That's what a City Council- appointed committee is now studying in order to determine whether the city should pursue having a San Diego State University ampu.s located here. While the council recently approved the 167-acre Batiquitos Lagoon Educational Park, it ma\ also be desirable to have an undergraduate school which includes liberal arts — provided an adequate site can be located. "We're looking at two different things." said Julie Nygaard. chairwoman on the council-appointed committee and a mem- ber of the Carlsbad school board. "We're looking at (land use) and we're looking at how people will be enhanced by a campus here." Among the concerns ofthe City Council is the traffic, parking and housing impact an SDSU campus would have on the city. One site being considered is part of an 800-acre parcel southeast ofthe intersec- tion of Palomar Airport Road and El Cami- no Real. However, at its meeting Tuesday, the committee directed the city's research manager to find other possible sites. Richard Rush, SDSU's North County director, said 300 acres of land are needed for the campus. Carlsbad, Vista. San Marcos and Escon- dido have expressed interest in having the campus, which will be the subject of a $250,000 state study to determine the needs of a North County satellite and its feasibility. Proposals from consultants who want to do the study are being re- ceived, with selection expected by Dec. 1 and a completed study by early February. According to Nygaard, the campus would be an asset to Carlsbad if an ade- quate site can be found. "I think the intellectual and cultural cli- mate here would be enriched," she said. "It changes the complexion of the com- munity. For instance, you can have the- ater. It can help attract industry. And there are a lot of people in Carlsbad who would be interested in advanced courses." Nygaard said that an SDSU campus would provide cultural aspects that will not be part of the Batiquitos Lagoon Edu- cational Park, which will offer graduate level courses in law, public affairs, architecture, real estate, and communica- tion and information sciences. "It would be positive if we could have some of the humanities in addition to those things," Nygaard said. Presently. Escondido and Vista have ex- pressed a desire to have the campus in their cities and are researching possible sites. The most ambitious efforts to entice the campus within its city limits have come from San Marcos, which has located a site and received a tentative agreement from the site's owner to sell. Nygaard conceeded that San Marcos has two advantages over Carlsbad: cheaper land and better access from Route 78. But she added that a San Marcos campus would still be close enough to benefit Carlsbad citizens. While North County director Rush said that it is expected that the study will show a need for the campus, similar studies in Contra Costa and Ventura counties may pit the three areas against one another for state construction funds. "I would suspect that if the feasibility study showed that campuses were needed in all three areas, there might be competi- tion for state funds," Rush said. "But I don't really know. It's a political ques- tion." Approval of Carlsbad Boulevard Alignment O'Day will prepare alignment plan of Carlsbad Boulevard to be approved by the Planning Department, Engineering Depart- ment and Planning Commission for determination of substan- tial conformance. The alignment will be the same as shown on the tentative map, and master plan. The beach parking lot will be on the West side of the road as originally shown. 4. Assessment District is way ahead of the rest of the project. It will have to wait for the critical issues to catch up. (Particularly #1, #2, & #3 above). 5. Completion of "Subdivision Package" improvement plans, final maps, grading plans, etc. Willdan is checking these...just about ready to enter its third check, will probably be finished ahead of "critical issues", and have to wait. 6. The following exceptions are requested: Compact Parking As we have discussed, an allowance of 25 percent compact parking is requested for the non-residential areas of the Batiquitos Lagoon Educational Park Master Plan area. The dimensions of these spaces are 8 feet by 15 feet. Based on a review of many other jurisdictions, it is felt that a greater proportion of compact parking could easily be supported for the Master Plan area. Therefore, we would like to maintain the option of proposing a higher proportion of compact parking. If we do elect to request a higher ratio, we will also present data to support the request. Building 1-7 Fly Loft The institute auditorium building has been designed to include a fly loft which extends 55 feet