a condition of approval, that a provision be placed in the CC&R'S to prohibit parking on this street to ensure compliance with this prohibition. The applicant is proposing to modify the required setbacks of the P-M zone by reducing these setbacks up to 10 feet. To support these modifications of the P-M setback standards and satisfy the design criteria of the PUD Ordinance, the applicant is proposing extensive landscaping. The areas along the private street, at the entrances to each lot, would be mounded and landscaped to screen parking areas. Existing and proposed slopes would be landscaped, to enhance the appearance of the project and to aid in erosion control. The applicant is, additionally, proposing to provide three passive recreational areas for the convenience of the occupants on the complex. As shown on Exhibits "C" and "E", typical elevations of Building A, the buildings appear well-designed and compatible with other existing developments and future planned uses in the area. The buildings would relate well to recreational and open areas. -2- The internal street should safely serve the entire development. Staff had only one concern regarding the overall circulation system. Staff feels that no individual driveway access should be permitted from Corte de la Pina. Due to the large volume of traffic generated to the development, staff feels a second access point, other than the private street, would not only prove confusing to visitors to the project, but would also result in potential vehicle conflict, particularly when Hughes Aircraft develops to the north. Staff feels that the entire project can be adequately and more safely served by the private street. Therefore, staff is recommending, as a condition of approval that the individual driveway at the end of Corte de la Pina to Lot C be deleted. Overall, staff feels the project has been well-designed and satisfies all development standards and design criteria of the P-M zone and PUD Ordiance. IV. ENVIRONMENTAL REVIEW The Planning Director has determined that this project will not have a significant impact on the environment, and therefore, has issued a Negative Declaration on January 14, 1981. V. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Planning Director and ADOPT Resolution Nos: 1771 and 1772, recommending APPROVAL of CT 80-47/PUD-28, based on the findings and subject to the conditions contained therein. As you will recall, I talked to you yesterday by phone regarding the new revised plan which contains a raised landscaped median (not a one-way puncture-type traffic control), which will allow only about thirteen parking spaces to have access directly from the cul-de-sac. All the rest of the parking spaces, and loading docks, will have access from the private street. It was agreed with you on January 19, 1981, in our meeting at City Hall, that if the above could be accomplished (as in the latest plan), this would have traffic bene- fits since, as contrasted to other plans which would encourage parking near the northwest corner building entrance on the private street curb, or require a drive- way on the inside of the private street curve, these few visitor spaces would not hurt traffic flow on the cul-de-sac, yet would also not encourage parking on the private street. In light of everything that is trying to be realized in the Andrex development, we agree with you that the newest plan (a portion of which is attached) is the best possible solution. Development shall substantially conform to the approved plan. 3) All public improvements shall be made in conformity with City Standards, to the satisfaction of the City Engineer, without • cost to the City of Carlsbad and free of all liens and encumbrances. 4) Prior to any construction, the applicant shall submit plans to the appropriate entity providing domestic water to the proposed development, for its approval of the location, type and adequacy of water lines. 5) Prior to any construction, the applicant shall obtain approval from the City Fire Department of the location and size of fi re hydrants. 6) The applicant shall install all required fire hydrants and dry-stand pipes- prior to framing construction, and said fire appurtenances shall be functional prior to commencing such work. 7) Street trees, as required by the City, shall be installed by tlie applicant at applicant's expense. Trees shall be of a type approved by the Parks Department and shall be installed to their specifications. If removal of any existing trees is required by the City, said removal shall be at the applicant's expense. It shall be the responsibility of the applicant to make all "arrangements with the Parks Department concerning the require- ments of this condition. 8) A detailed grading plan which includes proposed drainage and erosion control landscaping or other measures such as desilting basins shall be approved by the City Engineer. 9) • Immediately after grading, erosion control landscaping and/or other measures such as desilting basins shall be installed. This control may be the final landscaping if so approved. 10) A detailed landscape and sprinkler plan shall be submitted for Planning Diroctor's approval for all graded slopes 5' or'greater in height and any other areas required by iaw. n) Prior to final building inspection clearance, all landscap- ing and irrigation systems shall be installed or adequate bonding accepted. Said landscaping shall be maintained in a manner acceptable to the Planning Director. 12) No signs or advertising of any type whatsoever shall be erected or installed until plans thereof have been approved by the City of Carlsbad. As part of the approval process, the City may modify tlicse conditions or add others, especially tiiose of a moro specific nature. Form Planning 27 /Date of Planning Commission Approval STATEMENT OF AGREEMENT TENTATIVE SUBDIVISION MAP CITY OF CARLSBAD The Subdivision Map Act and the Carlsbad Municipal Code sets a fifty (50) day time restriction on Planning Commission processing of Tentative Maps and a thirty (30) day time limit for City Council action. These time limits can only be extended by the mutual concurrence of the applicant and the City. By accepting applications for Tentative Maps concurrently with applications for other approvals which are prerequisites to the map; i.e.. Environmental Assessment, Environmental Impact Report, Condominium Plan, Planned Unii: Development, etc., the fifty (50) day time limits and the thirty (30) day time limits are often exceeded. If you wish to have your application processed concurrently, this agreement must be signed by the applicant or his agent. If you choose not to sign the statement, the City, will not accept your application for the Tentative Map until all prior necessary entitlements have been processed and approved.
