This property has a fire station on the North-East portion. The South and East portions contain a drainage swale. By restricting the swale's outlet beneath Poinsettia Lane the drainage swale could be converted to a detention basin. A study prepared by Hunsacker shows that such a basin could prevent a potential failure of the drainage system South of Poinsettia Lane and meet detention requirements of two projects, Mariners Point and Abada. These projects could be required to participate in the maintenance of the proposed basin. Before we write specific conditions of approval on the two projects your approval or denial of this use of City property is requested. Attached is an exhibit of the proposed basin. Also attached is a draft of a memo of issues for the Abada project, Costa do Sol. On the memo the detention issue is marked and an issue concerning sewer and drainage facilities on the Alta Mira Park site is also marked. Any comments you care to make would be appreciated. BM:kb 890-5X wp:890.21A 12/1/92 INTRODUCTION This onsite hydrologic analysis for Mariner's Point uses the City of Carlsbad requirements for the hydrologic analysis and storm drain design. Rainfall intensities for each storm were determined from the Isopluvial maps showing in the current County of San Diego Hydrology Manual. Within Mariner's Point, the drainage flows in five different directions. This report shows that the proposed drainage in Basins 3, 4 and 5 will be less than or equal to the existing drainage contribution. However, due to the larger area, and the increase in the runoff coefficient, the higher flows in basins 1 and 2 will be sufficiently attenuated further downstream in the proposed North Poinsettia Detention Basin (See Master Drainage Study for Mariner's Point). Calculations show that the existing Seascape Drive and the Batiquitos Drive storm drains north of Poinsettia Lane have sufficient capacity to convey future 10 year storm flows under open channel flow, and to convey future 100 year storm flows as pressure flow without inundating nearby properties. 2X5" tB&fWbf:** *^%*^kAr^/iTc?-%3j£k.\. **:•*<&$ v %^*tf/-tVcsi"^<- ^^ INTRODUCTION The purpose of this study is to show that the construction of the Mariner's Point subdivision and the Abata subdivision will not adversely affect the existing storm drains down stream of the projects. Drainage flows south in either the Seascape Drive or Batiquitos Drive storm drains that combine in an existing open space depression north of Poinsettia Lane. An existing 54" RCP culvert beneath Poinsettia Lane transports the storm water downstream to an existing detention basin. A 60" CMP riser connects into the Batiquitos Drive storm drain, which discharges into Batiquitos Lagoon. Modifications must be made to the existing headwall to the north of Poinsettia Lane to create a detention basin in the open space area. This will be known as the North Poinsettia Lane Detention Basin. A constriction of the existing 54" headwall to 30" will pond the water surface elevation inside the basin. Results show that drainage detained behind the proposed 30" inlet at Poinsettia Lane will reduce the 10 year frequency storms of 6 hours and 24 hours duration under developed conditions. The maximum water surface elevation for a 10 year storm will be approximately 10.7 feet, thus providing ample freeboard at Poinsettia Lane. For the 100 year storm, the maximum depth in the detention basin will be 16.3: approximate freeboard will be 6.0 at Poinsettia Lane. Furthermore, the water surface elevation in the existing downstream detention basin (South Poinsettia lane Detention Basin) will be decreased. This will lessen the potential of a breach in the existing earthen embankment. Table 1 summarizes the hydraulic effects on the North Poinsettia Lane and South Poinsettia Lane Detention Basins. Condition of Approval No. 76 (copy enclosed) provides for the use of existing downstream offsite facilities. The first plan check submittal of final plans incorporated the use of the existing basin lying at the northwest corner of Poinsettia Lane and Batiquitos Road. This was consistent with a solution agreed to by City Staff on May 18, 1994, which proposed the modification of the existing culvert entrance to provide the necessary detention. A copy of a May 19, 1994 letter summarizing this meeting is enclosed. One of the comments on the first plan check regarding this design, was that the use of this site would require environmental review. We subsequently discussed this with Dave Hauser, and were advised that the original intent was to utilize the existing basin at the southwest corner of Poinsettia Lane and Batiquitos Drive. Based on this information, we proceeded to analyze the southerly basin for detention. Our analysis of this basin shows that capacity would need to be increased by 2.4 acre feet. This would require excavating a substantial portion of the westerly slope area. In addition to this, as a result of what appears to be lack of maintenance the existing basin is silted in, such that bottom elevation is approximately 4' higher than design grade at the outlet, and the entire basin is overgrown with dense vegetation. Any proposal to do work within this basin would require environmental impact analysis. Page 2 of2 Mr. Richard Allen December 20, 1995 Based on the above information, it appears to us that there is a distinct advantage to utilizing the northerly basin for detention for the following reasons: 1. The southerly basin would require considerable grading to enlarge to the required volume. This will require environmental analysis. Impacts and potential mitigation could be onerous. 2. The southerly basin is on provately owned property. 3. The northerly basin would require no regarding. There is adequate capacity. The proposed culvert modifications would result in a water surface elevation increase of approximately 5.5 feet over existing W.S.E1 for both the 10 year and 100 year storm events. This still leaves over 10' of freeboard for the 100 yr. storm event. 4. Re-construction of the culvert entrance at the northerly basin would have virtually no disturbance. The existing culvert lies within an 18' public utility easement to the City of Carlsbad. 5. The northerly basin lies within a parcel that is owned by the City of Carlsbad. I have enclosed a copy of sheet 23 of the improvement plans showing the proposed improvements for the northerly basin. We need to finalize the plans and record final maps prior to March 15, 1996 to beat the Tentative Map expiration, so this issue is becoming critical. We therefore would appreciate a response as soon as possible, to the acceptability of the northerly basin for detention. The following is a recap of the issues discussed in the meeting. 1. Alga Road Offsite. The City is currently working on adopting a program for the construction of Alga Road from Poinsettia Lane to Palomar Airport Road. Until this program is adopted (which could take approximately 3 months or longer), the City will allow the improvement plan set to exclude the portion of Alga Road from our subdivision boundary south to Poinsettia Lane. These improvements will be shown on our improvement plans at a later date. 2. Detention Basin at the Northwest Corner of Poinsettia Lane and Batiquitos Road. The City stated that there are no issues that would preclude the use of this site for detaining water. However, the City would like to see a box structure designed as a junction between the 30" proposed storm drain line and the existing 54" storm drain line with a grated top to capture the water in case of a clog and to accept the 100 year storm water into the 54" line after detention. In addition, a trash rack is required in front of the 30" storm drain. Hunsaker & Associates would review the possibility of this design and submit it to the City with the street improvement plans. 3. Design of Alga Road. Mr. Dorian Johnson stated that Bramalea and Hunsaker & Associates will be meeting with the Sambi Group to coordinate the issues of timing and design of Alga Road in the area. The design issues will include horizontal and vertical alignment and earthwork balancing. 4. Landscape Plans and Traffic Signal Plans. The construction of a new outlet structure at this location will most likely involve the demolition of an existing headwall, the replacement of one length of storm drain pipe (8 feet) with a pipe of a smaller diameter and the construction of a new headwall or riser in the original location. Demolition can be accomplished with hand held equipment and taken away with the use of a small crane. Concrete will be pumped into place. If small equipment is required, which is doubtful, access may be taken from Batiquitos Drive within the existing storm drain easement. It is important to note that this is a detention basin, not a desilting basin. It will be designed to attenuate storms greater than 10 year frequency storms.