above ilnished grade. The purpose of the loft is to house lighting and scenery. As a result, the facility will be suitable for legitimate theater and local productions. It is felt that since the long axis of the loft is located in an east-we:st orientation, the additional 20 feet height will be a very minor visual impact while providing a major benefit to the community. In accordance with Section 18 of the Street Design Criteria of the City Standards, the Planning Commission shall have the authority as an administrative act to grant variances to the City Standards provided the following findings can be met: 1. That there are extraordinary or unusual circumstances or conditions applicable to the situation of surrounding property necessitating a variance of the Standards. 2. City staff has reviewed the variance request and is making the recommendation that follows in this memorandum. Location: CT 85-37/PUD-95/SDP 85-15/CT 85-38/PUD- 96/SDP 85-19 - North side of Batiquitos Lagoon between 1-5 and Carlsbad Blvd. 1. Request: Installation of landscaped median island in Windrose Circle between Avenida Batiquitos and Avenida Encinas (maximum 14' width) Oune 12, 1986 BLEP Page: 2 Reason: The developer desires to create an aesthetically pleasing drive around the school site. Also, the medians will assist in reducing the number of left turns in and out of the school and residential parking lots onto Windrose Circle. Staff Recommendat ion: Approve. Explanation: The project is unusual in that it is an educational park and Windrose Circle is a completely circular drive. The addition of a median will increase traffic safety along this stretch of roadway, given the large number of proposed driveway accesses onto this street. The installa- tion of a median in this area, where none is required by Standards, would increase the cost of maintenance in this road. The issue of maintenance cost can be mitigated by conditioning the property owner to maintain the median landscaping in perpetuity. Staff has prepared a condition of approval, included with this project, which accomplishes these miti- gating measures. 2. Request: Reduction of intersection spacing on Avenida Batiquitos (Avenida Encinas) between the intersection of Ponto Drive and Carlsbad Boulevard from the City Standard of 600 feet to 320 feet. Also requested is the installation of a proposed median island (maximum 8 foot width) within Avenida Batiquitos between Carlsbad Boulevard and Windrose Circle. June 12, 1986 BLEP Page: 3 Reason: Ponto Drive is needed to service the property between Carlsbad Boulevard and AT&SF Railroad. The proposed Avenida Batiquitos bridge over the railroad precludes the relocation of Ponto Drive further east to meet City intersection spacing standards. The median island is being proposed as a mitigating measure to reduce the adverse effects of the reduced intersection spacing and to prevent left turn movements into and out of a proposed driveway from the commercial site at the southeast corner of Avenida Batiquitos and Ponto Drive. Staff Recommendation: Approve. Explanation: This particular site is unusual in that it is constrained by Carlsbad Boulevard and the AT&SF Railroad. The proposed design meets all other City Standards with regard to grade and alignment. With the inclusion of the median and the installation of traffic signals at these intersections, staff feels the project as proposed will meet the minimum safety standards of the City. No drainage problems will occur as a result of these standard variances. DAVID A. II. PROJECT DESCRIPTION On October 22, 1985 the Carlsbad City Council unanimously adopted Master Plan-175 for the Batiquitos Lagoon Educational Park. All applications for the Phase I portion of the property including, CT 85-14/PUD-90 and SDP 85-5 were also approved at this time. The applicant is now requesting approval of all required Phase II and Phase III development applications. These applications include a tentative tract map, planned unit development and site development plan for Phase II and a tentative tract map, non- residential planned unit development and site development plan for Phase III of the Master Plan. It is noted here that these projects (CT 85-37/PUD-95/SDP 85-15/CT 85-38/PUD-96/SDP 85-19) were submitted to the City prior to January 14, 1986. In accordance, per Urgency Ordinance No. 9791, these projects may be processed and approved, provided that no final maps or building permits are issued. Final maps and building permits cannot be issued until after the City Council approves a development management system and phasing plan for the subject property. A. Phase II As shown on Exhibit "AA", Phase II (45.6) is composed of the remaining one-half of