Specific- ally discussed was Village "J". There has been a divergence of opinion as to how the various develop- ment ordinances should apply to areas indicated as development areas on the Master Plan. Staff feels the City should continue to secure, for open space, additional areas which they feel are sensitive. The developer and his consultants have felt that this very well should apply to development outside a Master Planned area, but that areas already within a Master Plan have addressed these concerns. It was pointed out that the problem we were all having was common throughout the Master Plan, not just in Village "J". He did feel that sensitivity should be shown in areas of transition to nat- ural open spaces. That the overall intent or integrity of the open spaces should be met. Particular attention should be shown to these areas in Village "J" and in the planning of future Villages. With respect to Village J, the developer and his consultants were to re-evaluate the transitional areas at the north end of the site and include the overall open space concept in the planning of "J", (the perimeter of the site) . : It was felt by all that there was now sufficient direction to work within the Villages, while addressing the concerns of staff and the intent of the Master Plan. As proposed, this project is not consistent with the intent of the Planned Development Ordinance and staff could not recommend approval of this project at its present density of approximately 8.5 du/ac in an area with a General Plan designation of 4-10 du/ac. 3. Staff recommends a more site-sensitive redesign that will limit development to the flatter portions of the site. These comments are only preliminary and based on the exhibits that you submitted to our department. Our.staff did not analyze the project in detail and other problems could still exist. . The layout consists of 108 dwelling units and a cul-de-sac public street off Elm Avenue. We also discussed comments on previously submitted Village "J" (228 dwelling units). The following was determined: VILLAGE "G" 0 No apparent obvious problems upon initial review. Study will be presented to the Planning staff for overall review & com- ments (Thursday 3-18-82). Mike will advise of comments and suggest future meeting. 0 Rick Allen will review engineering aspects. VILLAGE "J1 V A letter dated March 16, 1982, to Pacific Scene from City Planning with comments on "J", was given to Jon and Barry. Mike clarified that density was not the issue, but rather item 3 "site sensitive". 0 There appears to be a divergence of opinions on how to apply sensitive design standards to the various Villages. 1. Staff is applying the overall planning and design standards to each Village separately, without regard to the overall Master Plan. 2. It is our opinion, (Pacific Scene and their consultants), that where the Master Plan designated a Village, (see topographic map exhibit II-I of the Master Plan), it was the intent to impact that area with development. 3. All agree the design of the Village should be site sensitive and should be in conformance with the new P.D. ordinance. 0 It was decided a meeting should be held with Jim Hagaman, Mike Holzmiller, Mike Howes, Pacific Scene and Rick Engineering to determine the policy that should apply to the continued development of the Calavera Hills Master Plan. Gentlemen: The Planning Department has completed a preliminary review of your project located as described above. The following problems and concerns were found to exist: 1. As mentioned in our previous letters, staff feels that this project does not comply with the intent of the Calavera Hills Master Plan for Village J since the proposed design does not represent clustered multiple, family development. 2. Staff also has concerns about the location of Tamarack Avenue through a designated open space corridor in the Calavera Hills Master Plan area. Staff feels that the elimination of this open space corridor could be found acceptable if more open space is provided on-site as a trade-off. Otherwise, the d-eletion of this open space will remain an issue. 3. As proposed the plan submitted for review does not comply with the design criteria of the Planned Development Ordinance since it is not site sensitive and will be dominated by massive and parking areas. The plan submitted also did not provide for pedestrian circulation within the project. Staff recognizes the applicant's desire to provide views for as many units as possible, but cannot support a project that is not site sensitive. 4. Staff recommends a significant rede'sign.iri conformance with the Caiavera Hills Master Plan and the Planned Development Ordinance. 5. Staff would like to have a meeting with you and a represen- tative of Pacific Scene in the near future to attempt to resolve our differences concerning this project. The applicant may put in entry statements to discourage thru traffic, subject to the approval of the Engineering Department. A landscaped circle turn around rather then a cul-de-sac will be provided in the northwest corner. Rick Engineering will work out the driveway intersection conflicts near the entry off of Elm Avenue to the satisfaction of the Engineering Department. Twelve foot (121) emergency lanes will be provided between the driveways to discourage thru traffic, yet allow for emergency access. Staff was aware that the widening of the thru road from 32 feet to 40 feet would have a detrimental effect on the recreation area, but Rick Engineering said they would attempt to minimize the effect. Barry and Rollie also said that wherever possible they would attempt to cock the buildings at different angles to create a sense of diversity. VILLAGE G The plans for the carports were acceptable if the roof overhang was extended out 1 1/2 feet or 2 feet to create a shadow effect. The proposed storage areas to the rear of the buildings were acceptable except for the one unit where it was in the middle of the rear yard. The governing board wishes to advise