II. PURPOSE Lots 88-100 of Alga Hills (Carlsbad Tract 84-41) were created to provide a buffer between the small lot product type within a majority of the Alga Hills development area I and the large lot custom homes east of Alga Hills. In order to maintain the unified character of this neighborhood yet at the same time retain I individual identity for each custom lot, design guidelines have been developed to provide the owner of each lot with general as well as specific development guidelines. The intent of these guidelines is to provide the developing lot owner with a clear view of the I applicable City standards which must be followed during the design stage of each lot. I These guidelines have been divided into two sections. The first section identifies those guidelines which apply to all of the lots, while the second section identifies the guidelines which apply directly to a specified lot. Each lot has its own set of guidelines which I must be followed by the developing lot owner. These guidelines satisfy Condition 30 of Resolution No. 2550 approving CT 84-41/PUD- 1 77. I ll. DEVELOPMENT REVIEW PROCESS All proposed improvements to Lots 88-100 shall adhere to the Covenants, Conditions and I Restrictions for Alga Hills. Any prospective buyer or subsequent successor in interest shall be provided a copy of these guidelines prior to the purchase of the property. I 1 I I I The Alga Hills Architectural Committee shall have the opportunity to review and approve any proposed development or modification to Lots 88-100 prior to application for building permits to construct of any improvements. GENERAL DEVELOPMENT STANDARDS ARCHITECTURAL STANDARDS The objective to these architectural standards is to identify the architectural design conceptat Alga Hills, and thus ensure that the architecture for the custom lots is consistent with that of existing homes in the community. The description of the architectural elements and concepts is not intended to restrict or regulate, but to I define a consistent design direction and level of quality. By adhering to these standards the neighborhood will express individuality and I contribute to the unified community theme. Implementation of the community theme and design concepts in these guidelines will establish a residential environment with sufficient identity and architectural character to instill a unique I "sense of place". Any improvements to Lots 88-100 shall be in accordance with the recorded I 'Declaration of Covenants, Conditions and Restrictions for Alga Hills with special attention to Articles VI & VII and the Alga Hills Custom Lot Design Guidelines. 1 Architectural Elements: I I I 1 I I 1 I I The architecture of these custom single family homes will range in variety and configuration, offering distinct architectural styles to the community. The various architectural styles will be used to reinforce 'the individuality of this neighborhood. The following table provides four general categories of architectural elements under four architectural styles which may be incorporated into the design of the custom homes. The home builder must design the home utilizing the architectural features under the chosen architectural style. The minimum offset on planes shall be 18 inches and shall include but not be limited to building walls, windows and roofs. The minimum depth between faces of the forward-most plane and the rear plane on the front elevation shall be 10 feet and a plane must be a minimum of 30 sq. ft. Rear elevations shall adhere to the same criteria outlined for front I elevations except that the minimum depth between front and back planes on the rear elevations shall be 6 feet. I The predominant roof framing for each floor plan shall show a variation in roof line and direction for both the front and rear elevations. I Projections - Fireplace structures, cornices, eaves, belt courses, sills, buttresses, and I other similar architectural features projecting from a building may intrude up to two feet into the required setback areas. I Building Height - The maximum height within the Alga Hills custom lot area shall not I exceed 30' and two stories with a minimum 3:12 roof pitch. Setbacks - Since this project is to be developed as custom lots, varied setback requirements for each lot shall be utilized. The varied setbacks will enhance the custom lot character of this area as well as provide a greater sense of individuality between the lots. Setback requirements will be provided in the specific lot by lot standards of the Individual Lot Development Guidelines section. I I I I I I I 1 I I I I I F~ n~ Iii Alga Hills Custom Lot Design Guidelines I Room Additions - Room additions shall be compatible in design and color with the main I structure. All proposed room additions and accessory structures shall follow the setback guidelines provided under each individual lot. Grade I level decks, patios, jaccuzies, masonry barbecues and patio covers that do not involve second story decks may extend to the top of slope provided they do not exceed 100 square feet in roof area (10' x 10'). I Lot Coverage - All buildings, including accessory buildings shall not exceed 60% of the lot area. Driveway Widths - Driveway widths shall not exceed 30% of the lot