Planning Area "A" and Planning Areas "D", "E", "F", "G" and "H". It is noted here that Planning Area "I" of Phase II has been excluded from this application in that the applicant is still working out the design details for the proposed uses. This Planning Area will be brought forward as a separate application when all details are resolved. The tentative map (CT 85-37) for Phase II proposes the development of 432 residential units (28 zero lot line single family units, 144 condominium units, 160 townhomes and 100 student housing units), six educational institute buildings (135,900 sq. ft.), two office buildings (135,800 sq. ft.) and three research and development buildings (192,500 sq. ft.). Approximately 20.5 acres of this phase will be utilized for streets and institute parking (1,312 spaces). The proposed Phase II will have a residential density of 13.2 du/ac (432 du's over 32.7 acres). The General Plan for the residential portions of Phase II is RMH (8-15 du/ac). The 13.2 du/ac falls just above the mid-range. The General Plan for Planning Area "A" is P (Private School). All uses proposed in Phase II are compatible with this designation. The Planning Area "A" (12.9 acres) portion of Phase II is proposed to be developed with educational institute uses, including six educational institute buildings, two office building and three research and development buildings. In addition, this planning area will include 1,312 parking spaces in two parking lots (one of which is decked). The educational institute buildings are proposed to include schools of public affairs, communication and information science, land use and real estate, and Pacific Rim studies. Planning Area "D" (4 acres) will consist of 36 townhome units developed as 6 six-plexes. These units will range in size from 1,515 square feet to 1,730 square feet. Each of the units will have a tuck under two-car garage. A 17,000 square foot recreation area including a pool, spa, recreation room and barbecue as well as a linear water feature will be included within this Planning area. Planning Area "E" (6.2 acres) will consist of 144 condominium units proposed to be developed in fourteen, ten or eleven-plex structures. These units will range from 1,017 square feet to 1,441 square feet in size. Underground parking and storage areas will be provided with each unit. In addition, a 16,000 square foot recreation area with a pool, spa, recreation building and barbecue will be located within the center of this planning area. -2- Planning Area "F" (7.7 acres) will consist of 54 townhome units developed as 9 six-plexes. Similar to Planning Area "D", these units will also range in size from 1 ,515 square feet to 1 ,730 square feet and each unit will include a two car tuck under garage. All units will be setback a minimum of 80 feet from the Lakeshore Gardens Mobile Home Park to the north. This open space area in addition to a 24,000 square foot recreation area with pool, spa, recreation building and barbecue vrill provide recreation/open space amenities for this planning area. Planning Area "G" (9.9 acres) will consist of 100 student housing units and 70 townhome units. The student housing uints will be developed in 8 twelve or thirteen-plex structures with each unit being 1,067 square feet in size. Underground parking and storage will be provided for each unit. The townhomes will be developed in 12 five or six-plex structures ranging from 1,515 to 1,730 square feet in size. Each unit will have a two car tuck under garage. A minimum 50 foot buffer will separate the student housing from the townhomes. This buffer will provide an open space/recreation area of approximately one acre. In addition, another 32,400 square foot recreation area including a pool, spa, recreation building and barbecue will be included within the center of this planning area. Planning Area "H" (4.9 acres) will consist of 28 single family detached homes on lots which vary in size from 5,100 square feet to 8,200 square foot. The residential units will range in size from 1,701 square feet to 2,014 square feet. Of the 28 homes, 7 will be single story. The single story homes are located adjacent to designated 20 foot wide view corridors (of which there are three) to the lagoon. The remaining homes will be two- story. All units will be setback a minimum of 45 feet from the lagoon bluff edge. B. Phase III Phase III (see Exhibit "AA") (41.1 acres) is composed of Planning Areas "J", "K", "L", "M" and "P". The tentative map (CT 85-38) for Phase III proposes the development of 119,600 square foot of commercial/tourist commercial uses, 44 apartment units located above the commercial area, a 150 room executive suite hotel with a 25,000 square foot