the city officials and the residents of Carlsbad that as residential units are added to the community, it is likely that many classes in the district will be crowded, resulting in possible impairment to the educational and transportational services offered to the students. It is also likely that school schedules may have to be changed, resulting in an increase in the year-round pro- gram, or double sessions, or both. However, the district is able to assure you that school physical facilities will be available concurrent with need for this development as it is presently proposed. Additionally, new de- velopments in the area have constructed extensive new water system fa- cilities and the Water District has recently completed the TAP line so that there will be a capability of the Water District to expand upon its current retail water service. In view of the importance to set forth with clarity the applicable policy matters as related to public water service, we offer for your considera- tion the following comments and recommendations with respect to this im- portant level of service: 1. In accordance with a recently approved "interim agreement" between the City of Carlsbad and the Costa Real Municipal Water District, retail public water service for this proposed development will con- tinue to be provided by the Costa Real Municipal Water District. As mentioned previously, the lands under discussion have been served for many years already and in accordance with Resolution No. 256 of the Water District and applicable laws of the State of California, it is appropriate that the Water District continue to provide the service. 2. The development will be required to design and construct all of the appropriate public water system facilities in accordance with the adopted master plan for public water service that has been in effect for some time for the entire Lake Calavera Hills master plan area. As a matter of fact, there would be a continuation of the facilities that have been planned with all of the other villages of Lake Calavera Hills community. The number of lots were increased by two without any changes to the site plan. These revisions were requested by the developer to allow them additional flexibility in construction phasing. We are proposing to switch a 10 plex on lot 3 with the 8 plex on lot 7. This switch is being done to be, able to keep fill out of the canyon bottom adjacent to lot 3. The alignment of Tamarack Avenue has been shifted northly 25 feet to keep the fill slope out of the canyon bottom south of Tamarck and west of "A" Street. This movement gives the extra room needed on lot 7 to fill in the 10 plex building. The number of parking spaces will remain the same or possibly increase by one on the whole project. Mike felt there would be no problem with this shift in buildings. We will provide Mike with a revision for his files. Mike said they like the use of 5:1 slope off of "A" street into the canyon. However they would like the trail to traverse the 2:1 slope southerly of "Tamarack" to provide access from the canyon to "Tamarack". I suggested that we combine the bench in the fill with the trail and put in a 10" ± wide bench/trail. Mike felt this was a good idea. We will incorporate this into our grading plans. The City Attorney's Office does not have any problem with the City Engineer determining that the proposed final map is in substantial conformance with tentative map if the following conditions are met: 1. Bill explained that the reason the city preferres individual water meters on Condo projects is primarily due to problems created by group meters with home owners. Bill mentioned that the old condo ordinance contained language requiring individual meters and they want to stay with that policy. Richard Allen has discussed each option with the maintenance engineer and Mike Howes of City of Carlsbad Planning Depart- ment. They have decided to accept a pump station that serves only Village "J" based on the following reasons: 1. The proposed combined pump station would have to be located in the existing open space canyon adjacent to Tamrack Avenue. This location would require massive grading of this open space area. Proposed combined pump station location would be undesirable because it cannot be directly accessed from a public street. B. Richard has spoken with Mike Howes regarding engineering's desire to reduce the grade on Tamarack Avenue from 12% to 9%. Rick Engineering favors the 9% grade since it enables us to raise grades on Village "J" and reduce the quantity of export. This reduction in grade would raise the northerly portion of Tamarack Avenue adjacent to the open space corridor by 3-5 feet. Richard has convinced Mike Howes that the impact on the open space would be minimal. We will revise our plan to show the 9% grade on Tamarack Avenue. The setback of the buildings from Elm and Tamarack Avenues would remain the same. The internal portion of the pro- ject, bounded by "A" Street. Elm Avenue and Tamarack Avenue, would be raised approximately five feet. The usable pad areas in this area will actually increase in size. The perimeter areas of the site would only be raised approximately three feet in order that the open space corridors will not be severly im- pacted. The recreation lot will be slightly smaller in size but it will continue to exceed the minimum required area estab- lished by the Planned Development Ordinance. It is anticipated that the entire site will be raised approximately four feet. Since the grade change will be uniform across the site, the existing relationships between streets and pads will re- main the same. In order to eliminate any further encroachment into the open space a- long the westerly and northerly portion of the site as a result of this grade change, the following changes were approved: 1. Lot 1 0 The location of the 8-Plex and 10-Plex will be switched from the approved Tentative Map.0 No further encroachment into the open space area will result, no walls will be required.