width or 24', whichever is greater, within the front yard setback. I GRADING Change to the existing grade as established by the approved Alga Hills Grading Plan (CT 84-41) on file in the city of Carlsbad for lots 88-100 shall not be permitted without the processing and approval of a Hillside Development Permit. This provision excludes excavation necessary to construct underground garages and/or basements. An additional exclusion will include the construction of a 3' maximum height retaining wall into the toe of side yard slopes. The retaining wall shall not be permitted closer than 2' from the property line and shall not allow for a decrease in the distance between the buildable areas of less than 20 feet. Any other revision to the approved grading plan will require the approval of the City Engineer and the Planning Director. I I F, n. [1 n I I I H Alga Hills Custom Lot Design Guidelines I LANDSCAPE GUIDELINES I The intent of the landscape guidelines is to insure that the individual lots will be compatible with the surrounding community as well as provide for a safe and visually complimentary buffer between the man-made and natural environments. I I I. I I I I I I I I I I I 1 I I Landscaping shall be installed by the individual property owner within six (6) months after the later to occur of (i) close of escrow for the sale of a Lot, or (ii) issuance of a Certificate of Occupancy for a residence constructed on such lot. The landscaping shall be installed at the discretion of the Owner as to the type and amount of landscaping. However, the owner shall submit plans and specifications to the Architectural Committee for their review and approval prior to installation. The landscape plans shall be consistent with the Alga Hills CC&R's and shall utilize the following guidelines: All lots shall comply with the City of Carlsbad's Landscape Guidelines Manual for landscape installation, irrigation and maintenance. All construction for a new residence shall provide a landscape plan accompanied by the written approval of the Alga Hills Architectural Committee which will be approved by the Community Development Department as part of the building permit. No additional landscaping shall be installed on manufactured or natural slopes within a lot adjacent to natural areas other than that which has been approved as part of the Alga Hills Landscape Plan on file in the City of Carlsbad (Dwg. 288-6L) for slope landscaping within the Alga Hills development area. Lots with reduced front yard setbacks (less than 20 feet) shall provide enhanced landscaping in the front yard setback to the satisfaction of the Planning Director. FENCING Fencing shall be installed by each lot owner at their discretion except as outlined in the following paragraph. However, the fencing height and location shall comply with City ordinances and policies as well as the Alga Hills CC&Rs. Fence height shall not exceed 6' in rear yard and side yard setbacks and 42" in the front yard setback. 7 I I Alga Hills Custom Lot Design Guidelines For the purpose of protecting the natural vegetation existing in the canyon from invasive non-native species, a landscape barrier wall which is compatible with I existing walls within Alga Hills shall be approved and constructed as part of the building plans for each individual home. The solid portion of this wall shall have a minimum height of 30". Any additional height above 30" shall be compatible with existing wall design in Alga Hills. This wall shall extend along the top of I slope of Lots 88 through 97. I All fences installed shall be in conformance with the Fencing Plan for Alga Hills as approved by the City of Carlsbad Planning Department. All fences shall be painted or stained. In the event that fencing requires replacement, the new I fencing shall be substantially identical to the fencing being replaced, unless other fencing is approved by the City of Carlsbad Planning Department. I MANUFACTURED AND NATURAL SLOPE AREAS I Each lot owner shall keep, maintain, water, plant and replant in accordance with the approved Alga Hills Landscape Plan all slope banks located on owner's lots (other than slopes within the Common Maintenance Area) to prevent erosion and I to create an attractive appearance. Minor accessory structures such as, but not limited to decks, gazebos, sheds, I jaccuzies, etc. shall not be permitted on manufactured or natural slopes without the processing and approval of a Hillside Development Permit. I Approval of these guidelines shall not excuse compliance will all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at the time of building permit issuance. INDIVIDUAL LOT DEVELOPMENT GUIDELINES In order to encourage diversity in development and provide for consistency with the City of Carlsbad's ordinances and policies, the following individual lot development guidelines are provided. The development guidelines for each lot were created based on a lot by lot analysis. The following provisions for each lot optimizes the developable areas while minimizing the impacts to adjacent development. Each lot contains a set of written guidelines as well as an exhibit which identifies the lot and provides an illustrative interpretation of the intent of the development guidelines.