conference center, 220 external hotel suites/casitas, 1,488 parking spaces and 12.1 acres of open space. Approximately 7.8 acres of this Phase will be for streets and parking. The General Plan for Planning Areas "J", "K", and "L" is TS/C (Travel Service Commercial). Planning Area "M" is designated N (Neighborhood Commercial) and Planning Area "P" is designated OS (Open Space). All uses proposed in Phase III are consistent with the underlying General Plan designations. -3- Planning Area "J" (4.7 acres) will consist of 58,600 square feet of tourist commercial uses, developed in four commercial structures. The uses in this planning area are proposed to provide necessary services (restaurants, laundry services, beauty shops, etc.) for guests of the hotel proposed in Planning Areas "K" and "L". Parking will be provided at a ratio of one space/200 square foot and will be located at grade and underground. Pedestrian plazas will be located within this planning area. Planning Area "K" (12 acres) will consist of 220 hotel suites and private recreation facilities. This Planning Area will function as an extension of the main hotel located in Planning Area "L". The 220 hotel suites will be located in 24 separate buildings. A linear water feature will be located within the center of this planning area, running north to south and providing a dramatic entrance to the main hotel lobby in Planning Area "L". All required parking at a ratio of 1.2 spaces/suite will be provided below grade. A private driveway designed to collector street standards will provide access to Planning Areas "K" and "L" from Avenida Batiquitos. This accessway will include a landscaped median and hotel entry treatment. Planning Area "L" (5.9 acres) will include a 150 suite executive hotel with 25,000 square feet conference center and private recreation facilities (pool, spa and sundeck) for guests. All uses will be included in a single hotel structure with conference facilities located along the structures wings. The hotel facility and conference center will provide specialized meeting and lodging facilities to accommodate visitors, businesses and conference groups. Underground parking will be provided at a ratio of 1.2 spaces/suite and one space/100 square feet of conference center area. The conference center will be developed in two phases of 12,000 and 13,000 square feet. Planning Area "M" (6.4 acres) will include 61,000 square feet of neighborhood commercial uses proposed to be developed in five commercial structures. This commercial area is designed to resemble a small village Town and Country Center similar to the one located in Rancho Santa Fe. As with Planning Area "J", pedestrian plazas will be located within this Planning Area and parking, at a ratio of one space/200 square feet, will be provided at and below grade. A total of 44 apartment units are also proposed to be located along the second story of buildings C-2a and C-2c. These units will range in size from 495 square feet to 1,435 square feet and will include studio, one-bedroom and two-bedroom units. Residential parking will be clearly labeled and provided below grade. The parking ratios for these units will be consistent with the City's newly adopted parking standards. Guest parking will also be located underground and will be clearly labeled. Planning Area "P" (12.1 acres) which is located along the lagoon will be preserved in open space. -4- Ill. ANALYSIS A. Phase II - Tentative Map/Planned Unit Development/Site Development Plan Planning Issues 1) Does the proposed project conform to the Master Plan? 2) Do the proposed residential planning areas comply with the standards of the Planned Development Ordinance? D iscussion As proposed, this project complies with the specific guidelines and development standards of the Batiquitos Lagoon Educational Park Master Plan. The only exception to Phase II's total compliance with the Master Plan development standards is institute building 1-7, which is located near the center of Planning Area "A". This institute auditorium building is proposed to include a fifty-five foot high fly loft. The standards of the Master Plan for Planning Area "A" restrict structural heights to thirty-five feet. The project applicant will be required to process a Master Plan amendment for this height variance request. Since a Master Plan amendment application has not been processed, staff has included Condition No. 24 to Resolution No. 2556 to specify that this portion of the structure is specifically not approved with this application and that a Master Plan amendment will be required. The remainder of Planning Area "A" is in total compliance with the standards of the Master Plan. Planning Area "A" as proposed