ENVIRONMENTAL IMPACTS STATE CEQA GUIDELINES, Chapter 3, Article 5, section 15063 requires that the City conduct an Environmental Impact Assessment to determine if a project may have a significant effect on the environment. The Environmental Impact Assessment appears in the following pages in the form of a checklist. This checklist identifies any physical, biological and human factors that might be impacted by the proposed project and provides the City with information to use as the basis for deciding whether to prepare an Environmental Impact Report or Negative Declaration. A Negative Declaration may be prepared if the City perceives no substantial evidence that the project or any of its aspects may cause a significant effect on the environment. On the checklist, "NO" will be checked to indicate this determination. * An EIR must be prepared if the City determines that there is substantial evidence that any aspect of the project may cause a significant effect on the environment. The project may qualify for a Negative Declaration however, if adverse impacts are mitigated so that environmental effects can be deemed insignificant. These findings are shown in the checklist under the headings "YES-sig" and "YES-insig" respectively. A discussion of potential impacts and the proposed mitigation measures appears at the end of the form under DISCUSSION OF ENVIRONMENTAL EVALUATION. Particular attention should be given to discussing mitigation for impacts which would otherwise be determined significant. . . DISCUSSION OF ENVIRONMENTAL EVALUATION PROJEO DESCRIPTION The project consists of the construction of a new culvert under the AT&SF railroad directly east of Manzano Drive between Cannon Road and Palomar Airport Road, and the improvement of the existing drainage channel west of the railroad tracks leading to Cannon Lake on State Parks property. Grading consists of 14,000 cubic yards of excavation necessary to construct approximately 170 feet of gabion channel, and approximately 1,179 linear feet of trapezoidal earthen channel. The proposed project will increase the lake surface area by approximately .85 acres. This drainage channel will be designed to carry approximately 500 cubic feet per second of runoff in a one hundred year storm, thus eliminating the problem of the back-up of water in the existing upstream channels. PHYSICAL ENVIRONMENT 1. The culvert and drainage channel are improvements to an existing culvert and unimproved channel. The design of the culvert and channel have been engineered to meet required Carlsbad Standards for drainage improvements and will result in no unstable earth conditions. No geologic hazards have been identified at the site. 2. The proposed grading consists of excavation to widen and deepen the existing unimproved channel, however, the topography surrounding the channel will not change. The 4:1 channel sides will extend out to the existing grade. 3&4. The project as described above will result in the modification and improvement of the existing earthen channel. The construction of the new culvert under the railway requires the improvement of the drainage channel leading to Cannon Lake. Proposed improvements will increase the channel's carrying capacity thereby avoiding increased back-up of water in the existing upstream channels. Although change to the general channel alignment will be minor, the improved channel alignment will be more precise than the existing unimproved channel. Channel improvements require 14,000 cubic yards of excavation to lower the channel bottom by 4 to 12 feet and create approximately 170 feet of gabion channel and 1,179 foot of earthen channel ranging in width from 20 feet to 95 feet. The proposed 170 feet of gabion (rock lined) channel is necessary to dissipate energy and minimize channel erosion. 8. The proposed channel design consists of a 4' wide channel bottom and channel banks with a slope of 4:1 which will increase the lake surface area by approximately .85 acres. The channel sides will extend to existing grade and the 4' channel bottom will be U-12' below existing grade and 4-5' below the lake's natural pool elevation allowing the lake to expand into the channel. 9. The proposed project will not result in the increase in usage or depletion of any natural resources since it consists of improvements to existing facilities which will result in the increase of the Cannon Lake surface area. 10. The proposed project consists of drainage improvements requiring no fuel consumption. 11. No alteration of significant archaeological, paleontological, or historical sites will occur as a result of the proposed improvements to existing drainage facilities. H. . S BIOLOGICAL ENVIRONMENT 12. The diversity of species of plants will be reduced by the project, however, some reduction is desirable. Twenty-nine plant species were identified at the site by State Parks and Recreation Department Associate Resource Ecologist, William E. Tippets; ten are native species and nineteen are non-native introduced or naturalized species. Seven of the non-native species identified are considered to be aggressive exotics which should be removed, and grading required to construct the channel will remove those located within the channel alignment. Native species will be disturbed by grading, however, the revegetation plan required as mitigation for the project requires planting of native species within the gabion and earthen channel including Arroyo Willow, Freemont's Cottonwood, and Red Elderberry as required by the State Department of Park and Recreation Resource Ecologist. All disturbed areas will be hydroseeded with a native seed mix. 13. The project will not introduce any new species of plant into the area, however it will reduce the numbers of non-native exotic species in the work area allowing the revegetation of native species. The quality of the wetland should improve with the revegetation of native species and reduction of exotic species. normal replenishment of native species. 14. No agricultural acreage will be impacted by the proposed project. 15. The proposed drainage channel improvements will not adversely affect the diversity of land animal or water dwelling species/organisms since it will expand the wetland area and improve the wetland habitat. 