includes a one acre linear water feature in association with a variety of pedestrian plazas and open areas. This planning area is proposed to be developed to its maximum structural square footage per the Master Plan, however, staff feels that the project as proposed justifies this intensity of development. Although staff believes that the parking requirement for Planning Area "A" (one space/330 square feet and one space/2 students or staff) will be adequate, the Master Plan text indicates that parking ratios for this planning area may be adjusted after the Phase I portion of Planning Area "A" is developed and operational and an onsite parking study is conducted. In accordance with this concern, staff has added Condition No. 22, of Resolution No. 2556, to stipulate that two buildings, to be determined by the Planning Director, within Phase II, Area A will not be issued building permits until after the buildings approved in Planning Area "A", Phase I are constructed and operating to the satisfaction of the Planning Director. At that time, a parking study will be conducted to determine the adequacy of the existing parking. -5- The residential Planning Area "D", "E", "P", "G" and "H" all conform specifically with the development standards of the Batiquitos Lagoon Educational Park Master Plan. The 432 dwelling units proposed are equal to the maximum allowed by the Master Plan. As discussed earlier in this report, the overall residential density for Phase II is 13.2 du/ac, which is consistent with the RMH (8-15 du/ac) General Plan designations for these residential portions of Phase II. Staff feels that the overall design of each residential planning area in addition to each planning areas specific compliance with the Master Plan standards justifies the density proposed within each planning area as discussed below. As proposed all of the residential planning areas in Phase II meet or exceed the development standards and design guidelines of the Planned Development Ordinance. All of the residential units will have either a two car garage or two underground parking spaces. The two car garages will have a minimum dimension of 400 square feet. This will provide adequate space to fulfill the storage requirements as well as provide parking for two cars. For those units with underground parking, storage lockers will be provided adjacent to the parking spaces to satisfy the storage requirements of the PD Ordinance. Adequate guest parking will be available in parking bays or in underground parking garages located throughout the site. All underground guest parking will be clearly marked for easy identification. All of the single family residential units (Planning Area "H") will have a minimum rear yard dimension of 15 feet. Per the PD Ordinance this area is deemed adequate for recreation space. All of the remaining residential Planning Areas will each include recreation centers consisting of a pool, spa, cabana, sundeck, barbecue and lawn area. Staff feels that the tentative map, planned unit development and site development plan for Phase II meet the intent and standards of the Master Plan and that the residential developments proposed meet the standards of the Planned Development Ordinance. B. Phase III - Tentative Map/Planned Unit Development/Site Development Plan Planning Issues 1) Does the proposed tentative subdivision map satisfy all requirements of the Carlsbad Zoning and Subdivision Ordinances and the State Map Act? 2) Does the proposed projects site development plan conform to the development standards and design guidelines of the Batiquitos Lagoon Educational Park Master Plan? -6- Discussion As proposed, this tentative map meets all requirements of the Carlsbad Zoning Ordinance, Subdivision Ordinances and the State Map Act. The proposed lots will be adequate in size and shape to accommodate development permitted through the Master Plan and PC Zone. However, because the new lots created through the tentative map will not front on or gain access from a fully improved and dedicated public street, a non-residential planned unit development permit has been requested. In order to meet City concerns, joint access, parking and drainage agreements will be required as conditions of approval. Staff believes that the internal circulation system will be adequate to accommodate traffic generated and provide access to individual lots. The proposed Phase III project site development plan complies with the guidelines and specific development standards of the Batiquitos Lagoon Educational Park Master Plan. Again, however, similar to Phase II, the project applicant is proposing that the hotel conference center (Building C-4, Planning Area "L") be approved with a fifty-five foot tall atrium space. The standards of the Master Plan for Planning Area "L" restrict structural heights to thirty-five feet. As dicussed earlier, the project applicant will be required to process a Master Plan amendment for a height variance request. Since this Master Plan amendment request has not been processed, staff has included Condition No. 20 to Resolution No. 2558 indicating that this portion of the hotel structure is specifically not approved with this application. The remainder of Planning Area "L" and Planning Areas "J", "K", "M" and "P" are in total compliance with the standards and design guidelines of the Master Plan. All of the planning areas of Phase III will include adequate parking and open space/pedestrian plaza areas. The architecture of buildings within these planning areas will be of early Spanish, stucco and tile materials and will be internally compatible. All of the planning areas in Phase III are proposed to be developed to the maximum square footage allowed by the Master Plan. However, staff believes that based upon each planning area's design treatments and specific compliance with the Master Plan, approval for each is merited. Local Coastal Program Compliance 1) Is the proposed project in compliance with the West Batiquitos Lagoon/Sammis Properties Local Coastal P rogram? As proposed, this project (Phases II and III) is generally consistent with the approved West Batiquitos Lagoon/Sammis Properties Local Coastal Program as certified by the Coastal Commission in November 1985. In order to ensure complete project -7- consistency, two conditions (Condition Nos. 31 and 34) have been added to Resolution Nos. 2555 and 2557. Condition No. 34 deals with a required agricultural conversion fee per acre, which will allow the project applicant to pay a fee per acre in order to convert 100 acres of agricultural land on the property for development purposes. The other Condition No. 31 stipulates that this project, ( CT 85-37/PUD-95/SDP 85-15/CT 85-38/PUD-96/SDP 85-19) shall comply with all of the specific conditions of LCP Permit No. 6-85-482. It is also noted that the Batiquitos Lagoon Education Park Master Plan (MP-175) will be amended to include this agricultural conversion fee reguirement. The Local Coastal Program covering the property will also have to be amended to specify that the fee applies to 100 acres instead of 61 acres as originally approved by the City Council. Traffic Analysis A Traffic Study for the Batiquitos Lagoon Education Park (Barton- Aschman Associates, dated February 25, 1986) has been submitted to the City. The Traffic Study reveals some future roadway deficiencies along the Poinsettia Lane/I-5 interchange and the La Costa/l-5 interchange which are capable of mitigation. The suggested mitigation measures, particularly at the 1-5 freeway interchange with La Costa Avenue and with Poinsettia Lane, appear to be physically practical and would thus satisfy the City's concerns about future traffic operational adequacy. The report suggests a cost-sharing percentage for the 1-5 interchange improvements. We cannot necessarily agree with those recommendations. In all likelihood, an assessment district and/or bridge and thoroughfare district will be formed to construct the 1-5 interchange improvements. The cost-sharing percentage for the various parties in the assessment district should be determined by an independent assessment engineer. In conclusion, staff believes that; (1) the proposed Phase II project with the exception of the 55 foot high fly loft in Building I-7conforms with the development standards of the Master Plan, (2) that the residential planning areas of Phase II comply with the standards of the Planned Development Ordinance, (3) that the Phase III tentative subdivision map satisfies all requirements of the Carlsbad Zoning and Subdivision Ordinances and the State Map Act, (4) that the proposed Phase III projects site development plan, with the exception of the 55 foot hotel atrium, conforms with the development standards of the Master Plan and that the proposed project is in compliance with the West Batiquitos Lagoon/Sammis Properties Local Coastal Program. Therefore, staff recommends conditioned approval of CT 85-37/PUD- 95/SDP 85-15 and conditioned approval of CT 85-38/PUD-96/SDP 85- 1 9 . -8- IV. ENVIRONMENTAL REVIEW An Environmental Impact Report (EIR 84-3) has been certified for this property as part of the Batiquitos Lagoon Educational Park Master Plan. Since no major changes are proposed with this project, the Planning Director has determined that this project will not have a significant affect on the environment and, therefore, has issued a Negative Declaration on April 23, 1986.