16. The proposed improvements will not introduce new species of animals into an area or result in a barrier to the migration or movement of animals since it consists of improvements to an existing drainage channel. The project will result in an expanded wetland area and improved habitat for existing plant and animal species. HUMAN ENVIRONMENT 19-22,25,27,28& 29. The proposed culvert and drainage channel improvements consist of no residential or industrial structures or uses requiring new facilities or infrastructure or impacting existing traffic levels, transportation systems, or parking facilities. Since no new use or structure are proposed, no additional noise, light, or glare impacts will occur. The project is a drainage culvert and channel improvement and will pose no risk of explosion or release of hazardous substances. The project will improve an existing drainage culvert and channel to accomodate runoff from a 100 year storm and will not interfere with emergency response plans or evacuation plans. 23-24. The proposed culvert and drainage channel improvements are located within an existing wetland area in the open space zone and will therefore have no impact on the population density of the surrounding area or create a demand for additional housing. 31. The proposed project will not create an aesthetically offensive public view and will result in an improvement to the existing unimproved channel's deteriorated condition. -7- . . 32. Although Cannon Lake is listed as part of the Northwest Quadrant's future park inventory, there are no existing recreational opportunities beyond the lake itself. Residents occasionally use the Lake for canoeing, however, there is no improved access provided. The improved drainage channel will result in an increase to the lake's surface area. 1 .. . . 'ANALYSIS OF VIABLE ALTERNATIVES TO THE PROPOSED PROJECT SUCH AS: a) Phased development of the project, b) alternate site designs, c) alternate scale of development, d) alternate uses for the site, e) development at some future time rather than now, 0 alternate sites for the proposed, and g) no project alternative. A&E. Phased development or no project are not viable alternatives due to the nature of the project. The culvert is a required offsite improvement, and due to the resulting increased drainage flow capacity, the City has required improvements to the existing drainage channel leading to Cannon Lake. The two improvements should occur simultaneously to successfully improve existing conditions. B. Alternate designs for both the culvert and channel have been proposed during project review. The first design proposed consisted of four 48" storm drain pipes under the railroad to replace the existing 30" cast iron pipe culvert constructed in 1915. The original proposal included 140' of concrete lined channel, 50' of gabion channel, and a turf lined channel leading to the lake with a 20' wide channel bottom and 3:1 side slopes. Due to the Cannon Lake's status as a freshwater wetland containing native riparian plants, this proposal was rejected in favor of the less intrusive gabion and earthen lined channel described above including revegetation with native species. C. Alternate scale of development is not a viable alternative for this project since the channel is being engineered to accomodate the increased drainage flow resulting from the culvert improvement. D. Alternate uses for the proposed site are not a viable alternative since the proposed project will improve an existing drainage culvert and channel by increasing its carrying capacity to 500 cubic feet per second of runoff as required by a 100 year storm. AH:lh:km . . ,DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that the proposed project COULD NOT have a significant effect on the environment, because the environmental effects of the proposed project have already been considered in conjunction with previously certified environmental documents and no additional environmental review is required. Therefore, a Notice of Determination has been prepared. X I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed. The subject storm drain improvements in the AT & SF railroad right-of-way are a required condition of a previous subdivision map. The City requires improvements to the existing drainage channel to provide a smooth transition to Cannon Lake. As a result of these improvements, the wetland area will actually increase in size. The plan calls for removal of exotic (non-native) plant species and revegetation with native species along the proposed gabion and earthen channel. This revegetation plan has been proposed by the State Parks Department (contact: William V. Fait, 729-8947) as a condition for granting an easement to the City and as mitigation to assist in the preservation of the wetland area. Since the removal of all non-native plant species on the entire site is not specifically required by the tentative map approval, it is my concern that a nexus may not exist between additional mitigation requirements associated with the channel improvements and the subdivision project requiring the off-site drainage pipes. Please let us know if you believe the proposed project will create any significant impacts and whether it will be necessary to issue a Stream Alteration Permit. The subject storm drain improvements in the AT & SF railroad right-of-way are a required condition of a previous subdivision map. The City requires improvements to the existing drainage channel to provide a smooth transition to Cannon Lake. As a result of these improvements, the wetland area will actually increase in size. The plan calls for removal of exotic (non-native) plant species and revegetation with native species along the proposed gabion and earthen channel. This revegetation plan has been proposed by the State Parks Department (contact: William V. Fait, 729-8947) as a condition for granting an easement to the City and as mitigation to assist in the preservation of the wetland area. Since the removal of all non-native plant species on the entire site is not specifically required by the tentative map approval, it is my concern that a nexus may not exist between additional mitigation requirements associated with the channel improvements and the subdivision project requiring the off-site drainage pipes. Please let us know if you believe the proposed project will create any significant impacts. The applicant will be submitting a Coastal Permit application for the construction of the channel, however, we are seeking feedback from responsible agencies prior to proceeding with this project.
